SRAR sample analytical results and findings, this site is recommended for no further

EXECUTIVE SUMMARY
The Staley PCE Wells (formerly Staley TCE Wells) site is located near the intersection of
NC Highway 49, and Whites Chapel Road, west of Staley, Randolph County, NC. State officials
discovered tetrachloroethene (PCE) groundwater contamination in 2006, when sampling
residential drinking water wells near the adjacent Brown’s Exxon (Brown’s Grocery) petroleum
underground storage tank (UST) site at the intersection.
State and County investigation from 2006 to 2010 confirmed that PCE contamination
locally exceeded drinking water limits in residential drinking water wells at contiguous properties
along Whites Chapel Road and NC Highway 49. In 2010, at the request of the NCDENR
Superfund Section, the EPA conducted a Removal Action, installing filtration units on four of the
contaminated residential drinking water wells at the site.
Subsequent to the EPA Removal Action, the NC Superfund Section conducted iterative
Site Inspection (SI) sampling events during November 2010, May 2011 and December 2011. The
SI sampling events delineated the area where residential drinking water wells contained PCE
contamination and quantified low-level trichloroethene (TCE) contamination in some wells. SI
sampling confirmed the continuing effectiveness of the filtration units that the EPA installed.
Sampling also identified a fifth residential drinking water well in need of filtration, which (along
with maintenance at the other four wells) is being addressed by the NC Division of Waste
Management (DWM) Inactive Hazardous Sites Branch (IHSB).
Three local small businesses and an electric utility substation are potential sources for the
PCE contamination of groundwater at the site. No subsurface exploration or candidate source
sampling was conducted as part of the SI. In 2016, the IHSB completed active soil gas sampling
at three of five targeted residential properties at the site. One sample was non-detect for volatile
organic compounds (VOCs), and the other two samples contained PCE or vinyl chloride
concentrations that were less than EPA Vapor Intrusion Screening Levels (VISLs) for residential
exposure.
The entire study area within a 4-mile radius of the site depends on groundwater as a
drinking water source. Most supplies consist of individual residential drinking water wells. The
nearest (non-community) public and municipal wells are located 0.6 mile southwest and 3.7 miles
north of the site, respectively.
SI sampling revealed intermittent, low-level PCE contamination in a single surface spring
located down gradient (west) from the contaminated residential drinking water wells. This and a
second spring to the north are the likely probable points of entry (PPEs) to the site’s 15-mile
surface water migration pathway, which extends west and then south and southeast past
Franklinville and Ramseur, NC. The lower pathway includes Sandy Creek and a municipal
reservoir. However, the nearest mapped wetland and surface water intake are located 3.6 and 8
miles downstream from the PPEs, respectively. Due to the intermittent contamination,
contaminant volatility and limited stream flow near the site, no further surface water pathway
sampling was conducted as part of the SI or this SRAR.
The scope of the current SRAR consisted of a review of post-SI groundwater data from
site residential drinking water wells and the 2016 IHSB soil gas sample results, plus passive soil
gas (PSG) sampling at the five residential properties where elevated groundwater PCE
concentrations had previously resulted in the installation of point-of-entry water filtration units.
One of the filtration units had been disconnected when the owner connected to a nearby well,
where PCE concentrations remained less than federal Maximum Contaminant Levels (MCLS).
SRAR PSG samples, collected at four of the five properties, were all non-detect for VOCs.
In summary, the SI results indicated groundwater contamination associated with an
unknown source. The SRAR identified no additional groundwater contaminant exposure hazards,
and IHSB and SRAR soil gas sampling results indicate a minimal exposure hazard via subsurface
intrusion of site groundwater contaminants.
1.0 INTRODUCTION
Under authority of the Comprehensive Environmental Response, Compensation, and
Liability Act of 1980 (CERCLA) and the Superfund Amendments and Reauthorization Act of
1986 (SARA), the North Carolina Superfund Section conducted a Site Reassessment (SRAR)
at the Staley PCE Wells site in Staley, Randolph County, NC. The purpose of this investigation
was to collect information concerning conditions at the site sufficient to assess the threat
posed to human health and the environment and to determine the need for additional
CERCLA/SARA or other appropriate action.
