ADDITIONAL COMMENTS
On March 7, 2023 Chuck Kirchner met with Richard Hill, Emily Ball and Rodney Foust to conduct a comprehensive inspection of the Alamance County Austin Quarter Solid Waste Management Facility on Austin Quarter Road in Graham, Alamance County.
General Site Comments
1. The facility consists of a municipal solid waste (MSW) landfill, a construction and demolition debris (C&D) landfill, a yard waste (YW) management operation, an uninhabitable mobile home processing operation (T&P), a postconsumer recycled asphalt shingles (PRAS) operation and a Temporary Disaster Debris Staging Site (TDDSS). 2. The facility has a convenience center located adjacent to the scale house. The convenience center has
segregated areas for each recyclable material stream and a container for local resident MSW waste. 3. The facility operates a source-separated recycled materials processing building. Segregated loads of recyclable materials include cardboard, paper, plastic, metal and glass. Alamance county residents can drop off
recyclables at the landfill entrance near the scale house or convenience centers located within Alamance County. The recyclable material is baled and hauled off site.
4. Effective January 1, 2023 Austin Quarter landfill is transporting target recyclables collected at their two off site
recycle locations directly to the Republic MERF in Greensboro. 5. The facility is permitted to receive waste from Alamance County. 6. The facility is open Monday through Friday 7:00 am to 4:30 pm and Saturday 7:00 am to 12:00 pm.
7. The facility permit, site plan and operations plan were discussed.
116 acres around the landfill has been logged in the last three months by Triangle Forestry Products, Inc. according to Mr. Hill.
8. The facility is secured by a locked gate. 9. Facility personnel are on site during operating hours. 10. The facility has a proper signage.
Records Review 11. The following employees are certified operators: a. Richard Hill, Certified Manager of Landfill Operations, Certificate No. 1338341, exp. 9/14/2024 b. Rodney Foust, Certified Manager of Landfill Operations, No. 818577, expired 11/12/2023 c. Jeffery T. Apple, Certified Manager of Landfill Operations, No. 1775686, exp. 09/06/2023 12. The facility also employs 15 SWANA Certified Landfill Operations Specialists. All certifications are currently valid. 13. The facility maintains records of the amount of solid waste received. The facility annual report (FAR) dated July 26, 2022 was received by the SWS. The amount of MSW received for July 1, 2021 through June 30, 2022
is 130,664.44 tons. The amount of materials recycled was 1,405.53 tons. 14. The facility provided a throughput record for the MSW landfill received on site from July 1, 2022 through February 28, 2023. During that time the landfill received 74,503.96 tons of MSW waste and 16,723.96 tons of
C&D waste totaling 91,227.92 tons. 3,032.77 tons of recyclables were also received during this period. 15. Site currently operates under three erosion control permits: ALAMA-2022-015 which covers the new 37 acres for the MSW Landfill area, ALAMA-2022-054 which covers another 35 acres for the new MSW Landfill area and ALAMA-2010-022 which covers the borrow area.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

16. Plans for construction of Phase 6 were reviewed during this inspection. 17. The facility maintains waste screening reports. A minimum of 1 percent of the vehicles received (weekly) are required to be screened. Records were observed for January 31, 2022 through February 13, 2023. 18. The facility maintains semiannual groundwater, surface water and leachate test records. Samples collected by Buxton Environmental, Inc. and are analyzed by Shealy Environmental Services, Inc. Records for groundwater,
surface water and leachate were observed for May 8, 2020, November 20, 2020, May 1, 2021, December 27, 2021 and June 22, 2022. In the second half of 2022, Municipal Engineering, Inc. (MESCO) started conducting the semiannual groundwater screening. Records for groundwater, surface water and leachate were observed for October 19, 2022. An exceedance is noted on each report. 19. Leachate is sampled at the same time the groundwater wells are sampled and results are included with the groundwater report.
20. A leachate analysis report sampled by MESCO and analyzed by Pace Analytical was observed for February 2, 2023. All concentrations were below their respective surcharge limits. 21. The facility leachate lines are being flushed and TV inspected today and was last done on April 14, 2022 and is usually done annually or bi-annually by C&J Utilities, Inc. 22. Leachate storage tanks are inspected weekly. Leachate storage tank weekly inspection records were observed from June 7, 2022 through March 6, 2023. 23. The amount of leachate hauled from the landfill to the WWTP from July 2022 to June 2023 is 1,588,627 gallons. This is a significant decrease since the liner in phase 5 was repaired and a lot of the stormwater that was being treated as leachate can now be diverted away from the landfill according to Mr. Foust. 24. The facility Industrial User Pretreatment (IUP) Permit No. 0025 was issued by the WWTP on September 23, 2021 and expires on June 30, 2026.
