ADDITIONAL COMMENTS
On February 3, 2023, Chuck Kirchner met with Rusty Turner to conduct a comprehensive inspection of the City of Asheboro Recycling and Solid Waste Transfer Station located on Transfer Station Place in Asheboro, Randolph County.

1. The facility is a municipal solid waste (MSW) transfer station owned by the City of Asheboro. 2. The facility is operated by City of Asheboro personnel. 3. City of Asheboro personnel plans to start hauling MSW from the transfer station to the disposal facility immediately. 4. The transfer facility is open Monday through Friday 7:00 am to 5:30 pm. 5. The recycle area at this facility is open Monday, Wednesday and Friday from 9:00 am to 5:00 pm and Saturday
8:00 am to 12:00 pm. The recycle center is at the entrance of the site and is separated from the transfer facility by traffic cones. The recycle center is staffed by city personnel. 6. White goods that contain freon are accepted at this facility and are kept separate. Mr. Turner stated that once five or six pieces are collected, city personnel transfer the white goods over to the county recycling center where the freon is recovered. Electronic goods are collected directly from City of Asheboro resident curbsides and transferred directly to the county recycling center according to Mr. Turner.
7. A roll off can is kept for scrap metal and white goods that do not contain freon. 8. Mr. Turner stated they have not received a lot of tires lately. Tires received are taken on a truck about once a week to recycling.
9. The new facility permit, site plan, and operations plan were discussed. 10. The facility receives solid waste generated in the City of Asheboro and some from Randolph County according to Mr. Turner. 11. Shannon Auman, certification number TS-2021066, exp. 9/22/2024 12. The facility maintains records of the amount of MSW received. From July 1, 2022 through December 31, 2022
the transfer station received 5944.85 tons of MSW waste and 634.7 tons of recycled waste. During that timeframe 6,596.16 tons of MSW was sent to Great Oak Landfill (76-07) and 196.19 tons of recycling was sent to North Davidson Recycle. Mr. Turner stated that a lot of recycling had come in contaminated and had to be disposed of
as MSW waste. 13. Mr. Turner stated that the Transfer Station receives approximately 53-55 tons per day on average. 14. Municipal solid waste will be hauled to the Great Oak Landfill (76-07) in Randleman, Randolph County. Comingled recycling was sent to North Davidson Recycle. 15. The City of Asheboro may also use the Uwharrie MSW Landfill (62-04) if the Great Oak Landfill is not able to accept waste. 16. The facility annual report (FAR) was received by the SWS from Mr. Turner dated July 19, 2022. 11,938.16 tons of MSW waste was received between July 2021 and June 2022. 348.99 tons of recycling was received at the
recycling center and transferred to North Davidson Recycle during this timeframe. 13,463.75 tons of MSW was transferred to Great Oak Landfill (76-07).
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

17. During the inspection, there was one transfer trailers in the loading bay. Two other empty trailers were staged outside the transfer station. Trailers were inspected and appeared to be in good condition. 18. City of Asheboro owns the transfer trailers and trailers will be transferred to the landfill by city personnel. 19. The facility is required to conduct a waste screening on approximately 1 percent of commercial and industrial loads received. 20. Building wash down done by COA personnel. Done as needed. Good condition. Mr. Turner stated that the transfer
station is planning on power washing again in March-April. 21. Waste screening records were observed from February 2, 2022 through January 30, 2023. Please specify how the waste was handled/disposed as discussed at the transfer station. 22. The facility tipping floor appeared to be in good condition and was recently washed down. 23. The transfer station building appeared to be in good condition. 24. The facility has one load-out bay. Water from recent wash down was flowing into the leachate collection system
properly. 25. All accumulated waste in the loadout bay, to include in the storm drain, is collected and the end of each day according to Mr. Turner. 26. The transfer station building tipping floor drains toward the load-out bay for leachate collection. The entrance to the tipping floor has a good lift to prevent leachate from going out the front of the transfer station. In addition, there is a storm grate near the trailer storage area that is connected to the leachate collection system.
27. ALL COMPLETED The Self-Assessment Report was performed by Consulting Civil Engineer Hiram J. Arziano, P.E. and turned in to the section on June 21, 2021. Mr. Arziano recommended replacement of deteriorated metal at the base of the rear exterior wall of the Recycle/Transfer Building in this report. This has been completed since the last inspection report. All repairs look good.
Photograph taken by C. Kirchner during the 2/3/23 facility inspection. 28. The repair of the metal wall was the only repair item recommended by the engineer in the Self-Assessment Report. 29. Leachate collection system flows to the City of Asheboro Wastewater Treatment Plant.
30. Mr. Turner stated that the leachate collection system separator tanks were cleaned out prior to operations starting last year and that the leachate lines were jetted by City of Asheboro personnel usually once per month. 31. No windblown litter was observed during this inspection.

32. The City of Asheboro Fire Department can be contacted to address an emergency at the facility. 33. The facility is secured by a metal gate with lock. 34. Access roads are of all-weather construction. 35. The facility has proper signage.
