The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. David Powell met with Moore County staff to conduct a comprehensive inspection. Inspection was also for Section Staff to meet new faces that are involved with landfill at Moore County, now that Mr. David Lambert is no longer Solid Waste Director. In addition, Interim Director Philip Boles is soon leaving for retirement again and Mr. Jimmy
Brown about to retire, with potential of returning part time. All of Moore County facilities were inspected during this visit, and the Closed MSWLF was inspected from access road and visible from new cell.
2. Facility roads were in good condition. Soil has been added to low or eroded areas and some grading done on water control structures. Good job, please continue to be proactive and diligent.

Atop closed MSW. Drainage opened and graded. Mulch staged for spreading for erosion control/vegetation
establishment. 4. The yard waste mulch can be used to establish vegetation and erosion control in bare areas on the Closed MSW but cannot be over applied or used to fill in low areas. Use maximum 4 inches of depth for mulch. 5. Be sure and remove any shrubs or trees inside the EOW.

Tree needs to be removed. 6. Some wells were visited around the Closed MSW as well. Locks and identification tags were in place and structure looked well maintained. Maintain vents and fill sinking areas with soil as needed. Be sure everything matches approved Storm Water/Erosion Control Plan and permits. 7. Recommend that the perimeter of the facility outside the EOW be inspected for seeps or releases more than usual. This is a part of the weekly checklist Mr. Lambert created for onsite staff in recent months. Be sure to not be counterproductive with big equipment with wet soil conditions on top the closed MSW. Do not damage the cap.