The purpose of the current SRA was to evaluate the subsurface intrusion potential at
the site. The SRA scope consisted of passive soil gas (PSG) sampling at the five residential
properties where elevated chlorinated volatile organic compound (cVOC) concentrations in
groundwater resulted in the installation of protective drinking water supply filtration units
prior to and during the 2010 to 2011 Site Inspection (SI).
2.0 SITE DESCRIPTION, OPERATIONAL HISTORY AND WASTE
CHARACTERISTICS
2.1 Site Location:
The site is located approximately 3 miles west of Staley, NC, 4 miles south of Liberty,
NC and 4 miles northeast of Ramseur in eastern Randolph County, NC. The site is in
northwest proximity to the intersection of NC Highway 49 with Whites Chapel Road to the
northwest and Old Staley Road to the southeast (Figure 1). Site geographic coordinates are
35.7902o north latitude and 79.5971o west longitude (Ref. 3).
2.2 Site Description:
The site is in a semi-rural neighborhood with mixed residential, agricultural and light
industrial use. The former Brown’s Grocery store stands vacant at the southern corner of NC
Highway 49 and Old Staley Road. An electrical transformer sub-station exists on the north
side of Whites Chapel Road, approximately 500 feet northwest of the intersection. An auto
body repair shop operates on NC Highway 49, approximately 300 feet northeast of the
intersection, and a truck repair facility operates on Smith Adkins Road, approximately 1000
feet north of the intersection. The intersection is a high point relative to the surrounding
terrain; surface runoff flows radially away, between the respective roads (Refs. 3, 4).

2.3 Site Operational and Regulatory History:
2.3.1 Brown’s Grocery
In April 1998, representatives of the NCDENR Winston-Salem Regional Office (WSRO)
investigated a complaint of odor and discoloration of well water at Browns Grocery Store, located
at Highway 49 and Old Staley Road. The grocery store had operated petroleum underground
storage tanks (USTs) since 1966. Groundwater sampling revealed contamination by petroleum
constituents. In June 1998, under the UST Federal Trust Fund, a point-of-entry filtration system
was installed on the well supplying the store and an adjacent on-property residence. Maintenance
of the system continued until at least 2003, when the resident reported that the well was no longer
in use (Ref. 3).
Between 1999 and 2003, NCDENR UST program contractors conducted multiple
subsurface investigations at the Brown’s Grocery site, installing twenty monitoring wells. The
investigations revealed that UST or pipeline leaks (or overfilling) had released free-phase
petroleum product (gasoline, kerosene and/or diesel) to the subsurface. In March 2000, contractors
removed three 2000 to 3000 - gallon USTs and 35 cubic yards of petroleum-contaminated soil
from the site. Contractors extracted floating free product from three on-site monitoring wells using
Aggressive Fluid Vapor Recovery (AFVR). Monitoring well potentiometric data indicated that
groundwater flow beneath the Brown’s Grocery Site was toward the southeast (Ref. 3).
In 2000, 2001 and 2003, contractors sampled the five closest of thirteen residential drinking
water wells identified within 1500 feet of the Brown’s Grocery property. The samples were tested
specifically for petroleum constituents (EPA 6210D and 504.1). One residential drinking water
well located approximately 1450 feet southwest of Browns Grocery contained petroleum
constituents. In a 2003 Comprehensive Site Assessment Report, the contractor recommended
continued monitoring of the residential drinking water wells, pending completion of a Corrective
Action Plan. The UST program continues to oversee remediation at the Brown’s Grocery property
(Ref. 3).
2.3.2 Discovery of Groundwater PCE Contamination
In February 2006 UST program contractors sampled fourteen additional residential
drinking water wells. Groundwater sample analyses included method SM6200B, which included
chlorinated alkanes and alkenes. Sample analysis detected tetrachloroethene (PCE) contamination
in five of the additional residential wells sampled. Four of the wells were located northwest of
Browns Garage, at 6456, 6466, 6521 and 6533 Whites Chapel Road. The fifth well was located
to the north at 3349 NC Highway 49. PCE concentrations ranged from 0.78 micrograms per liter
(µg/L) to 37 µg/L. In December 2009, the contractor re-sampled the fourteen wells, confirming
PCE in the five contaminated wells. The 2009 sampling event also revealed 76.9 µg/L of PCE in
an additional residential drinking water well located at 6488 Whites Chapel Road (Ref. 3).

