RE: Notice of Violation
Raleigh Transfer Station
Permit #9227T-Transfer-2012
5565 Thornton Road
Raleigh, North Carolina 27616
Dear Mr. Wendt,
On March 1, 2023, Mr. Tim Davis, and Ms. Amanda Thompson, representing the State of North
Carolina, Division of Waste Management Solid Waste Section (Section), inspected the above
referenced facility for compliance with North Carolina solid waste statutes and rules. The
following violation(s) were noted:
A. 15A NCAC 13B .0405 (b), “Water that comes into contact with solid waste is leachate
and shall be collected from the site for disposal to an approved facility or discharged
directly from the site into a sanitary sewer line.”
The Raleigh Transfer Station is in violation of 15A NCAC 13B .0405 (b) in that leachate has
not been contained on-site. During the inspection, leachate was found to be pooling at the
western end of the transfer trailer loading bay. The leachate was flowing onto the
adjacent soil and appeared to have flowed down a drainage feature into a catch basin and
into the drainage ditch that drains into the detention pond.
Based upon the foregoing, upon receipt of this Notice of Violation, Republic Services of North
Carolina shall come into compliance with all applicable requirements of the regulations in 15A
NCAC 13B .0405 (b) by completing the following:

trailer loading bay and within the stormwater drainage ditch and catch basins located
on either side of the western access road as it leaves the transfer trailer loading bay.
