Division of Waste Management
Solid Waste Section
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
ADDITIONAL COMMENTS
1. The facility is fenced and is secured by a locking gate when it is not open for operation.
2. The correct signage is at the entrance of the facility listing the facility name, permit number and emergency contact
information as well as materials accepted at the facility.
3. The facility accepts waste Monday through Saturday from 7:30 am until 4:30 pm, with the exception of Wednesday
7:30 am until 12:00 pm.
4. Mr. Beane stated that there has been a changeover and promotion of some staff. It is recommended that new staff
attend the appropriate training class. The following are facility certified personnel:
Al Truelove, Certified Transfer Station Operations Specialist, TS 2020029, exp. 2/27/2023
Alton Truelove, Certified Manager of Landfill Operations, Cert. No. 950823, exp. 9/6/2023
Steve Berube, Certified Landfill Operations Specialist, LF-20200001, exp. 2/26/2023
Steven Vest, Certified Landfill Operations Specialist, LF-2020021, exp. 2/26/2023
5. The working face was approaching the 1/2 acre size limit. Six (6) inches of earthen material should be properly
applied once weekly or when the working face reaches 1/2 acre. The cover log had not been updated since September
23, 2022. The cover log MUST be updated when cover is applied to the CDLF. Several areas of exposed waste
were observed along the side slopes of the CDLF Area 2. Ensure that six inches of cover is applied once weekly
or when the working face reaches % acre in size, whichever occurs first.
6. Little vegetation and numerous erosion rills were identified on the side slopes of CDLF Area 2. It was
recommended during this inspection that wood chips from the Anderson Creek facility or other wood grindings
be used to help stabilize the side slopes and aid in the growth of vegetation. Monitor the landfills for erosion
and repair any problem areas as they are observed.
7. The LCID was identified to be partially covered. Ensure that the LCID is covered with six inches of soil monthly
or when the working face reaches one acre in size, whichever occurs first.
8. The waste type was reviewed at the CDLF and LCIDLF at the time of this inspection. No unacceptable waste
streams were noted in the CDLF. Good job!
9. The CDLF Area 1, Asbestos Disposal Area, and Closed MSWLF were observed to have overgrown vegetation.
Ensure that the landfill areas are mown as often a necessary to allow for proper inspection.
10. Windblown waste was observed outside of the CDLF areas at the time of this inspection. The windblown must be
collected and returned to the working face prior to close of business daily.
11. Edge of waste markers have been installed and are being maintained around CDLF Areas 1 and 2 and the asbestos
waste area.
12. Photographs were taken during this inspection.
