The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
ADDITIONAL COMMENTS
1. The facility is fenced and is secured by a locking gate when it is not open for operation.
2. The correct signage is at the entrance of the facility listing the facility name, permit number and emergency contact
information as well as materials accepted at the facility.
3. The facility accepts waste Monday through Saturday from 7:30 am until 4:30 pm, with the exception of Wednesday
from 7:30 am until 12:00 pm.
4. Digital pictures were taken during the inspection.
C&D Landfill
5. The facility is permitted to receive C&D waste generated in Harnett County.
6. The cover log was verified through January 6, 2023.
7. The working face was approaching the 1/2 acre size limit. Six (6) inches of earthen material should be properly
applied once weekly or when the working face reaches %2 acre. The cover log was verified through January 6,
2023. Continue to ensure that the working face is covered with six inches of soil weekly or when the working
face reaches 1/2 acre in size, whichever occurs first.
8. At the time of this inspection, the waste type was identified to be construction and demolition waste. No
unacceptable wastes were observed within the waste stream.
9. No areas of standing water were observed on the top of the CDLF Phase I and II. However, standing water was
observed adjacent to the drainage pipe beneath the access road, to the northeast of the working face. Mr. Beane
stated that the drainage area would be cleaned of sediment to allow for the stormwater to flow into the sediment
basin. Ensure that the drainage pipe has been cleaned so that the impounded stormwater may flow freely
from the area.
10. Some erosion rills were observed in the eastern former access roadway to the top of the CDLF Phase II. During
the inspection, it was recommended that the area be repaired to prevent further erosion of the area. Mr. Beane
submitted photographs of the repair to Ms. Thompson on January 12, 2023. Continue to monitor and repair
any erosion rills as needed.
11. The sediment identified within the sediment basin was almost to the bottom of the inlet pipe. Mr. Beane stated
that he would have the sediment basin cleaned out. The side walls were vertical with little to no vegetative cover.
Ms. Thompson stated to Mr. Beane that the side slopes of the sediment basin needed to be graded to a three
horizontal to one vertical ratio. The side slopes of the sediment basin should be graded to a three horizontal
to one vertical to allow for proper maintenance of the sediment basin.
12. Edge of Waste (EOW) markers were observed around the CDLF.
13. No overgrown or woody vegetation was observed on the side slopes of the CDLF. Continue to ensure that the
landfill areas are mown as often a necessary to allow for proper inspection.
14. A perimeter road has been established around the entire footprint of the landfill.
Yard Waste
15. The yard waste has been windrowed. Mr. Beane stated that the yard waste has been scheduled to be ground.
16. The waste stream was relatively clean with minimal unacceptable wastes. Mr. Beane removed a piece of plastic
wrapping from the waste stream during the inspection.
17. Continue to manage the yard waste area in accordance with the permit and approved operations plan.

18. No overgrown or woody vegetation was observed on the Closed MSWLF. Continue to ensure that the landfill areas
are mown as often a necessary to allow for proper inspection.
