The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
The facility is a transfer station permitted to receive C&D waste generated in the following counties: Chatham, Durham, Franklin, Granville, Johnston, Nash, Orange, Vance, and Wake and the municipalities contained within those counties.
1. The facility is fenced and secured by a locking gate when it is not open for operation. 2. The correct signage is at the entrance of the facility listing the facility name, permit number and emergency contact information as well as materials accepted at the facility. 3. The facility accepts waste Monday through Friday from 7:00am – 4:00pm.
4. Interior roadways are of all weather construction and are maintained in good condition. 5. The facility permit and operations plan were available and reviewed with Ms. Helms. Additional staff should be aware of the storage location of all pertinent records. Ensure NCDEQ representative contact information is updated. 6. Waste screening reports were verified up to 1/20/2023. A load rejection form was completed on
2/16/2023. Ms. Helms stated that waste screening reports had fallen behind due to staff turnover. Ensure site personnel are screening incoming loads weekly at a rate of no less than 5% of the average daily waste tonnage reported in the site’s annual report for the previous year. 7. The following are facility certified personnel: a. Dena Smith (Helms), Certified Landfill Operations Manager, LF-2014016, exp. 3/26/23. It is the responsibility of the owner and/or operator to ensure that an adequate number of certified staff are employed at this facility at all times to meet the requirements of the permit and rules. 8. During this inspection, a roll-off container labeled “GFL Mattress, Furniture, and MSW Only” was observed to contain mattresses, furniture, and MSW. Ms. Helms stated that she did not know how often that container was removed. MSW waste is not permitted to be stored at this facility and must be
removed at the end of each operating day. Ensure any MSW waste separated from the waste stream is removed from the site at the end of each operating day and disposed of properly. 9. 15A NCAC 13B .0405 (a)(10), “Windblown waste: Site staff shall conduct daily inspections for windblown waste on the site property. Windblown litter from site operations discovered during the daily inspections or observed on adjacent properties shall be picked up and containerized for disposal by the end of each operating day, unless the landowner of the adjacent property denies access to site staff. During this inspection, windblown waste was observed along the entrance road, along the northern and western fence lines, and around the transfer trailer loading area. Ms. Helms stated that picking up windblown waste had also fallen behind due to staff turnover. Ensure that windblown litter is picked up at the end of each operating day as required by rule and permit.
10. A considerable amount of waste was observed on and around the excavator ramp and on the concrete parking pad adjacent to the C&D waste processing area. Waste must not be stored on the tipping floor or in the processing area after operating hours. All waste, including waste on and around the excavator ramp and in the C&D waste processing area must be cleaned up by the end of each operating day. 11. All waste is transferred to Brownfield Road C&D Landfill (Permit# 9231-CDLF-2012) for disposal.
Recoverable materials are no longer separated out for recycling. 12. During this inspection, a sizable amount of dust was present in the C&D processing area and throughout the facility grounds. A water truck was not in use or located onsite during this inspection. It is recommended that a water truck or other means of water application is utilized to reduce the dust emissions from this facility.
13. Stormwater was observed ponding in a heavily rutted muddy area south of the transfer trailer loading area and excavator ramp. Some windblown waste was observed within this water. Ensure this area is graded/repaired to ensure stormwater is shed effectively, and any windblown waste in or adjacent

to this area is picked up and disposed of properly. All water that comes in contact with solid waste is leachate and must be captured and properly treated before release to the environment. 14. Corrective measures are necessary as a result of this inspection.
