Issued January 24, 2017. Life of Site Permit. PURPOSE OF SITE VISIT: Comprehensive Facility Compliance Inspection STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: None The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 4 ADDITIONAL COMMENTS: 01 - This permit issued on January 24, 2017, is a Life of Site Permit as defined in N.C.G.S. 130A-294(a2). Copies of this permit, the approved plans, and all records required to be maintained by the permittee must be maintained at the facility and made available to the Section upon request during normal business hours. 02 - The facility is permitted to receive solid waste generated within Chowan County, North Carolina. Waste transported for disposal shall be sent to the East Carolina Regional Landfill in Aulander (Permit No. 08-03). 03 - Interior roads are constructed of all-weather material and maintained well. 04 - Windblown trash is picked up multiple times during the day and checked before leaving at the end of the workday. Minimal windblown trash noted during working hours for this inspection. 05 - Relocate Signage to the entrance gate. 06 - Leachate is contained and draining into the sewer drain during this inspection. 07 - This facility uses a compactor and the waste is loaded thru the rear of transport trailers. 08 - The compactor appears to be working good after the repairs. 09 - Certified Transfer Station Operations Specialist; Clarence Rankins, expires 5/31/25, David Myers, expires 10/9/25, Anthony Jordan, expires 9/9/24, Corey Sanders, expires 9/9/24, Alden Winslow, expires 5/26/25 and Curtis Rawls, expires 5/26/25 10 - The Tipping floor had been cleaned from yesterday’s use. 11 - This facility is NOT open to the public. Town of Edenton only. Waste pickup is on Monday, Thursday and Friday. Working hours are 7am to 4pm. 12 - Don’t forget to clean out under the compactor on days it is used. Small amount under there during this inspection. 13 - Screening records were reviewed and were found up to date. 14 - Need to have required training records, site cleaning documented and placed into your records as required by 15A NCAC 13B .0405 Operational Requirements (7) & (11) (d-1) 15 - Please review 15A NCAC 13B .0405 Operational Requirements for ALL the New Requirements that were effective, January 01, 2021. Attached to email with this inspection report link. 16 - There are holes in the exterior metal on the facility on the top and sides. Need to patch or replace. 17 - During the cleaning of the tipping floor and other areas, a PRESSURE WASHER MUST BE USED NO LESS THAN ONCE PER MONTH. The fire hose that is currently used, will not meet the REQUIREMENTS of the above PDF (0.405) for #11. 18 - Please review the total attached pdf to ensure compliance is met. 19 - Digital pictures taken during this inspection.
