Brownfield Property Charlotte, Mecklenburg County Brownfields Project No. 23057-19-060 Dear Mr. Harris: The North Carolina Department of Environmental Quality (DEQ) Brownfields Program received a request to export soil from the Charlotte Van & Storage Co. Brownfields Property. This request was submitted on your behalf by Ms. Haley Martin, PG of Hart & Hickman, PC via email on October 11, 2021, and requests approval to export approximately 2,000 cubic yards of stockpiled soil generated during utility installations to a beneficial fill reuse site known as Fleet Maintenance facility in Mt. Holly, North Carolina. On September 7, 2021, DEQ Brownfields provided a letter approving soil export options for areas identified by samples EX-1 through EX-6 and SP-1, and on September 15, 2021, for stockpiled soil identified by sample SP-2. For this request, DEQ Brownfields reviewed the October 11, 2021, Data Summary Package which includes analytical results for soil samples SP-3, SP-4, and SP-5, as well as soil analytical data from the proposed Fleet Maintenance receiving facility. Based on our review of the data, the DEQ Brownfield determines that soils may be exported as outlined in the table below. Please note that the “Beneficial Fill” option listed in the table below is specifically approved for the Fleet Maintenance facility in Mt. Holly, NC. Other Beneficial Fill and Land Clearing & Inert Debris Landfill (LCID) options may be available; however, DEQ requires that the receiving facility be identified and approved prior to export. The receiving facility should have metals concentrations which are consistent with those from the Brownfields Property. Similarly, many site soils, including those with impacts, may be suitable for use at another Brownfields Property that has similar impacts. Per the Charlotte Van & Storage Co.’s approved Environmental Management Plan (EMP), the soils are to be field screened during excavation prior to export from the property. If unanticipated impacts are identified during excavation, please refer to the EMP for further actions and cease transfer until appropriate characterization can be completed. In addition, and also in accordance with the site’s approved EMP, an annual Redevelopment Summary Report will be submitted to DEQ Brownfields. Details related to the disposition of this soil including but not limited to, total volume, general description of field screening efforts, etc. should be included with the Redevelopment Summary Report. Good Morning Pete, Please find the attached data summary package for the Charlotte Van and Storage Brownfields Property. On September 29, 2021, H&H collected two 5-point composite sample (SP-3 and SP-4) from an approximate 1,500 cubic yard soil stockpile at the Charlotte Van and Storage property that was generated during installation of utilities. H&H also collected one 5-point composite sample from an approximate 500 cubic yard stockpile (SP-5) that was generated during deconstruction of an erosion control sediment pond. Soil sample aliquots collected from the stockpiles were homogenized to form three composite soil sample (SP-3 through SP-5) representative of soil conditions. The composite soil samples selected for laboratory analyses was collected directly into dedicated laboratory supplied sample containers, labeled with the date, time, and sample identification, and placed in a laboratory supplied sample cooler with ice. The samples were submitted to Waypoint Analytical (Waypoint) under standard chain of custody protocols for analysis of semi volatile organic compounds (SVOCs) by EPA Method 8270 and Resource Conservation and Recovery Act (RCRA) metals plus hexavalent chromium by EPA Methods 6020/7471/7199. In addition to the composite soil samples described above, one representative grab soil sample was collected from each stockpile. The grab soil samples were collected from an undisturbed portion of soil directly into laboratory supplied glassware and submitted to Waypoint under standard chain of custody protocols for analysis of VOCs by EPA Method 8260. As noted in the attached data summary package, the analytical results for SP-3 through SP-5 did not identify organic compounds at concentrations above the Preliminary Soil Remediation Goals (PSRGs) and metals appear to be consistent with background concentrations for the Site and the Fleet Maintenance facility. The PD would like to transport the approximate the approximate 1,500 cubic yard and 500 cubic yard stockpiles to the Fleet Maintenance facility that was previously approved on September 7, 2021 and September 15, 2021. The previous approval letters are attached for ease of reference. As you may know, grading construction work is ongoing. Good Afternoon Pete, The PD at the Charlotte Van and Storage Brownfields property (BPN 23057-19-060) has an approximate 1,500 cubic yard soil stockpile generated from installation of utilities along Verbena Street that cannot be re-used on-Site. H&H will collect two composite soil samples to assist in management of the stockpile. In accordance with the DEQ-approved EMP, the soil stockpile will be evaluated in approximately 750 cubic yard sections and two sets of five (5) aliquot soil samples will be collected to represent each section of the stockpile. The soil samples from each section will be combined and homogenized to form two composite soil samples (SP-3 and SP-4) representative of soil that will be transported off-Site. The composite soil samples selected for laboratory analysis will be placed directly into laboratory supplied glassware, labeled with the sample identification, the date, and requested analysis and placed in a laboratory supplied cooler with ice. The samples will be delivered to a NC certified laboratory under standard chain of custody protocols for analysis of semi-volatile organic compounds (SVOCs) by EPA Method 8270 and RCRA metals plus hexavalent chromium by EPA Methods 6020/7471/7199. In addition, one grab soil sample will be collected from an undisturbed portion of an aliquot soil sample from each stockpile section and submitted to the laboratory for analysis of VOCs by EPA Method 8260. If results of the above sampling indicate that there are no impacts above acceptable levels and metals appear consistent with background concentrations, the PD for the Charlotte Van and Storage Brownfields property would like to request 3 approval to export the stockpile to Fleet Maintenance facility that was previously approved on September 7, 2021 and September 15, 2021.