During the 2009 sampling event, UST program contractors collected groundwater
samples from eleven monitoring wells at Browns Grocery. Sample analysis by method
SM6200BN detected petroleum constituents but did not detect PCE or TCE in any of the
monitoring well samples (Ref. 3).
In January and March 2010, sampling by the Randolph County Health Department
identified PCE contamination in nine residential drinking water wells along Whites Chapel Road
and NC Highway 49. Contamination included newly sampled residential drinking water wells at
6487 Whites Chapel Road and at 3139 and 3141 NC Highway 49. Contamination at each of these
wells was further investigated as part of the subsequent CERCLA Site Inspection (Ref. 3).
The PCE-contaminated residential drinking water wells formed a contiguous northeast
southwest-oriented cluster, measuring approximately 0.3 mile long and centered approximately
0.1 mile west of the intersection of Whites Chapel Road and NC Highway 49. The PCE
concentration in the nine wells ranged from 1.2 µg/L to 163 µg/L, with the highest concentration
detected at 6488 Whites Chapel Road. In addition, wells at 6456 and 6466 Whites Chapel Road
and 3141 NC Highway 49 contained PCE concentrations above the EPA Removal Action Level
(RAL) 12 µg/L for drinking water supplies. As a result, the NC Superfund Section requested EPA’s
assistance with the site (Ref. 3).
In March 2010, at the request of the NC Superfund Section, the EPA Region 4 Emergency
Response and Removal Branch (ERRB) conducted an Emergency Removal Action at the Staley
PCE Wells site. On March 3, 2010, EPA contractors collected groundwater samples at nine
residences on Whites Chapel Road, Old Staley Road, Debra Drive, Old NC Highway 49 and Smith
Adkins Road. Sampling confirmed that PCE contamination exceeded its RAL in the residential
drinking water wells located at 6456, 6466 and 6488 Whites Chapel Road and at 3349 Old NC
Highway 49. The EPA provided bottled water to all four residences and subsequently installed
point-of-entry (POE) groundwater filtration systems at the residences. EPA monitored the
performance of the filtration systems during sampling events in April, May and August 2010 (Ref.
3).
2.3.3 CERCLA Investigation
The NC Superfund Section Site Evaluation and Removal Branch (SERB – now Federal
Remediation Branch (FRB)) completed a Pre-CERCLA Screening Assessment (PSA) and a
Preliminary Assessment (PA) report for the site in October 2010. Based on the extent of PCE
(and possible TCE) contamination, and the lack of an alternate drinking water source (municipal
drinking water), both reports recommended further site evaluation under CERCLA (Refs. 5, 6).
The NC Superfund Section SERB conducted iterative SI residential drinking water well
sampling events, sampling 45 wells in November 2010, 38 wells in May 2011 and 15 wells in
December 2011. The SI sampling events delineated the area where residential drinking water
wells contained PCE contamination, including wells where PCE exceeded the EPA MCL of 5
µg/L. Analysis of the December 2011 groundwater samples included select ion monitoring (SIM),
resulting in detection of TCE in eight residential drinking water wells. However, the TCE
concentrations ranged from 0.017 to 0.2 µg/L, and did not exceed its EPA MCL of 5 µg/L or other
EPA health-based benchmarks for TCE in groundwater (Refs. 2, 3).

SI sampling confirmed the continuing effectiveness of the four POE filtration units that the
EPA installed. Sampling also identified a fifth residential drinking water well located at 6521
Whites Chapel Road in need of a POE filtration system. Installation was completed (along with
subsequent maintenance at the other four wells) using funding from the NC Superfund Section
Inactive Hazardous Sites Branch (IHSB) (Ref. 3).
