Box 230 High Point, NC 27261 PARTICIPANTS: Chuck Kirchner, Environmental Senior Specialist – Solid Waste Section Mike Spencer, Solid Waste Disposal Superintendent – City of High Point Ron Taylor, Ingleside Compost Supervisor – City of High Point STATUS OF PERMIT: Permit to Operate (PTO) issued December 11, 2018 PTO expiration date December 11, 2023 PURPOSE OF SITE VISIT: Comprehensive Inspection STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: None The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 3 ADDITIONAL COMMENTS On January 20, 2023, Chuck Kirchner met with Mike Spencer and Ron Taylor to conduct a comprehensive inspection of the City of High Point, Ingleside - Large Type 1 Solid Waste Compost Facility on Ingleside Drive in High Point, Guilford County. 1. The facility is a Large Type 1 Solid Waste Compost (SWC) Facility. 2. The facility produces: compost from leaves and grass clippings, leaf mulch, and wood mulch material. 3. The facility is permitted to create engineered soil. Incinerator ash from the City of High Point East Side Wastewater Treatment Plant (WWTP) is approved for use in the engineered soil mix. 4. The facility did not receive incinerator ash during the last year. 5. The facility is in operation Monday through Friday 8:00 am to 4:00 pm and Saturday 9:00 am to 1:00 pm. Facility may expand operational hours in the spring. Permit modification is not required to expand hours. 6. The facility permit, site plan, and operations plan were discussed. 7. The facility receives yard waste from the City of High Point collection operations and from businesses and residents. 8. The City of High Point collects leaves annually from about November through January. 9. Material is generally received from Guilford County. 10. The compost and mulch produced is sold to the public, landscape companies, builders, etc. and used for City projects. 11. The center laydown area still has some old asphalt paving. The City of High Point has allocated funds to repave the laydown area. The city has postponed construction until next winter, according to Mr. Spencer, due to the large amount of mulch on site at this time. 12. The compost facility maintains a rejection log at the scale house. Rejection log reviewed from March 29, 2022 through January 17, 2023. 13. The front portion of the facility is used to store screened compost, mulch, leaf mulch, and engineered soil. 14. Mulch is ground and put into windrows near the scale house on the north side of the facility. Leaf material is staged south of the compost windrows. Leaf material is currently ground and added into the compost mix. The middle portion of the facility is used to grind leaves and mulch, and screen compost. It is also used for yard waste storage and active composting and curing. 15. Compost windrows appeared to be properly sized. All windrows shall be approximately twelve feet wide at the base and six feet in height and compost windrows are separated by a twenty-five foot fire lane. 16. Active compost windrows are maintained for ~ 5 months and cured for an additional 1 – 3 months. 17. Grass clippings are generally received at the facility from March through October. 18. The facility maintains windrow temperature records. Mr. Taylor stated that temperatures are typically taken on each windrow on Tuesday, Wednesday and Thursday of each week. 19. Temperatures of the windrows are taken from the center of the compost pile every fifty to sixty feet. 20. Temperature records were observed for July 11, 2022 through January 16, 2023. 21. All windrow records observed recorded three consecutive days of temperatures above 131℉. 22. The facility maintains two temperature probes used for windrow temperature readings. 23. Thermometer calibration records observed this inspection. Thermometers calibrated on November 16, 2022. Temperature adjustments were recorded on the calibration records. 24. Routine waste screenings of the received wastes are conducted at the scale house and where vegetative material is dropped off. 25. The facility maintains records of the quantity, type, and source of material received for processing. The amount of material received from January 1, 2022 through December 31, 2022 is 20,036.56 tons. 26. The facility maintains records of the quantity and type of material sold or removed. The amount of material sold or removed from January 1, 2022 through December 31, 2022 is 19,725.90 tons. 27. Mr. Spencer stated that there is currently approximately 3,400 – 3,500 tons of material on site. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 3 of 3 28. When incinerator ash is received again the facility shall continue to obtain analysis test results from the WWTP. 29. The facility annual report (FAR) dated July 19, 2022 was received by the Section. Material received for July 2021 through June 2022 is 17,848.37 tons. The amount of compost, mulch, and topsoil created is 19,404.36 tons, the amount sold is 17,789.05 tons, the amount stockpiled is 4,820.00 tons, and the amount used internally/not marketed is 1,615.31 tons. 30. The facility operates under NPDES permit # NCG240000, effective July 1, 2022 which expires June 30, 2027. 31. The facility does not use odor control spray or fly spray. 32. There were no odors detected at the facility. 33. The facility appeared to be graded appropriately to ensure positive stormwater drainage. Continue to grade as needed to ensure positive drainage away from the windrow material. 34. The following personnel have completed compost training: a. Michael Spencer, Certificate of Completion of the Composting Council course dated September 12-16, 2016. b. Ron Taylor, Certificate of Completion of the 40 Hour Compost Operations Training Course dated September 13-17, 2021. 35. Discussed additional compost training with Mr. Spencer. Per 15A NCAC 13B .1406(19)(i) Compost Training in accordance with G.S. 130A-309.25(c) shall be required every five years. 36. Facility maintains Ingleside Compost Facility Operation Manual Training. Training records for staff viewed. Five staff members were trained on November 3, 2022. 37. The City of High Point Fire Department can be contacted to address an emergency at the facility. 38. The facility is secured by a metal gate with lock. Personnel are on site during operating hours. 39. Access roads are of all-weather construction. 40. The facility has proper signage. 41. The facility is also a conditionally approved Temporary Debris Storage and Reduction site (TDSR, DS41-001). Disaster debris shall be managed within the parameters of the facility permit.
