Resolved: 15A NCAC 13B .0203(d) cited for not placing scrap metal in containers. During the inspection no unpermitted wastes were observed outside of the transfer station. OBSERVED VIOLATIONS: None. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 3 ADDITIONAL COMMENTS On February 24, 2023, Chuck Kirchner, met with Tommy Smith Sr., Murray Long and Taylor Iceman to conduct a comprehensive inspection of the Meridian Waste North Carolina, LLC, Triad Transfer Station Facility located at 13415 US 421 South in Goldston, Chatham County. General Facility and Permit Information 1. The facility was permitted as Pinnacle Waste, LLC on July 22, 2020 as a mixed waste processing facility and transfer station. 2. A Change in Ownership amendment to the permit was made on July 20, 2020 changing the ownership from Pinnacle Waste, LLC to Meridian Waste North Carolina, LLC. 3. The facility was recorded with the Chatham County Register of Deeds and notification of recordation was provided to the Solid Waste Section on December 15, 2020. 4. The facility is in operation Monday through Friday 7:30 am – 4:30 pm and closed on Saturday. 5. The T&P facility is designed to handle a maximum average rate of 400 tons per day. The facility currently receives about 80-100 tons per day on average according to Mr. Smith. 6. The facility currently receives construction and demolition debris waste resulting solely from construction, remodeling, repair, or demolition operations on pavement, buildings, or other structures. 7. Mr. Smith stated the Transfer Station was getting away from accepting LCID waste. Currently there is approximately 600-700 cubic yards of land clearing debris stockpiled on site according to Mr. Smith. Records Review 8. The following are certified personnel: a. Jonathan Matthews, Certified Transfer Station Operations Specialist, No. TS-2020065, exp. 8/26/23 9. Permit Attachment III, Part I, Permit Condition Number 18 states: “A responsible individual trained and certified in facility operations must be on-site during all operating hours of the facility, in accordance with G.S. 130A-309.25. An attendant must be present to oversee the loading and unloading of waste.” 10. The facility permit and site operations plan were discussed during this inspection. 11. Waste screening records were observed from July 7, 2022 through February 21, 2023. Records were well done and organized well. A waste screening is typically performed one time per day. 12. Waste throughput records were observed on site from July 1, 2022 through December 31, 2022. During that time 10,314 tons of C&D was received at this facility and 9,799 tons of C&D waste was sent to the Shotwell C&D landfill in Wake County, Permit number 92-26. 13. A facility annual report (FAR) was submitted to the Solid Waste Section on July 28, 2022. From July 1, 2021 until June 30, 2022 this facility received 18,115.40 tons of material of which 16,422.72 tons went to Great Oak Landfill Permit Number 76-07. In addition, 785.83 tons were recovered. 14. Mr. Smith stated the NPDES permit application was in process with NCDEMLR. 15. The facility no longer has an air curtain burner. The Division of Air Quality Permit, Permit Number 10656G00, was rescinded on February 9, 2023. Facility Inspection 16. Two certified attendants were observed present to oversee the loading and unloading of waste at the tipping floor. 17. The tipping floor and transfer trailer loading area was observed to be maintained in a clean, sanitary condition. The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 3 of 3 18. Tipping floor was observed free of any unpermitted waste material during this inspection. 19. C&D waste must only be deposited on the designated tipping floor, directly into a transfer container, or directly into a recycling container. 20. C&D waste placed on the tipping floor must be sorted each operating day, and no waste shall remain on the tipping floor pad after operating hours. Only an amount of waste sufficient to begin sorting operations the next day may be left on the tipping floor. A minimum amount of waste was observed on the tipping floor during this inspection. 21. One transfer trailer was being loaded during this inspection. 22. Transfer trailer observed on site was in good condition. 23. Mr. Smith stated that the transfer station sends 5-6 transfer trailers to the landfill on an average day. 24. Additional stone shall be placed on all interior roadway areas as discussed in the field. Permit Attachment III, Part I, Permit Condition number 9 states: “Interior roadways must be of all-weather construction and maintained in good condition.” 25. A minimal amount of LCD waste was observed on site. Mr. Smith stated that the transfer station was getting away from accepting LCD waste. 26. Wood material and mulch must be stored in piles no larger than 30 feet high and 50 feet wide, unlimited length within the approved site boundaries. 27. No yard waste material observed in LCID area. 28. A small amount of recovered concrete was also observed on site. 29. No windblown materials observed outside of the transfer station. This material shall be collected by the end of the day and no windblown material may be allowed to leave the facility boundary. 30. Tires are still accepted at this C&D transfer station at a cost of $250 per tire. No tires were observed on site during this inspection. 31. No odor from the transfer station was noted during this inspection. General Comments 32. Waste transported from this facility for disposal must go to a landfill that is permitted to receive this type of waste specified and whose service area includes the origin of the waste. 33. Continue to seed and mulch remaining disturbed areas including ditch lines until all remaining disturbed areas are stabilized with permanent grass cover sufficient to restrain erosion. 34. Any fires on site must be reported to the Solid Waste Section within 24 hours of the occurrence and a written notification must be submitted to the Solid Waste Section within 15 calendar days of the occurrence. 35. The transfer station will contact the Goldston Fire Department in case of fire. 36. The facility is secured by a locked gate. 37. The facility has proper signage.
