Box 32861 Charlotte, NC 28232-2861 Bennett.Thompson@atriumhealth.org Steven.Garrett@atriumhealth.org Subject: UST Sand Export Approval Domestic Laundry Brownfields Project Charlotte, Mecklenburg County Brownfields Project Number 25032-21-060 Dear Mr. Thompson and Mr. Garrett, The North Carolina Department of Environmental Quality (DEQ) Brownfields Redevelopment Section (Brownfields) received a request to export approximately 24 cubic yards of sand from the former Domestic Laundry Brownfields Property. The sand was discovered inside two formerly closed in-place underground storage tanks at the project site. The email and analytical results of the sand were submitted on your behalf by Ms. Amy Kenwell with Geosyntec Consultants of NC, P.C., on January 11, 2023, and requests approval to export the sand to Republic Services’ Charlotte Motor Speedway Landfill in Concord, North Carolina. Based on our review of the data, Brownfields approves the export of the sand to the referenced landfill facility. All relevant documentation including manifests, photographs, inspections, analytical results, pertinent notes, and communications will need to be reported to Brownfields either in a separate report, or in the Redevelopment Summary Report due by January 31 of each year that development activities are underway in accordance with the Environmental Management Plan approved August 8, 2022. Be advised that this approval from Brownfields does not waive any applicable requirement to obtain any necessary permits, licenses, or certifications for the above referenced activities nor does it waive any requirement to comply with applicable law for such activities. Good morning Pete, I’ve attached the analytical results from the sands inside the two USTs from the email chain below. These sands were used to close the USTs in place. We request to dispose of these materials at Republic Services’ Charlotte Motor Speedway landfill in Concord and estimate no more than 24 cubic yards total. This discovery was anticipated based on the historical report referenced below. This UST is estimated to be 550 to 1,000 gallons and was filled with sand. No odors or photoionization detector hits have been detected in surrounding soils, consistent with analytical results from prior reporting. The sand within the UST had a photoionization detector reading of 836 parts per million (ppm). We are profiling this material for disposal and it is meanwhile being contained within the tank wrapped in plastic. Based on the prior investigation and field observations, we do not believe additional sampling or reporting for soils surrounding the UST is warranted. Based on the location, this UST is believed to be one of the 550 to 2,000 gallon petroleum blanket wash solution or isopropanol USTs operated by Washburn Graphics that was closed in place prior to 1988. As documented by ERM in a 1997 Soil Assessment Report – Former UST Area Washburn Graphic (operating as Cadmus Communications), minor soil impacts were noted in borings around the USTs including toluene, chlorobenzene, and benzene. Concentrations of each compound were less than 15 micrograms per kilogram (µg/kg) and below the current Residential Preliminary Soil Remediation Goals (PSRGs). Upon discovery, the UST was full of white sand and no odors or photoionization detector hits have been detected in the sand or surrounding soils. The tank is estimated to be 1,500 gallons in size. The team is stockpiling the sand on plastic for off-site disposal and will send the UST shell to a metal recycling facility.