The facility maintains quarterly landfill gas monitoring records. Monitoring is conducted by Municipal Engineering Services Company (MESCO). Records were observed for September 29, 2020, December 18, 2020, March 11, 2021, June 28, 2021, September 24, 2021, December 22, 2021, January 12, 2022, March 25, 2022,
May 24, 2022, September 13, 2022 and January 12, 2023. No methane or hydrogen sulfide was detected on observed reports. 25. The facility has three trucks available for dust control.
26. Access roads are made of all-weather construction. The facility has funding approved to repave existing access roads. 27. The facility maintains records for scrap tire certifications. Records were observed for January and February of 2023. Tires are sent to Central Carolina Tire in Cameron, NC. 28. The facility maintains records of chlorofluorocarbons (CFC’s) removed from white goods. Records were observed for June 2020 through February 2023. 29. The following are personnel certified to extract CFC’s: a. Jesse Ayers, Universal Technician (40CFR Part 82, Subpart F), Certificate No. 639805102950. b. Warren L. Cloer, Universal Technician (40CFR Part 82, Subpart F), Certificate No.0505925102900. c. Maurice M. Wilson, Type I Technician (40CFR Part 82, Subpart F), Certificate No. 0398321102900. Municipal Solid Waste Landfill (MSW) 30. The current working face is located in the southern corner of the basin in Existing MSW Phase 5. 31. Windblown material observed around facility. 15A NCAC 13B .1626(11) states: “Windblown waste
requirements. Methods such as fencing and diking shall be provided within the area to confine solid waste that is subject to be blown by the wind. At the conclusion of each operating day, all windblown material resulting from the operation shall be collected and disposed of by the owner or operator.”
32. The working face was small and compact. Observed posi-shell coating being sprayed on compacted waste to the west of the working face during this inspection. 33. The facility is permitted to use tarps as alternative cover. Two 100’ x 100’ tarps are currently available for use.
34. Soil cover is required to be applied within a 7-day period. Additional soil cover is needed in areas with exposed waste near the working face as discussed in the field.

35. The facility is permitted to co-dispose of wastewater treatment sludge. Wastewater treatment sludge is not accepted according to facility staff. Repair eroded rills on landfill cap and continue to seed and mulch until cap is stabilized with vigorous permanent grass cover.
36. Leachate from Phase 2 is pumped directly to the storage tanks. The storage tanks gravity feed to a sump (connected to both tanks, maintaining uniform volume in both tanks). 37. Mr. Foust stated that the leachate tanks are usually pumped out more than once per week and may be pumped out additionally if the tanks reach over half full. 38. Leachate tanks were observed to contain 6’ of leachate in each tank. Each tank can hold up to 15’ of leachate according to Mr. Foust. 39. Both leachate tanks were observed in good condition during this inspection. 40. New groundwater wells have been installed at this facility as part of the upcoming Phase 6 construction. Wells MW-56-R and OW-5-7 were observed and had proper cement base, steel casing, lock and labels.
Construction & Demolition Landfill (C&D) 41. The C&D Landfill is permitted to operate Phases 1 and 2 and construct Phase 3. 42. The facility is approved to accept C&D, inert debris, land clearing debris (LCD) and (used) asphalt. 43. C&D Landfill has not been used since September 18, 2017. 44. The facility annual report (FAR) for the C&D Landfill dated July 31, 2020 was received by the SWS. Facility throughput for July 1, 2019 through June 30, 2020 was 0.00 tons. 45. The facility is approved to conduct a PRAS operation at the C&D landfill. Ms. Ball stated that the facility does not conduct the PRAS operation. 46. Good grass cover observed on C&D Landfill cap. 47. Continue to repair any eroded rills and seed and mulch any bare areas per permit requirements on C&D Landfill cap.
Yard Waste (YW) 48. The YW management operation is located north of the MSW landfill, near the access road to the leachate
storage tanks. 49. The area available for the YW management operation is ~1.5 acres. 50. The facility is permitted to maintain up to 1,000 cubic yards of YW prior to grinding.
51. Only a small amount of land clearing debris (LCD) observed on site during this inspection. 52. This area can be used for disaster debris prior to the activation of the temporary disaster debris staging site (TDDSS), number DS01-005. 53. The facility provided a throughput record of yard waste received at site from July 1, 2022 through February 28, 2023. During that time 1,250.72 tons of yard waste was received on site. 54. Grinding of yard waste was last conducted on site in June of 2022. 55. 575.60 tons of material currently on site according to facility Ms. Ball. 56. Facility staff stated that all mulch is used on site to stabilize roadbeds or for other uses at the landfill at this time. Miscellaneuous Solid Waste Operations
57. The facility manages white goods in a building adjacent to the office. Facility personnel extract the chlorofluorocarbons (CFC’s). 58. Scrap tires are stored in three trailers located adjacent to the recyclable building, southwest of the office. Scrap tires are hauled off by Central Carolina Tire Disposal, Inc. 59. All mobile homes are brought to the working face of the landfill and deconstructed to recover recyclable materials. 60. From July 1, 2022 to March 5, 2023 one mobile home was brought to the landfill. No mobile homes were observed on site during this inspection.