In 2014, the NC Superfund Section conducted a Supplemental SI, re-sampling selected
wells at the site to address possible analytical laboratory quality control issues from previous SI
sampling. At that time, the owner at 3141 NC Highway 49 had discontinued use of their filtered
well water and connected to a neighboring well (at 3139 NC Highway 49), where PCE
concentrations have remained at approximately 1 µg/L. No additional groundwater exposures
requiring an alternate source of drinking water were identified during the Supplemental SI (Refs.
7, 8) (also see Table 1).
3.0 WASTE/SOURCE SAMPLING
The site’s area of contaminated groundwater is defined by residential drinking water wells
and springs containing PCE (and occasional, trace TCE). Although the electrical transformer sub-
station, the auto body repair shop and the truck repair facility near the area of documented
groundwater contamination are all potential contaminant sources, the scope of the SI and current
SRAR did not include subsurface investigation to identify soil contamination at these facilities.
The contaminated groundwater on site is the identified source.
In 2016, IHSB contractors conducted a limited soil gas investigation at the site to narrow
down potential sources of site cVOC contamination, At five contiguous residential properties
directly north of Whites Chapel Road and west of NC Highway 49, contractors used push-rod
technology to advance soil gas implants (SGIs) to 8 feet below ground surface (bgs). Soil gas
samples were collected using Summa canisters (Ref. 9; see also Figure 2).
Only three of the five SGIs produced sufficient soil gas sample volume for laboratory
analysis. The two insufficient sample volumes apparently were due to clayey soil within the 8-
foot depth range of extraction. The SGI sample (and duplicate) collected at 6498 Whites Chapel
Road (directly east of 6488) contained PCE at concentrations of 15.8 and 18.8 micrograms per
cubic meter (µg/m3). Another SGI sample, collected to the west at adjacent 6488 Whites Chapel
Road, contained vinyl chloride at 2.29 µg/m3, but sample analysis detected no PCE nor TCE -
despite the fact that historical groundwater samples from the property’s residential drinking water
well had contained the highest PCE concentrations documented at the site. The third successful
SGI sample point, located to the northeast across Whites Chapel Road from 6498, was non-detect
for cVOCs (Ref. 9).
The scope of the soil gas investigation did not include 6456 and 6466 Whites Chapel Road
or 3141 NC Hwy 49, properties farther south where the EPA had previously installed POE
filtration units due to groundwater PCE contamination (see Figure 2).

4.0 GROUNDWATER MIGRATION PATHWAY
4.1 Hydrogeologic Setting:
Randolph County, NC lies within the Piedmont Physiographic Province. The piedmont
landscape is characterized by rolling surface topography with well-rounded hills and northeast-
southwest-oriented ridges, dendritic surface drainage patterns and broad, flat inter-stream areas
(Ref. 3) (see Figure 1).
The site is located in the Carolina Slate Belt geologic region of the state. Rocks in this
region are generally greenschist grade metamorphic rocks derived from volcanic and
sedimentary parent rocks. Bedrock in and around the site is volcanic, mapped as dense felsic
tuff and felsic crystalline tuff. Northeast-southwest oriented shear zones commonly occur
within the tuff unit. A north-south oriented diabase dike passes approximately 1 mile west
of the site, outside the area of groundwater contamination (Ref. 3).
Average annual precipitation in the area is 46 inches. Precipitation that does not run
off to streams infiltrates the ground surface. Infiltrating water that is not lost to
evapotranspiration migrates down through the soil column to recharge the underlying
aquifer. In the piedmont, the groundwater aquifer consists of fractured bedrock and an
overlying veneer of saprolite (weathered rock). Groundwater seeps through the permeable
saprolite, but migration through competent bedrock occurs primarily via fractures, faults
and bedding planes (Ref. 3).
4.2 Groundwater Targets:
Groundwater constitutes the drinking-water supply for the entire study area. The majority
of residences within a 4-mile radius of the site obtain drinking water from private wells and
springs. At present, the nearest (non-community) public well is located 0.6 mile southwest of the
site along NC Highway 49. The nearest municipal well is located 3.7 miles to the north, in the
town of Liberty, NC (Ref. 10).
The 2010 to 2011 SI identified PCE contamination in approximately thirteen residential
drinking water wells and (intermittently) in a spring to the southwest (which is not used as a
drinking water source). Five residential drinking water wells were equipped with POE filtration
systems as a result of PCE contamination (Ref. 3).
