Dear Mr. Baldwin:
On January 12, 2023, Mr. Tim Davis and Mr. Drew Hammonds representing the State of North Carolina, Division of
Waste Management, Solid Waste Section (Section) conducted a compliance inspection of the above referenced
facility. Section staff observed the amount of windblow waste throughout the facility has been greatly reduced,
leachate drains are generally free from waste and dirt accumulation, sludge is generally being contained to the
tipping floor and apron, facility staff are now directing queued collection vehicles into and out of the transfer station
building to increase efficiency and reduce wait times while providing troughs to contain leaks, all City of Raleigh
garbage bins have been removed along with contaminated soils, and the Leachate Release Soil Sampling Reports
have been reviewed and approved by Jaclynne Drummond, Solid Waste Section Hydrogeologist.
This letter serves to confirm that the requirements of the Notice of Violation dated September 20, 2022, have been
satisfied and the violation(s) have been corrected. Thank you for your cooperation in this matter. If you have any
