STATUS OF PERMIT:
The facility is currently operating under Permit No. 1109-COMPOST (DIN 25989). The facility submitted a permit
renewal request on December 3, 2021. On August 15, 2022, the Section issued an Engineering Technical Letter (FID
1704792) to the facility. A revised Permit Application (FID 1740623) and Operations and Maintenance Manual (FID
1740628) were received by the Section on October 27, 2022. The permit renewal request is currently under Section
review.
PURPOSE OF SITE VISIT:
Comprehensive Facility Inspection.
STATUS OF PAST NOTED VIOLATIONS:
None.
OBSERVED VIOLATIONS:
None.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. On -site January 20, 2023, to observe the facility's compost and wood waste management operations. Scott Nix,
Operator - Hensons' Inc., was present during the inspection.
2. The facility is approved to accept land clearing debris, yard trash, and clean, untreated, and unpainted wood waste.
3. During this inspection, site access was controlled, site signage was maintained, and site access roads were adequate to
observe the facility. As discussed during this inspection, continue to maintain access roads at the facility as necessary.
4. No unpermitted waste was observed in the compost and wood waste management operations area during this
inspection. A roll -off container is available at the facility to receive any unacceptable materials if necessary. (Note: due
to previous impacts at the facility from Tropical Storm Fred, the roll -off container has been moved to a different
location at the site.)
5. During this inspection, facility personnel were actively recording temperature measurements in processed piles at the
site. Temperature monitoring data records from July 5, 2022, through January 20, 2023, were available for review. All
temperature monitoring data records appeared to be in compliance with the Type 1 material management requirements
and no issues were observed.
6. Dust control measures appeared to be sufficient at the facility during this inspection.
7. All pre-processed waste, windrows, and final product piles appeared to be appropriately sized with adequate fire breaks
and lanes. Continue to maintain access around all material piles at the facility for fire control in the event of an
emergency.
8. Surface water appeared to be diverted from all operational and storage areas at the site. Continue to maintain
diversion measures for surface water control on -site as necessary.
9. As discussed during this inspection, continue to maintain all sediment basins, ditchlines, and other erosion control
measures at the facility as necessary. As also discussed on -site, continue to maintain the berm adjacent to Hominy Creek
as needed.
10. All buffers and setbacks appeared to be maintained at the facility during this inspection. (Note: Buncombe County
government regulates activities in the flood plain adjacent to this site. A development permit for this facility has been
issued by Buncombe County (DIN #25988) to allow for storage of commercial mulch along the floodplain fringe. Per
Buncombe County Zoning Ordinance, this parcel is in an EMP zoning district and this facility's operations are
considered an existing non -conforming use. Existing non -conforming uses do not require special approval in order to
continue operations (DIN #25988)).
11. As observed during this inspection, NCDOT construction activity for Interstate 26 has been completed along the
southern and eastern sides of the facility property since the last inspection.
12. Since the previous inspection, the facility contacted the Section regarding Compost Operator Training. As relayed to
the facility, Large Type 1 compost facilities will not be required to complete training at this time as there is currently no
approved course available specific to those operations. Please remain in communication with the Section regarding
future Compost Operator Training courses for Large Type 1 facilities.
13. This facility is also designated as a Temporary Disaster Debris Staging Site (DS #11-006) in Buncombe County.
