(MSGS) was retained by Madison County Board of Education to provide environmental consulting services associated with a release of heating oil from product lines associated with a commercial underground storage tank (UST) system located at 265 Upper Brush Creek Road, Marshall, North Carolina. This report documents the results of groundwater quality monitoring conducted May 25, 2020. The release has been assigned Incident Number 41260 by the North Carolina D epartment of Environmental Quality (NCDEQ), UST Section. A. SITE INFORMATION The following sections provide information regarding the project site’s location, UST system, contact information, and known details relating to the release. A site location map is provided as Figure 1, and a site map is provided as Figure 2. Approximately 4,000 to 5,000 gallons of fuel oil was released from a compromised buried fuel line associated with a heating oil UST. Initial emergency response efforts recovered approximately 1,500 gallons of fuel by vacuuming free product off of the water table from temporary wells and from the surface water in the drainage ditch. Sorbent booms were installed on the surface water where oil was discharging. The drainage ditch leads to a constructed wetlands maintained and monitored by student at the school. Following the emergency response, a Comprehensive Site Assessment (CSA) delineating the extent of contamination was completed. Included Brush Creek Elementary School, Madison County, NC- Groundwater Monitoring Report- 2020 Incident #41260 4 in the CSA are results of a vapor intrusion assessment conducted inside the gymnasium and school cafeteria. To date, 14 eight-hour Aggressive Fluid Vapor Recovery events have been conducted to recover fuel oil free product from the subgrade. One Mobile Multi-Phase Extraction event was conducted to also recover free product from the subgrade. AFVR events are routinely being conducted at the site. Reports containing results and conclusions for all activities conducted at the site were submitted to NCDEQ Asheville Regional Office. B. SITE HISTORY AND CHARACTERIZATION The site history is described in the CSA Report submitted to NCDEQ on March 30, 2018. The UST is located on the west side of the school adjacent to the bus parking area and student entrance. Piping from the UST to the boiler room is situated underground beneath the main building (Figure 2). UST information is included in Table B-1 in the CSA report submitted on March 30, 2018. The site is located in Madison County, North Carolina which is characterized by mountainous terrain. The site was developed in a rural area of Madison County into an elementary school in 2001. The property contours were altered significantly during site development to accommodate the elementary school and adjacent middle school. As a result, 48 feet of residual soil was removed from the school building site placing bedrock within 10 feet of the ground surface in the vicinity of the release. The original topography from the 2001 USGS quadrangle shows the site sloping toward the southeast with an elevation difference of about 80 feet. The site elevation ranges from 1960 feet to 1920 feet mean sea level (msl). The surrounding terrain is hilly to mountainous with sparse development. Farm properties with both cleared pastures and wooded areas and large residential tracts abut the school property. Upper Brush Creek flows adjacent to Upper Brush Creek Road along the southeastern boundary of the property. The site in the vicinity of the spill is flat (cut surface) with groundwater at about 1.5 to 5.5 feet below grade. Groundwater and surface water discharges locally from the source area into a surface drainage which discharges into a constructed wetland maintained by students of the school prior to the release. Brush Creek Elementary School, Madison County, NC- Groundwater Monitoring Report- 2020 Incident #41260 5 Seven permanent monitoring wells were previously installed during contamination assessment activities. One background well was installed adjacent to the existing 10,000-gallon UST to assess whether the tank had leaked. One source area well and five downgradient wells were installed into the water table surface to delineation the horizontal extent of contamination (Figure 2). Three additional four-inch diameter recovery wells were installed within the free product plume to extract fuel oil free product during the MMPE event. C. GEOLOGY AND HYDROGEOLOGY The site is situated in western North Carolina in the Blue Ridge Belt of the Blue Ridge Physiographic Province. The underlying crystalline bedrock consists of biotite granitic gneiss described as paragneiss and granitic to quartz monzonitic orthogneiss which is locally schistose and mylonitic. Shallow subsurface