Subsequent to the SI, the owner of 3141 NC Highway 49 disconnected their home from
POE water filtration and connected their residence to a neighboring relative’s well at 3139 NC
Highway 49. The latter well supplies both residences plus adjacent 6398 Whites Chapel Road.
When the Superfund Section IHSB collected samples from both wells in 2017, PCE concentrations
were 1.1 to 1.2 µg/l, less than the MCL. The IHSB performs routine, state-funded maintenance of
the four remaining POE filtration systems, and sampled additional residential drinking water wells
near the site in 2021 (Ref. 7) (see also Table 1).

4.3 Groundwater Sampling:
No groundwater sampling was conducted as part of this SRA.
4.4 Groundwater Conclusions:
Based on the above information, the site currently poses a minimal exposure hazard via the
groundwater migration pathway.
5.0 SURFACE WATER MIGRATION PATHWAY
5.1 Hydrologic Setting:
Surface drainage surrounding the site consists of a radial pattern of five spring-fed surface
streams. Streams from three springs, located northeast of the site, join Brush Creek or join Sandy
Creek south of Ramseur, NC. Based on surface topography and SI results, none of these three
creeks is considered likely to intercept surface drainage or groundwater flow from the site (Ref.
3).
Two springs, located south of Smith Adkins Road and south of White’s Chapel Road, feed
streams that meander west 2.8 miles to join Sandy Creek. Sandy Creek flows south past
Franklinville, NC and then southeast through Ramseur, NC. The 15-mile surface water pathway
ends on Sandy Creek, approximately four miles south of Ramseur, NC (Ref. 3).
5.2 Surface Water Targets:
The nearest public surface water intake is located on Sandy Lake Reservoir in
Franklinville, 8.0 miles downstream from the site (Refs. 3, 10). The reservoir is also a the
nearest likely fishery downstream from the site. The nearest HRS-qualifying mapped
wetland is located on Sandy Creek 3.6 miles downstream from the site (Ref. 3).
5.3 Surface Water Sampling and Results:
During the initial November 2010 SI groundwater sampling event, PCE contamination was
detected at the (unused) spring southwest of the site. The concentration was less than the 5 µg/L
groundwater MCL, and the spring was non-detect for cVOCs during subsequent SI sampling
events (Ref. 3). No surface water sampling was conducted as part of this SRA.
5.4 Surface Water Conclusions:
Based on a review of the SI sampling results and findings, the site poses a minimal
exposure hazard via the surface water migration pathway.

PATHWAYS
The site contains contaminated groundwater from an unidentified source. Although a local
transformer substation, an auto body repair shop and a truck repair facility are all potential
contaminant sources, investigations to date have not resulted in more specific characterization or
identified any additional source candidates. The soil exposure component of the soil exposure and
subsurface intrusion pathway and air migration pathway were not evaluated as part of the current
investigation.
None of the 2016 IHSB soil gas results exceeded EPA Target Sub-slab/Near-source Vapor
Intrusion Screening Levels (VISLs) for residential exposure (Cancer Risk = 1e-6; Hazard Quotient
= 0.1). However, the areal pattern of the soil gas cVOC detections was inconsistent with previous,
groundwater PCE concentrations at 6488 Whites Chapel Road, which had exceeded both the (5
µg/L) MCL and the (5.76 µg/L) residential Target Groundwater VISL. No soil gas sample was
obtained at 6521 Whites Chapel Road, and the scope of the IHSB soil gas investigation did not
extend farther south to include 6456 and 6466 Whites Chapel Road or 3141 NC Hwy 49, where
the EPA had previously installed POE filtration units due to groundwater PCE contamination.
Historical groundwater PCE concentrations at these four properties had exceeded the MCL and
the Target Groundwater VISL (Refs. 3, 9, 11) (see Figure 2).
The purpose of this SRA was to address data gaps in the subsurface intrusion component
of the soil and subsurface intrusion pathway. The scope of the SRA included passive soil gas
(PSG) sampling at properties where POE filtration units had previously been installed due to
groundwater PCE contamination.
