On March 04, 2016 the Solid Waste Section (SWS) received the letter, dated February 26, 2016
and prepared by Draper Aden Associates (DAA) on your behalf, to modify the September 30
2015 responses to the comments (DIN 25073) on the Permit Amendment Application (DIN
25074) for Highland LCIDLF, Permit No. 2612-LCID-2008. This letter and enclosed Figure C1
titled as “Highland LCID Permit Renewal – Reclamation Map Update (W/Final Topo)” dated
February 16, 2016 were scanned and logged to the SWS document tracking system with a
document identification number (DIN 25724).
According to the letter, field topographic surveys were recently conducted at the Highland
LCIDLF. Based on the new survey data, DAA adjusted/revised/updated the original contours and
cross-sections of the landfill on Figure C1 (DIN 25074) titled as “Reclamation Map Updated
(Jan. 2013 W/Final Topo).” The adjustments of the landfill base grades and final fill grades for
each of the four (4) phases were made as shown on the new Figure C1 (DIN 25724). The grade
adjustments result in the changes of operation capacity of each phase, but the approved total
gross capacity of the landfill, which is 617,200 cubic yards, is not changed. DAA, on behalf of
Barnhill Contracting Company, makes no request of modification to the current Permit to
Construct and Operate (DIN 25075) issued on October 02, 2015 at this time.
The SWS determines that the adjustment is acceptable, and no permit action is required for
Highland LCIDLF. The SWS advises Barnhill Contracting Company, the permittee of Highland
LCIDLF to incorporate the new info (revised operation capacity of each phase and updated
Figure C1) into the new Permit Amendment Application for next 5-year permit-review cycle
which shall be due to the SWS on or before April 05, 2020.
