Brownfield Property Charlotte, Mecklenburg County Brownfields Project No. 23057-19-060 Dear Mr. Harris: The North Carolina Department of Environmental Quality (DEQ) Brownfields Program received a request to export soil from the Charlotte Van & Storage Co. Brownfields Property. This request was submitted on your behalf by Ms. Haley Martin, PG of Hart & Hickman, PC via email on December 28, 2021, and requests approval to export approximately 1,500 cubic yards of soil to a beneficial fill reuse site known as the Fleet Maintenance facility in Mt. Holly, North Carolina. DEQ Brownfields provided letters approving soil export options on September 7 and 15, October 11, and November 18, 2021, in response to previous requests. For this request, DEQ Brownfields reviewed the December 28, 2021, Data Summary Package which includes analytical results for stockpile soil samples SP-8 and SP-9, as well as soil analytical data from the proposed Fleet Maintenance receiving facility. Based on our review of the data, the DEQ Brownfield determines that soils may be exported as outlined in the table below. Please note that the “Beneficial Fill” option listed in the table below is specifically approved for the Fleet Maintenance facility in Mt. Holly, NC. Other Beneficial Fill and Land Clearing & Inert Debris Landfill (LCID) options may be available; however, DEQ requires that the receiving facility be identified and approved prior to export. The receiving facility should have metals concentrations which are consistent with those from the Brownfields Property. Similarly, many site soils, including those with impacts, may be suitable for use at another Brownfields Property that has similar impacts. Per the Charlotte Van & Storage Co.’s approved Environmental Management Plan (EMP), the soils are to be field screened during excavation prior to export from the property. If unanticipated impacts are identified during excavation, please refer to the EMP for further actions and cease transfer until appropriate characterization can be completed. In addition, and also in accordance with the site’s approved EMP, an annual Redevelopment Summary Report will be submitted to DEQ Brownfields. Details related to the disposition of this soil including but not limited to, total volume, general description of field screening efforts, etc. should be included with the Redevelopment Summary Report. Pete, Results of recent grading activities completed at the Charlotte Van and Storage Brownfields Property generated one 500-cubic yard stockpile and one 1,000-cubic yard stockpile of excess soil that cannot be re-used on-Site and will need to be exported. Therefore, H&H collected one 5-point composite soil sample from 500-cubic yard stockpile (SP-8) and one 5-point composite soil sample from 1,000-cubic yard stockpile (SP-9) to characterize the material and assist in determining the most suitable facility for final disposition of the approximately 1,500 cubic yards of soil planned for export. We have received the stockpile soil sample laboratory analytical and prepared the attached data summary package which includes a tabular summary of the analytical data in comparison to the PSRGs and results of soil samples collected at the Fleet facility. Below is a brief summary of the sampling activities and results. The composite stockpile soil samples selected for laboratory analyses were collected directly into dedicated laboratory supplied sample containers, labeled with the date, time, and sample identification, and placed in a laboratory supplied sample cooler with ice. The samples were submitted to Waypoint Analytical (Waypoint) under standard chain of custody protocols for analysis of semi volatile organic compounds (SVOCs) by EPA Method 8270 and Resource Conservation and Recovery Act (RCRA) metals plus hexavalent chromium by EPA Methods 6020/7471/7199. In addition to the composite soil samples described above, one representative grab soil sample was collected from each stockpile. The grab soil samples were collected from an undisturbed portion of soil directly into laboratory supplied glassware and submitted to Waypoint under standard chain of custody protocols for analysis of VOCs by EPA Method 8260. As noted in the attached data summary package, the analytical results for SP-8 and SP-9 did not identify organic compounds at concentrations above the Preliminary Soil Remediation Goals (PSRGs) and metals concentrations appear to generally be consistent with background concentrations for the Site and the Fleet Maintenance facility. The PD would like to transport the approximate the approximate 1,500 cubic yards of stockpiled soil to the Fleet Maintenance facility.