PSG sampling was conducted using “Besure” passive soil-gas samplers, provided by
Beacon Environmental Services, Inc. PSG samplers were emplaced adjacent to residences on
five properties, at 6456, 6466, 6488 and 6521 Whites Chapel Road and 3141 NC Highway 49
(Ref. 12) (see Figure 2 and Appendix A).
PSG samplers were deployed on July 22, 2022 and retrieved on August 4, 2022, after
13 days of equilibration (Ref. 11). At each soil vapor sampling location, a 1.5 inch-diameter
hole was power-drilled into the ground surface to a depth of 1.0 foot. From the bottom of
the borehole, a 0.5 inch-diameter borehole was further advanced to a total depth of 3 feet.
The PSG samplers were suspended by metal wire into the upper boreholes. Compacted
aluminum foil was used to anchor the upper sampler wires and to seal the upper boreholes
from the atmosphere.

Following retrieval, samplers were secured and shipped to Beacon Environmental for
VOC analysis. Beacon analyzed the PSG samples using EPA Method 8260C, for chlorinated
and non-chlorinated volatile organic compounds. A duplicate analysis (SP03SGDup) was
performed on PSG sampler MS03SG (see Appendix B).
Four of the five PSG samplers were retrieved in optimal condition. The fifth sampler
(SP02SG), deployed at 6488 Whites Chapel Road, was missing from its flagged borehole location,
and was not located during extensive probing/excavation of the surrounding soil. Tampering was
therefore suspected to have occurred at that location (Ref. 12). However, previous IHSB soil gas
sampling (at 8 feet depth below surface) on the same property in 2016 revealed only a minimal
concentration of vinyl chloride, and no PCE or other VOCs had been detected. The remaining
four PSG samples all were non-detect for VOCs. The cumulative results of 2016 IHSB and 2022
SRA soil gas sampling indicate that minimal upward migration of VOCs has occurred from the
site’s groundwater contaminant plume to near-surface soil (see Appendix B).
7.0 SUMMARY AND CONCLUSIONS
During the SRA, a review of post-SI (IHSB) groundwater sampling data identified no
additional groundwater exposure hazards at the site. In addition, cumulative soil gas
sampling results indicate a minimal exposure hazard via the subsurface intrusion
component of the soil exposure and subsurface intrusion pathway. The site remains on the
IHSB’s inventory of sites for investigation and cleanup, and the IHSB continues to perform
regular testing and maintenance of the four residential drinking water POE filtration systems
currently operating at the site.
Based on the site reassessment PSG results and a review of previous investigations
and their findings, the NC Superfund Section recommends this site for no further remedial
action planned (NFRAP) designation under CERCLA.

U.S. EPA Method 8260C
All samples were analyzed using thermal desorption-gas chromatography/mass spectrometry (TD-GC/MS)
instrumentation following U.S. EPA Method 8260C, with laboratory results provided in nanograms (ng) and
micrograms per cubic meter (!g/m‡). Laboratory QA/QC procedures included internal standards, surrogates, and
blanks based on EPA Method 8260C. Analyses and reporting were under BEACON’s Quality Assurance Project Plan.
Passive Soil-Gas Survey Notes
If sample locations are covered with or near the edge of an impervious surface (e.g., asphalt or concrete), the
concentrations of compounds in soil gas are higher than if the surfacing was not present. Therefore, the sample
location conditions should be considered when comparing results between locations.
Survey findings are exclusive to this project and when the spatial relationships are compared with results of other
BEACON Surveys it is necessary to incorporate information from both investigations (e.g., depth to sources, soil types,
porosity, soil moisture, presence of impervious surfacing, sample collection times).
Reporting Limits
The RLs represent a baseline above which results meet laboratory-determined limits of precision and accuracy. All
reported results are within the calibration range. The project method quantitation limit (MQL) is the limit of
quantitation (LOQ) as noted in the data tables. Beacon determined uptake rates for a suite of compounds with the
Beacon sampler for sampling in air. Beacon calculated the uptake rates for the remaining compounds using Grahams
Law of Diffusion. The reported data includes LOQ limits.
