Dear Mr. Baldwin,
On March 2, 2023, Tim Davis, representing the State of North Carolina, Division of Waste Management Solid
Waste Section (Section) received a Corrective Action Plan which outlines operational improvements made by CEI
to address past instances and eliminate future occurrences of storing waste on the tipping floor after operating
hours in violation of the rules and permit to operate for this facility. These improvements include daily
photographic documentation of the clean tipping floor, increasing the number of available transfer trucks,
transfer truck drivers, and maintenance personnel, as well as collaborating with Wake County to extend the
operating hours of the South Wake Landfill when needed.
This letter serves to confirm that the requirements of the Notice of Violation dated February 10, 2023, have been
satisfied and the violation has been corrected. Thank you for your cooperation in this matter. If you have any
