Life of Site, issued on December 10, 2019 and expires on October 08, 2053 PURPOSE OF SITE VISIT: Partial Facility Compliance Inspection STATUS OF PAST NOTED VIOLATIONS: Resolved OBSERVED VIOLATIONS: No new violations observed The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. While in the area, this un-announced partial facility compliance inspection was conducted. 02. Facility has Locking gates and fencing for security. 03. Facility had adequate signage. 04. Interior roads were in good shape. Dust control was being conducted during this inspection with the water spreader truck. 05. It was noted during this inspection that the sedimentation pond on the west side is being dredged out. 50% estimated has been cleaned out. Not currently working on it during this inspection. 06. Edge of Waste markers are present. 07. Quite a bit of exposed waste was noted along the drainage ditch that surrounds the landfill where constant work is being done to prevent erosion on the side slope of the ditch. Needs to be covered when the waste is first exposed. 08. A decent supply of cover material (soil) is being staged at the working face for quick and adequate cover. 09. Tarps are also being used as daily cover. 10. The working face is being kept smaller than it was. 11. Cover material was needing to be added to the above areas to cover all exposed waste. 12. No new leachate breakouts were observed leaving the landfill footprint during this inspection. 13. There was one down drain that was in need of maintenance. Rainwater has undercut the soil from the bottom in several areas. 14. Some areas that have been repaired on the side slopes have a decent amount of vegetation growth, but more is needed. 15. New Management (Shannon Hunter) has a plan to mix 50/50/ SM on the areas of low vegetation growth to enhance growth. Possible use of ACM: Automotive Shredder Residuals (ASR) also on this landfill. 16. Windblown trash was at a minimum during this inspection. 17. The new cell is filling up fast. 18.
