with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. All photos were taken by Lee Hill on November 29, 2022 unless otherwise noted.
2. The facility is open Monday through Saturday, 8:00am to 4:00pm.
3. The facility is secured by gates at both entrances and a portion of the facility is fenced to prevent unauthorized
access. In areas where fencing has not been installed, topography serves to limit access as well.
4. Signs providing the hours of operation, the permit number and disposal procedures were observed at the scale
house and the entrance to the facility. