1.0 INTRODUCTION
Avery County is required to submit semi-annual groundwater monitoring reports for the Closed
unlined MSW landfill (permit # 06-011 in accordance with Solid Waste Section Rule 15A NCAC
13B. This report, prepared by Smith Gardner, Inc (S+G), presents the semi-annual sampling for
the event conducted on October 11, 2022.
The groundwater monitoring network for the closed unlined MSW landfill includes three
groundwater monitoring wells and two surface water monitoring locations. This report includes
field procedure summaries, laboratory analyses and groundwater characterization for the
closed MSW facility.
2.0 SITE GEOLOGY
The Avery County Closed MSW Landfill is located in the North Carolina Blue Ridge province,
along the eastern limb of the Blue Ridge anticlinorium. Published geologic mapping' places the
site approximately twelve miles west of the Brevard Zone (measured perpendicular to strike),
which is the boundary of the Blue Ridge Belt and the Piedmont. The principal geologic units
mapped in the immediate vicinity of the site include a mix of metamorphosed sedimentary and
igneous rocks - termed paragneiss and orthogneiss, respectively - interlayered with
contemporaneous schist, phyllite, and marble, later injected with various granitic intrusions,
including plutons, pegmatites, and hydrothermal veins. Regional metamorphic grades in the
region include kyanite-grade (high grade) and retrograde chlorite-biotite metamorphism (low
grade).
3.0 SAMPLING PROCEDURES
Smith + Gardner, Inc. (S+G) personnel performed this sampling event on October 11, 2022 in
accordance with the approved Sampling and Analysis Plan. Samples were collected from three
groundwater wells (MW-1, MW-2 and MW-3R) and two surface water locations (SW-1 and SW-
2).
Sampling methods followed the protocol outlined in the North Carolina Water Quality
Monitoring Guidance Document for Solid Waste Facilities2. The depth to water in each well was
gauged prior to purging and sampling.
Samples were collected using Hydrasleeve Speed Bags and placed in laboratory prepared
containers for the specified analytical procedures. All groundwater samples were properly
preserved, placed on ice, and transported to the laboratory facility within the specified hold
times for each analysis. A map showing sampling locations is presented as Figure 1. Water
table elevations and available construction details are presented in Table 1.

4.0 FIELD AND LABORATORY DATA
4.1 Field Measurements
Following water level measurements, field parameters for temperature, pH, turbidity
and specific conductance were measured using direct read instruments and recorded
for each sampling location. During this event all turbidity measurements, except for
MW-3R, were below 10 NTUs. Field measurements are summarized in Table 2.
4.2 Laboratory Analysis
Ground and surface water samples were transported to Waypoint Analytical, Inc.
(Charlotte, NCI) where they were analyzed for Appendix I metals and volatile organic
compounds (VOC) via the SWS approved EPA Test Method presented in the laboratory
report. The additional compound, 1,4 Dioxane was analyzed via EPA Method 8260 SIM.
Samples were transported under proper chain of custody. The laboratory report is
included in Appendix A.
4.3 Laboratory Results
Two inorganic constituents were detected at concentrations above their associated
standards in samples collected this monitoring event. The inorganic constituents
detected above associated standards include:
• Cadmium (MW-1); and
• Cobalt (MW-1 and MW-3R);
One organic constituent was detected at a concentration above its respective standard in
samples collected this event. The organic constituent detected above associated
standards is:
• 1, 4-Dioxane (MW-2).
Analytical results are presented in Table 3.
5.0 GROUNDWATER CHARACTERIZATION
A potentiometric surface map was prepared from groundwater data collected this sampling
event. The general groundwater flow is toward the southeast across the site toward Brushy
Creek. Hydraulic conductivity data was not available for these wells so groundwater velocities
could not be calculated. The potentiometric surface map is included as Figure 1.

6.0 CONCLUSIONS
Laboratory results indicate the water quality at the Avery County Closed unlined MSW Landfill is
generally consistent with historically reported results. Given the site location and low turbidity
of the samples collected, it is likely that the inorganic constituents detected are naturally
occurring. S+G will continue to monitor all parameters. The next groundwater monitoring event
is scheduled for Spring 2023. A report summarizing this event will be submitted to NCDEQ with
laboratory analyses.

The above referenced project has been analyzed per your instructions. The analyses were performed in
accordance with the applicable analytical method.
The analytical data has been validated using standard quality control measures performed as required by the
analytical method. Quality Assurance, method validations, instrumentation maintenance and calibration for all
parameters were performed in accordance with guidelines established by the USEPA (including 40 CFR 136
Method Update Rule May 2021) unless otherwise indicated.
Certain parameters (chlorine, pH, dissolved oxygen, sulfite...) are required to be analyzed within 15 minutes of
sampling. Usually, but not always, any field parameter analyzed at the laboratory is outside of this holding time.
Refer to sample analysis time for confirmation of holding time compliance.
The results are shown on the attached Report of Analysis(s). Results for solid matrices are reported on an as -
received basis unless otherwise indicated. This report shall not be reproduced except in full and relates only to
the samples included in this report.
