The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. The purpose of this inspection was to follow up on corrective actions mentioned in the September 2022
comprehensive inspection, for the Bladen County Transfer Station and to follow up also on the other Bladen County facilities.

2. Previous inspections records review did not include documentation for the new rule requirement, 15A NCAC 13B .0405 (7), of 8 hours annually for the review of the station’s operations plan and permit. Since that visit the County has implemented this training and provided a copy of the documentation now in the record. Good job.

3. Previous inspection discussion with Mr. McClary on station wash down, it seems, was occurring but was not
being documented. The monthly tipping floor and the biannual station wash downs need to be documented and kept in record for reviewing during compliance inspections. In house training should be documented as well for future inspection review, per new rule. See below rule reference. Mr. Powell and Mr. McClary agreed that a full station wash down would be conducted by 3/15/2023, but wanted to wait so that it would align with an already scheduled event to inspect the station for repairs. 15A NCAC 13B .0405 (7) - Training. During hours of operation, an operator trained in accordance with G.S. 130A-309.25 shall be on-site. Sites shall provide all staff with no less than eight hours of training updates annually that includes a review of the operations plan and permit documents. Documentation of the training shall be placed in the operating record and provided to the Division upon written request.
15A NCAC 13B .0405 (11) - Site Cleaning and Maintenance: Unless otherwise stated in the site permit, all waste shall be removed from the tipping floor, the truck loading bays, and from behind push walls by the end of each day of operation and disposed of in accordance with this Subchapter. The tipping floor, push
walls, and truck loading bays shall be cleaned with a pressure washer no less than once per month. The remaining areas of the site building including side walls and any material storage areas outside of the building shall be cleaned with a pressure washer no less than twice per year. Wash water generated from cleaning waste handling areas shall be contained and treated as leachate. Cleaning and maintenance records shall be maintained and made available to the Division upon written request.
4. Tipping floor, side walls, and tin siding and some structural repairs to station are needed. An inspection will be conducted after a full station wash down according to Mr. McClary. During the time the station is out of service, trash will be sent straight to Sampson County LF. Keep DEQ SWS informed of service interruption.

5. Loading Bay had damage to tin siding and was in disrepair and some missing. Be mindful of these adding to windblown until its repaired. Mr. McClary indicated tin siding would be replaced during station floor repair. Please continue to clean more frequently until repair.

6. Scrap metal waste was removed after last visit and is mostly clear during this inspection. Please keep pile from
exceeding concrete pad in future.
7. Station structure, loading bay walls and floor still need repair. Getting started on this work has taken longer than originally planned. Please communicate with Solid Waste Section/David Powell on Station repairs and should the repairs inhibit the stations operations in anyway, communicate with Mr. Powell immediately. An update on the current condition of the Station should also be given periodically. Failure to resolve these matters may result in enforcement action.
