STATUS OF PERMIT:
Active; Life of Site Permit to Operate (PTO) issued 26 February 2019. This permit shall expire 7 October 2053.
Pursuant to NCGS 130A-295.8, the permitee must submit a permit application for any change to the approved
engineering plans or for a substantial amendment to the permit. An application for a permit must be prepared in
accordance with all applicable statutes and rules in effect on that date.
PURPOSE OF SITE VISIT:
Partial Facility Compliance Inspection without records review
STATUS OF PAST NOTED VIOLATIONS:
1) 15A NCAC 13B .0104 (a) states “The owner or occupant of any property, except that exempted as specified
in Rule .0103(c) of this Subchapter shall be responsible for the sanitary storage of all solid waste accumulated
on the property.” Resolved
2) 15A NCAC 13B .0402 (1) states “Operational plans shall be approved and followed as specified for the
facility.” Resolved
3) 15A NCAC 13B .0402 (7) states “Appropriate method shall be provided to confine material subject to be
blown by the wind within the area. At the conclusion of each day of operation, all windblown material
resulting from the operation shall be collected and returned to the area by the owner or operator.” Resolved

OBSERVED VIOLATIONS:
There were no violations observed during this Facility Compliance Inspection. Please see the ADDITIONAL
COMMENTS section below for details concerning this inspection.
ADDITIONAL COMMENTS:
1) This is a Solid Waste Transfer Facility and is permitted to receive Solid Waste as defined in NCGS 130A-
290(a)(35).
2) Hazardous waste, yard trash, liquid wastes, regulated medical waste, sharps not properly packaged, regulated
asbestos containing material as defined in 40 CFR 61, PCB waste as defined in 40 CFR 761, infectious waste,
animal carcasses, radioactive waste, septage, fluorescent and high-intensity discharged lamps,
ashes/incinerated residues, and wastes banned from disposal in North Carolina by NCGS 130A-309.10(f) are
prohibited from being accepted at this Facility.
3) This Facility is permitted to receive Municipal Solid Waste, Construction & Demolition Waste, Scrap Tires,
and Yard Waste generated in Carteret, Craven, and Pamlico Counties.
4) All waste, with the exception of scrap tires, which are hauled directly to Central Carolina Tire, permit #43-04
in Cameron NC, is transported to the Coastal Environmental Partnership Subtitle-D Landfill, permit #25-09 in
Tuscarora, Craven County, NC.
5) Proper signage including the Facility permit number, accepted waste types, banned or excluded items, hours
of operation, and the emergency contact number is posted at the facility entrance.
6) The hours of operation are Monday through Friday 7:30 AM to 4:30 PM and Saturday 7:30 AM to 12:00 PM.
7) The Facility is secured by means of a locked gate at the Facility entrance. The gates was open upon my arrival
and Facility personnel were on-site during this Facility Compliance Inspection.
8) The Facility access road is of all-weather construction and is being maintained in overall good condition.
9) This Facility maintains an adequate number of trailers on site to properly manage the volume of waste
received during operating hours.
10) This Facility maintains a Hyundai HL955A wheel loader and a Caterpillar 930M wheel loader at the transfer
station for use in Facility operations and maintenance.
11) Access around the Facility is generally stable with a cover crop of warm season grasses suitable to prevent
erosion.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

12) The cover crop is mowed throughout the growing season as needed.
13) The C&D waste management area was reviewed during this Facility Compliance Inspection.
14) A large volume of C&D waste was observed staged in the tipping area upon my arrival and throughout this
inspection. *Please ensure that all waste brought on-site is loaded into the transfer trailers in a timely manner.
15) Overflow C&D waste was observed along the inside and outside of the concrete jersey barriers in the
turnaround area and collected between the push wall and jersey barriers adjacent to the access ramp. *Please
ensure that all overflow debris is collected from these areas and placed into transfer trailers at the end of each
workday, or throughout the day as needed. These areas should be clear of waste at the end of each workday.
16) Overflow waste was observed in the C&D trailer loading area. *Please ensure that this area is policed
throughout the day. All overflow waste found in the area should be placed into transfer trailers as soon as
possible. Any water that comes into contact with waste must be managed as leachate.
17) It appears that surface waters from the C&D trailer loading area may be running off site during times of

inclement weather. *Please ensure that any water that comes into contact with waste is leachate and should be
collected and properly managed.
18) Windblown/overflow debris was observed collected along the perimeter fence to the east of the C&D loading
area. *Please ensure all windblown/overflow debris is collected and properly disposed at the end of each
workday.
19) Overflow/windblown debris was observed collected against the inside and outside of the concrete jersey
barriers lining the paved turnaround areas and along the exit ramp. These areas do not appear to be being
cleaned daily as required. *Please ensure that all windblown and overflow debris is collected and properly
disposed at the end of each workday.
20) Portions of the interior walls have been cleaned since the last Facility Compliance Inspection. *Please
complete the cleaning/pressure washing of all interior walls, push walls, and the trailer loading bay as soon as
possible.
21) The tipping floor appears well maintained at this time.
22) *Please ensure that the tipping floor, all push walls, and the trailer loading bay are adequately cleaned with a
pressure washer no less than once per month. All wash water generated during cleaning events should be
collected and managed as leachate.
23) The waste type waste reviewed. No unpermitted wastes were observed on the tip floor during this Facility
Compliance Inspection.
24) The leachate collection drains in tipping area and the trailer loading area appears to be functioning properly at
this time.
25) The walls of the building do not appear to have been cleaned in some time. *Please ensure that all Facility
walls are cleaned at a minimum of twice per year with a pressure washer.
26) The trailer loading area is cleaned of overflow waste as the loaded transfer trailers are removed from the bay
and at the end of each workday. *Please continue working to ensure the trailer loading area is cleaned of any
waste overflow as trailers are cycled in the loading bay and at the end of each workday.

27) The area around the loading bay access and to the rear of the transfer station was clear of windblown debris.
28) This Facility maintains a secondary scale with a Caterpillar 559C Knuckleboom Loader to ensure proper
loading of all transfer trailers before leaving the site.
29) Facility personnel were cleaning the area around the secondary scale of overflow debris upon my arrival
onsite and during this Facility Compliance Inspection. *Please continue working to ensure this area is
maintained clear of overflow waste throughout the workday.
30) Leachate is collected on-site and is pumped and hauled for treatment as needed. The leachate
collection/storage system appears well maintained and properly managed at this time.
31) Scrap tires are collected throughout the week and placed into trailers for direct haul to the Tire Management
Facility every Saturday after Facility shutdown. The scrap tire management area is well maintained at this
time. *Please continue to ensure that all scrap tires are collected and properly managed in a timely manner.
All whole scrap tires or partial scrap tires capable of holding water that will be stored onsite for more than ten
days must be tarped/covered at the end of each workday.
32) Yard waste is collected on site and staged for grinding and transport to the Coastal Environmental Partnership
Compost Facility, permit #25-09, in Craven County for composting.
33) This Facility maintains a John Deere 160G Crawler Excavator, a Caterpillar 930M Wheel Loader, a
Caterpillar 559C Knuckleboom Loader, and a Peterson 4700B Horizontal Grinder on site at the yard waste
element for Facility operations.
34) Grinding operations were underway during this Facility Compliance Inspection.
35) Adequate distance is maintained around the vegetative waste stockpile for fire control and
equipment operations.
36) Finished compost from the Coastal Environmental Partnership Compost Facility in Craven County is staged
on-site for sale to the public in an area separated from the vegetative waste management element.

37) The Facility surface water ditches were clear of excess vegetation and windblown debris.
38) *Corrective measures are required as a result of this Facility Compliance Inspection Report.