geology at the site was interpreted based on observations in test pits and an interceptor trench installed in June and July 2015, and review of boring logs of new wells installed at the site by MSGS in April 2016 and May 31, 2017. The uppermost soil at the site consists primarily of foliated brown-red and yellow micaceous silty, medium to coarse sand saprolite that becomes fine to coarse sandy silt and silty sand when sampled. A contact of massive weathered granitic saprolite and foliated red brown gneissic saprolite exists within the receptor trench wall. The uppermost aquifer at the site is unconfined and occurs at depths below ground surface ranging from approximately 1.43 feet at MW-03 to 5.37 feet near MW-06 when measured on 5/25/20. Groundwater flow is estimated to be to the southeast based on water level measurements recorded in the site wells. The average hydraulic gradient across the site was calculated to be 0.06 ft/ft, essentially unchanged since the last sampling event. Figure 2 shows the location of the monitoring wells, surface water, and the estimated extent of free product fuel oil in the subgrade. Figure 3 is a potentiometric map showing the direction of groundwater flow determined during this sampling event. GROUNDWATER SAMPLING RESULTS Prior to purging the wells to be sampled, water levels were measured. The potentiometric map was revised based on these most recent measurements. Well construction details and historical water level data for the monitoring wells at the site are included in Table 1. Groundwater sampling was conducted on May 25, 2020. Groundwater samples were collected from MW- 01, MW-02 and MW-04, MW-05, MW-6, and MW-07. Wells MW-03, RW-01, RW-02, and RW-03 were not sampled since all had measurable free product. Past water levels measured in MW-02 confirmed free product in this well. Water level measurements during this event indicated that only a sheen was present, therefore MW-02 was sampled. Each well was purged and sampled using dedicated disposable bailers. A minimum of three well volumes was purged from each well prior to sampling. Each sample was submitted for laboratory analysis of EPA Method 602 with xylenes, 625 acid and base-neutral extractables, MADEP Volatile Petroleum Hydrocarbons (VPH) and Extractable Petroleum Hydrocarbons (EPH). Well MW-02 had low concentrations of benzene (1.9 ug/l) slightly above the NC 2L Groundwater Quality Standard (2L GW Stds) and naphthalene at 24 ug/l exceeding the 2L Std of 6 ug/l. MADEP VPH and EPH limits were exceeded in the sample from MW-02 for all aliphatics and aromatics except C5-C8 aliphatics. The sample from MW-4 had benzene concentrations of 2.90 ug/l exceeding the 2L GW Std of 1 ug/l. The MW-04 sample also had MADEP EPH C9-C18 aliphatics (27,400 ug/l) and C11-C22 aromatics (2,110 ug/l) which exceeded their respective 2L GW Stds. Samples from MW-01, MW-05, MW-06 and MW-07 had no detectable concentrations of petroleum related compounds above laboratory reporting limits. Results of these analyses are summarized in Tables 2 and 3. A copy of the laboratory analytical report is included in the Appendix. CONCLUSIONS AND RECOMMENDATIONS Analytical results and water level measurements indicate some changes in the free product plume size, and dissolved contaminant concentrations in the aquifer. It appears that AFVR events are having an impact on the size of the free product plume. Since 2016, the footprint has reduced from approximately 110 feet in diameter to about 75 feet. The thickness of the plume has also diminished. In 2016 the product thickness in MW-02 was 3.15 feet and 0.6 feet in MW-04. Measurements taken in May 2020 show a sheen in MW-02 and no discernable product in MW-04. Wells MW-03, RW-01, RW-02 and RW-03 have measurable product ranging from 0.04 feet in RW-03 to 0.5 feet in MW-03. Dissolved constituents outside of the free product plume were relatively low. Sample results from MW- 02 had VOCs benzene and naphthalene that exceeded the 2L GW Stds. The sample from MW-04 exceeded the 2L GW Std for benzene. Concentrations of MADEP VPH and EPH petroleum hydrocarbons exceeded 2L GW Stds in samples from MW-02. MADEP EPH concentration in samples from MW-04 exceeded NC 2L Stds. MSGS recommends that the AFVR events continue for a limited time since the effect on the free product plume has been to reduce the areal extent as well as the thickness. However, the benefit of this recovery method may be diminishing. The literature indicates that product recovery effectiveness diminishes as the amount of fuel oil removed approaches 50 percent of the released amount. AFVRs are continuing, and data will be reviewed after the most recent series of events to determine if AFVRs are the is the most effective recovery technique.
