Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

PURPOSE OF SITE VISIT: Comprehensive Inspection STATUS OF PAST NOTED VIOLATIONS: 1. Status: Resolved – 15A NCAC 13B .0503(2)(a) cited for not conducting landfill gas monitoring on a quarterly basis. A review of records during the February 17, 2023 inspection demonstrates landfill gas monitoring has been conducted
quarterly since the February 11, 2020 inspection. OBSERVED VIOLATIONS: None.

ADDITIONAL COMMENTS:
On February 17, 2023, Chuck Kirchner met with A.J. Fuqua to conduct post closure comprehensive inspection of the Caswell County Closed MSW Landfill on Landfill Road in Yanceyville, Caswell County.
1. The facility is a closed municipal solid waste (MSW) landfill that ceased accepting waste prior to April 9, 1994. The facility received < 100 tons/day. Closure activities were completed prior to October 1994. 2. The landfill is comprised of three fill areas: a MSW fill area (closed prior to 1988) that is ~ 2 acres, a C&D fill area (closed 1994) that is ~ 0.5 acre, and a MSW fill area (closed 1994), located between the older MSW
fill area and the C&D fill area, that is ~ 8 acres. 3. There is a concrete pad for the collection of construction and demolition (C&D) debris. The C&D debris is loaded into roll-off containers that are provided by First Piedmont Waste Solutions (FPC). First Piedmont Waste Solutions hauls the containers to its landfill in Chatham, VA. 4. The facility has a MSW compactor for residential drop-off. Municipal solid waste is direct hauled to First Piedmont Transfer Station in Ringgold, VA and then to Upper Piedmont Regional Landfill (73-04) by FPC
or directly to the landfill. 5. White goods and scrap metal are collected. White goods containing chlorofluorocarbons (CFCs) are removed by Jerry A. Hatchett, certification No. 04041968241969454M. Scrap metal is hauled to Foss Industrial Recycling in Caswell County. 6. During inspection Corrective Action – Assessment Work Plan conducted by S&ME dated 4/23/20 was reviewed. As a result of this engineering assessment a recommendation for additional wells was made to test for groundwater contaminates and to study contaminate migration. 7. The facility operates a convenience center for recyclables at the facility and has 8 other convenience centers throughout the county. 8. The facility has a temporary disaster debris staging site (TDDSS, No. DS17-001) located on the property behind the landfill area. Stored material was not observed at the TDDSS. This site was last deactivated on
November 4, 2021. 9. The facility has a yard waste notification (YWN, No. 17-001) located on the property. 10. Mr. Fuqua stated that the Yard Waste site currently has 46 cubic yards of brush on site. No leaves or grass were observed in the YWN area.
11. The facility maintains semiannual groundwater and surface water monitoring test records conducted by S&ME, Inc. and analyzed by Pace Analytical Services, Inc. Records were verified for April 29, 2020, October 27-28, 2020, April 14-15, 2021, October 25-26, 2021, November 5, 2021, April 28-29, 2022 and October 4-5, 2022. An exceedance is noted for each monitoring event. 12. There are six landfill groundwater monitoring wells: one upgradient (MW-1) and five downgradient (MW- 2, MW-3, MW-4, MW-5, and MW-6). The facility has affixed well tags to the outer casing of each groundwater monitoring well. 13. Five additional groundwater wells have been installed since the last inspection. MW-5D, MW-7, MW-8, MW-9 and MW-10. 14. All new wells were inspected this inspection and have been installed, secured and labeled properly. Ensure MW-7 has ‘MW-7’ etched on the well identification plate as discussed at the landfill. 15. Quarterly methane monitoring is conducted by the facility. Mr. Fuqua stated that a landfill gas meter is rented from Pine Environmental Services LLC. 16. The Landfill Gas Model GEM-2000, S/N GM11394-108, was last calibrated on September 20, 2022.
17. Methane monitoring records were verified for February 24, 2020, May 4, 2020, July 30, 2020, October 20, 2020, January 13, 2021, April 5, 2021, July 1 2021, September 20, 2021, December 14, 2021, March 14, 2022, June 1, 2022, September 13, 2022 and December 6, 2022. Monitoring results do not indicate any
landfill gas detection. 18. Mr. Fuqua stated that the landfill is commonly mowed twice a year. 19. There are no trees on the 1994 closed landfill cap areas.

20. The landfill cap appeared to be in good repair. 21. There was no indication of erosion or runoff. 22. Edge of waste markers have been installed. 23. The facility will call the Yanceyville Fire Department in case of emergency. 24. Notify the Solid Waste Section verbally within 24 hours and submit written notification within 15 days of any fire as discussed in the field. Fire occurrence form can be found under “Fire” at:

26. The facility is secured by a locked gate. 27. The facility has proper signage.
