STATUS OF PERMIT:
In 1973. Landfill operations began in Phase 1 on this property. Facility Permit 51-03 is a combination of facility permits
51-01 and 51-02.
Permit to Construct Johnston County MSW Landfill, Phase 6 issued May 8, 2020.
Permit to Operate 5103-MSWLF Phase 4A and 5103-CDLF Area 2 Cells 1 and 2 issued May 8, 2020.
Permit for Closure for MSW Phases 1 through 4 and C&D Area 1 issued May 8, 2020.
Life of Site Permit for 5103-MSWLF and 5103-CDLF issued May 8, 2020 and will expire August 8, 2057.
Permit to Construct Johnston County MSW Landfill Phase 6 issued November 30, 2021.
Permit to Operate 5103-MSWLF Phase 4A, 5, and 6A and C&D Area 2, Cells 1 and 2 issued November 30, 2021.

RESOLVED: On January 4, 2023, Joan Smyth of Smith + Gardner submitted a leachate release letter to the Section
for review. Ms. Christine Ritter, Section Hydrogeologist, reviewed the leachate release letter and recommended No
Further Action.
B. 15A NCAC 13B .1626 (2)(c), "Areas which will not have additional wastes placed on them for 12 months or
more, but where final termination of disposal operations has not occurred, shall be covered with minimum
of one foot of intermediate cover."
RESOLVED: The previously identified exposed waste on top of Phase 4A has been covered, sloped, and seeded.
OBSERVED VIOLATIONS:
None.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
ADDITIONAL COMMENTS
Facility Inspection
1. The facility is fenced and is secured by a locking gate when it is not open for operation.
2. The correct signage is at the entrance of the facility listing the facility name, permit number and emergency contact
information as well as materials accepted at the facility.
3. The facility accepts waste Monday through Saturday from 8:00 am until 4:45 pm and closed on Sunday.
4. The permit, operations plan, waste screening, and training records were reviewed during this inspection.

6. The perimeter roadways around the active MSWLF and closed CDLF are being properly maintained.
7. Permanent edge of waste (EOW) markers were observed around the active portion of the MSWLF and closed
CDLF.
Yard Waste
8. The yard waste was actively being ground during this inspection. The grinding contractor grinds and windrows the
mulch after grinding. Mr. Overby stated that he takes and documents the temperatures of the windrowed mulch.
Once the windrows have reached and maintained a temperature over 131 °F for three consecutive days, the mulch
is then utilized within the landfill footprint.
9. No areas of standing water were observed during this inspection. Mr. Overby stated that additional truck loads of
soil had been brought to the yard waste area as needed to prevent ponding in the processing area. Good job!

Phase 4A MSWLF
10. Phase 4A has reached capacity and is not currently in use.
11. The southern side slope has been repaired, graded, and seeded. Vegetation was observed to have begun to become
established on the southern side slope. The previously identified leachate releases along the southern side slope
have been repaired. Check dams have also been installed along the ditch to help prevent erosion. Mr. Braswell
stated that he cleans out any excess soil near the inlet as needed to ensure that the drain flows properly.
12. During this inspection, areas of erosion were observed adjacent to the roadway to the top of Phase 4A. Mr. Beasley
stated that the areas would be repaired and seeded. Continue to repair and seed areas of erosion as needed.
13. An area of exposed waste was observed near the former access road to the top of Phase 4A. Mr. Beasley stated that
someone had bypassed the direction signage and dumped a load of C&D waste on Phase 4A. Mr. Beasley stated
that he would have an operator remove the waste and properly dispose of in Phase 6A. The previously identified
areas of exposed wastes identified on top of Phase 4A have been properly covered.
Phase 5 MSWLF
14. The eastern side slope of Phase 5 has been covered and seeded. Several small erosion rills were identified near the
southeastern corner. Ms. Thompson recommended the repair of the small rills so that they do not become larger.
15. Exposed waste was observed along the western side slope of Phase 5. Several stockpiles of soil were observed
adjacent to the exposed waste. Landfill staff began spreading the stockpiled soil and covering the waste during this
inspection. Ensure that all waste is covered, the side slopes properly graded and stabilized to prevent erosion.
Repair areas as needed.
Phase 6 MSWLF
16. The working face of Phase 6 was small and compact. The working face was actively being covered during this
inspection. Mr. Beasley stated that photographs are being taken to document that the rain tarp is being pulled back
and MSW placed as the "fluff' layer adjacent to the liner, during the advancement of the waste in Phase 6.
