General Site Information: 1. The facility consists of a construction and demolition debris (C&D) landfill, a wood waste treatment and processing (T&P) operation, a recycled materials recovery (T&P) operation for concrete. 2. The 2021 permit approves the operation of Phase 1A and Phase 2 of the C&D landfill and the treatment and processing facility operations. 3. The C&D landfill plan currently consists of six phases: Phases 1A-1 and 1A-2, Phase 1B and Phases 2A and 2B, and vertical expansion Phase 1C. A new Permit to Construct (PTC) is required prior to development of future phases. A future area Phase 3 has been identified but is also not permitted to date. 4. The facility is open Monday through Friday 7:30 am to 4:30 pm. 5. The landfill is permitted to receive C&D waste, inert debris, land clearing debris (LCD), used asphalt, and asbestos per permit conditions. Records Review 6. The facility permit, site plan, and operations plan were discussed. 7. The facility maintains an NPDES permit, General Permit Number NCG240000, Certificate of Coverage NCG240022 issued on February 28, 2020 and shall remain in effect for the duration of the General Permit. 8. The following are certified personnel: a. Dan Jarboe, Certified Manager of Landfill Operations, No. 1851659, exp. 09/05/24. b. Andrew Smith, Manager of Landfill Operations, No. 1950908, exp. 12/03/25. c. Jerry Carter, Certified Landfill Operations Specialist, No. LF-2022017, exp. 3/8/25. 9. Facility throughput records were observed from September 1, 2022 through November 30, 2022. During that time the landfill received 6,392.95 total tons, of which 4,885.16 tons were C&D waste, 1,264.16 tons were LCID waste and 238.63 tons were concrete debris brought on site. 10. The Facility Annual Report was submitted on July 27, 2022. Total waste received from July 1, 2021 through June 30, 2022 was 27,131.07 tons. The amount of material processed in that time was 2,162.72 tons of concrete and 4,147.84 tons of LCID. The total waste recovered in that time was 6,310.56 tons. 11. The facility is required to conduct waste screenings once a week. Records for December 9, 2021 through December 5, 2022 were observed. Observed waste screening records were done well. 12. Cover logs were observed 1-1-22 through 12-2-22. 13. Continue to cover the solid waste with six inches of earthen material when the waste disposal area exceeds one-half acre and no less than once weekly. 14. The facility conducts landfill gas monitoring utilizing the bar hole punch method. 15. The facility maintains quarterly landfill gas monitoring records. Records were observed for March 25, 2022 (1st quarter), June 22, 2022 (2nd quarter), July 8, 2022 & September 14, 2022 (3rd quarter) and October 14, 2022 (4th Quarter). No exceedance of the methane or hydrogen sulfide lower explosive limit (LEL) is noted. 16. All groundwater wells were observed during this inspection and were maintained in an accessible condition. 17. The facility maintains semiannual groundwater and surface water monitoring and leachate test records that had been submitted by Smith Gardner and Waste/Soils/Rock Engineering, Co. Records were observed for groundwater and surface water monitoring and leachate testing conducted on March 24, 2020, September 30, 2020 and March 12, 2021 through June 3, 2022. An exceedance was indicated on each report. The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. The working face appeared small and compact. 19. Ensure all exposed waste (flagging) observed outside the working face is covered as discussed in the field. 20. The C&D Landfill is permitted to receive a maximum of 500 tons per day. 21. Mr. Jarboe stated that currently the landfill typically receives 50 to 100 tons per day. 22. Two other large windrows of Land Clearing Debris (LCD) were observed on site. 23. One LCD windrow contains approximately 1000 cubic yards and the other contains approximately 4,000 cubic yards according to Mr. Jarboe. 24. Mr. Jarboe stated that Wall Recycling currently owns four grinders currently located in Raleigh and is planning to grind the LCD waste on site early next year. 25. Clean concrete debris pile was observed near the eastern LCD pile. 26. LCD material is still being mined from the southeast section of the landfill. This material is still being recovered and processed into mulch. 27. No unauthorized wastes were observed on site this inspection. 28. All wells are maintained in an accessible condition. New signs have been added to the site denoting additional well identification information. 29. The facility processed 7 mobile homes in 2022 according to Mrs. Morales. 30. Edge of waste markers were observed well maintained and in good condition during this inspection. 31. No windblown litter was observed this inspection. 32. Access roads are made from an all-weather construction.
