PURPOSE OF SITE VISIT: Comprehensive Inspection of the existing transfer station and walk-through of new transfer station nearing completion. STATUS OF PAST NOTED VIOLATIONS: None FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 5 OBSERVED VIOLATIONS: A. 15A NCAC 13B .0405 (a)(10) Windblown waste: Site staff shall conduct daily inspections for windblown waste on the site property. Windblown litter from site operations discovered during the daily inspections or observed on adjacent properties shall be picked up and containerized for disposal by the end of each operating day, unless the landowner of the adjacent property denies access to site staff. The site shall prevent waste from being blown outside the waste handling areas by the wind, using methods such as: (A) requiring that vehicles entering and leaving the site keep waste covered; (B) providing skirts, such as rubber belting or brushes, around the top of chutes to minimize the space between the chute and the hauling trailer at sites with chutes and hoppers; or (C) preventing waste from leaving the site using methods such as fencing, netting, or diking. During the inspection windblown waste was observed on the east side and north side of the transfer station. Transfer trailers were being tarped before all waste was inside. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 3 of 5 B. .15A NCAC 13B .0405 (b), “Water that comes into contact with solid waste is leachate and shall be collected from the site for disposal to an approved facility or discharged directly from the site into a sanitary sewer line. ”Permit to Operate, Attachment 3, Part VI (23), “All water or liquid that comes in contact with solid waste, including vehicle wash-down water is leachate and must be captured and properly treated before release into the environment.” At the time of inspection, leachate was observed ponding on the east side of the transfer station in front of the cardboard area. ADDITIONAL COMMENTS 1. Life-of-Site Permit to Operate issued August 19, 2019, expires April 27, 2050. 2. The service area for this Transfer Station is Brunswick County. 3. The facility is fenced and is secured by a locking gate when it is not open for operation. 4. The following are Certified Transfer Station Operations Specialists by NC SWANA: Robert Sampson expires 2/27/2023 Christopher Ammons expires 2/5/2023 Shannon Brewington expires 2/5/2023 Chris Davis expires 2/27/2023 5. The correct signage is at the entrance of the facility listing the facility name, permit number and emergency contact information as well as materials accepted at the facility. 6. Personnel are onsite during operating hours. The MSW Transfer Station is open to accept waste from 7:30 am until 5:00 pm Monday through Friday and 7:30 AM until 12:00 PM on Saturday. 7. The tipping floor is rinsed throughout the day and thoroughly cleaned at the end of the operating day. The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. Safety-Kleen is scheduled to pump the 4,000 gallon holding tank every three weeks. 9. The facility had multiple fire extinguishers at the facility. 10. Continue to ensure site staff conduct daily inspections for windblown waste on the site property. Windblown litter from site operations discovered during the daily inspections shall be picked up and containerized for disposal by the end of each operating day. 11. Corrective measures are necessary at this facility. Measures to bring the facility into compliance must be completed within 30 days of receipt of this report. The SWS will conduct a follow-up inspection in 30 days to ensure issues noted in this inspection report have been addressed. 12. Discussions were had with Hilco operations staff as to the inefficient loading of trucks, excessive spillage of waste into the loading bay that is then tracked out into the open yard, compaction and containing of waste prior to adequate tarping loads for transport, etc. Waste in some cases is being handled 3-4 times before actually being loaded for transport to Sampson Co. It is understood that some of these items may be the result of the conditions of the existing building, etc, however others are simply due to a lack of appropriate training and oversight of the operations staff. These are areas of improvement that certainly need to be addressed by the County as the sole permittee in overseeing the contractors at this site, and not allowed to carry over into operations at the new transfer station. 13. Once the new transfer building is operational, the existing onsite convenience/drop-off for residents will be closed and removed as the new building has a designated area for this purpose. 14. A new storage area for empty and full trailers is being constructed behind the new building adjacent to the access road to the YW area. 15. Transfer trailers stored in the YW area should be monitored for leaks, and any litter should be collected and returned to the transfer station on a daily basis. 16.
