OBSERVED VIOLATIONS:
None.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. The facility is a land clearing and inert debris (LCID) landfill.
2. Proper facility sign posted at the facility entrance showing the contact name and number in case of an emergency
and the permit number.
3. The facility is properly secured with a locked gate. Personnel are on site during operating hours which are Monday
through Friday from 7:30AM to 5:30PM and Saturday from 8:OOAM to 1:OOPM.
4. The facility is permitted to receive land clearing waste, yard trash, untreated and unpainted wood, uncontaminated
soil, inert debris, and asphalt.
5. The facility site plan, operations plan, and permit were not reviewed with the site operator at this inspection.
6. The facility is not currently burying waste within the LCID. Mining and grinding operations are taking place on
top of the LCID.
7. The facility needs to be mowed to allow for proper inspection of the side slopes. Woody vegetation also
needs to be removed from the side slopes.
8. An erosion rill was identified along the southern side slope. The erosion rill should be repaired so that waste is
not exposed.
9. During this inspection, it was determined that the side slopes were steeper than 3 horizontal to 1 vertical. The side
slopes should be regraded to meet the slope requirements identified in the 2018 Permit to Operate.
10. Several areas of standing water were observed on the top of the LCID, in between some of the LCID and crushed
concrete waste stockpiles. The LCID needs to be graded so that water is shed from the top of the LCID.
11. The previously identified excavation near the southeastern corner of the LCID has been filled in. The southern
portion of the LCID permitter road was still overgrown with vegetation. Ensure that the access road is
maintained around the LCID.
12. An area of steam was observed near the center of the southern side slope. At the conclusion of the inspection, Ms.
Thompson provided the attendant with the location of the steam and recommended that the area be investigated
and covered so that a fire does not break out. Monitor the LCID for possible areas of steam or smoke; repair
areas as needed.
