The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. The purpose of this inspection was to conduct a follow up inspection of the Bladen County notified land
clearing and inert debris landfill (LCID). New rules for LCID’s starting January 2021. 2. Signage needed updating to reflect new rule requirements. Signage now has NLCID number N0750 and Permit
Number 0905 for CDLF. Good job.

3. LCID working face was still spread out and allowed to be spread out with additional areas of uncovered wastes
along top perimeter. Working face should be much smaller and more compact. Utilizing traffic control measures was discussed last visit, implement these to minimize where public can dump waste on working face. This will assist with keeping up with covering and sloping. Mush waste onsite needed cover, although exposed waste was less than one acre. Cover should be applied as soon as possible, but no later than once working face reaches one acre or after thirty days, whichever is first. Be sure and keep 3:1 slope. Some soil waste staged but with working face spread out so much it is difficult to cover it all with minimal time available with staffing issues, so control the dumping are the public has access too. However, in the short term and during inspection a contractor has been hired to dig soil in the adjacent mine and haul to NLCID for cover. Be sure and establish vegetation in currently unused areas for erosion control. Utilize this service as much as possible to catch up and implement new traffic control measures so NLCID working face can be kept to a manageable size.
4. EOW markers were in place, perimeter road was repaired.

East side has exposed waste along top elevations.
5. New LCID rules were discussed and the effects this will have on Bladen Counties NLCID and future LCID operations. New LCID rules were sent via email to Mr. McClary on 6/2/2021.
6. Traffic control measures to minimize the working face should be implemented or the County needs to keep up with the required covering, compacting and sloping as required by rule. Cover is needed to catch up and establishing of grass cover in older areas of the NLCID. These corrective measures will be investigated during next inspection. Failure to resolve these matters may result in enforcement action.
