Permit: ATTACHMENT 3, CONDITIONS OF OPERATING PERMIT; 13. Testing of finished compost and distribution must be conducted in accordance with the requirements of Rule .1407 and the permit application. The sample collected for metals analysis is to be a composite sample from subsamples accumulated from each batch produced during the six month period, or 20,000 tons of compost produced, whichever comes first.

ADDITIONAL COMMENTS:
01 - The Permit to Operate was issued April 22, 2020 and shall expire April 22, 2030. Pursuant to 15A NCAC 13B .1401 (c), no later than December 22, 2029, the permittee must submit a request to the Section for permit review and must update pertinent facility plans. 02 - Facility has required signage. 03 - Facility is secured by fencing and locking gates.
04 - Interior roadways are constructed off all-weather materials. 05 - Active Compost Windrow sizes do not exceed maximum size of 10 ft high and 24ft wide. 06 - Stockpiled feedstock windrows do not exceed maximum size of 30ft high and 50ft wide.
07 - Fire lanes are present. Per permit conditions. 08 - Local Fire Department has keys to facility entrance gate to enable quick entry for any fire that may occur after work hours.
09 - All on-site feedstock materials were of the permitted types. Pine Bark, Peanut Hulls & Cotton Trash. 10 - Incoming feedstock records were reviewed during this inspection. 11 - Finished product looks very good. 12 - Outgoing load records were reviewed during this inspection. 13 - No leachate was noted leaving site footprint. 14 - Facility has fire extinguishers available in working areas and the office to fight fires. 15 - Facility is currently operating under the new permit and appears in compliance. 16 - Temperature probe calibration records were reviewed. Last calibration was dated 6/3/22. 17 - Temperature records were reviewed and were up to date thru 2/2023. Just started new windrow. 18 - Observed permit violation; No 2022 Analysis of finished product was conducted in 2022. See page 1 for more information.
19 - Need to take samples and send to lab for analysis. 20 - Overall conditions at this facility were good. 21 - Digital pictures were taken during this inspection and some are attached to this report.

The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
