Active, Life of Site Permit issued March 27, 2019 and expires August 28, 2056. This permit is in the names of: Currituck County (owner) and Republic Services of North Carolina, LLC (operator).
PURPOSE OF SITE VISIT: Comprehensive Facility Compliance Inspection.

ADDITIONAL COMMENTS: 01 - This Comprehensive Facility Compliance Inspection was conducted with Leighton Earwood, Currituck Solid Waste Director and Rachael Anderson, Currituck Co. Operations Manager. 02 - Minimal windblown trash was noted during this inspection around the transfer station main yard and the trailer storage area during working hours. Some small waste was noted around the exterior of the loading bay and needs to be removed by the end of each working day. 03 - Tipping floor and loading bay were clean as they can be during working hours. Need to remove stored items around both interior & push walls so that area can be cleaned when the tipping floor is cleaned. These areas are not storage areas. 04 - Fire prevention consist of 2 charged fire extinguishers and hoses on the tipping floor. 05 - Facility has plenty of empty trailers onsite. 06 - Facility has 4 certified Transfer Station Operations Specialist: Martyn Mitchell, expires 11/14/22 was in class on February 02, 2023 that John College represented DWM at Pasquotank County, Certificate not yet received, Racheal Anderson, expires 2/18/2025, Chris Simbo, expires 2/18/2025, and Horace Griffin, expires 7/24/2024. 07 - PTO, Operations Plan and Screening records were reviewed during this inspection and were found up to date. 08 - Roads are constructed of all-weather materials and maintained well. 09 - Facility needs to add (Required) Name of Facility Operator, Emergency contact information and types of waste the Permit to Operate has listed on the Entrance signage. May want to add (not required) the owners information as well. 10 - The Yard Waste Area has Some grading work still to be done for stormwater diversion. The yard waste needs to be placed back into manageable windrows. 11 - Fuel barrel has secondary containment and is equipped with a charged fire extinguisher. Inspection tag was present and up to date.
12 - Concrete barriers are placed around the scrap metal, white goods & container area to keep waste on the concrete pad. This area is being managed very good. 13 - No scrap metal was noted outside of the designated area.
14 - White goods containing CFC were all up right until the CFC has been removed and then marked and placed on the scrap metal pile.
15 - Leachate tanks appear to have good storage.
16 - Scrap tires are laced into box containers. Area looks good. 17 - The exterior issues noted on the last inspection has been repaired. There are several new rips/holes on the Side exterior metal of the loading bay. This was discussed with the operators during this inspection.
18 - Facility was pressure washed on7/24/2022 per receipt in records. 19 - Required 8 hour yearly training records were reviewed.
20 - John College discussed above items with Leighton Earwood and Rachael Anderson. Martyn Mitchell & Chris Simbo were also informed on the small amount of waste around the loading bay and the exterior metal issues. 21 - Overall facility management is good.
22 - Digital pictures were taken during this inspection with some attached to this report.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
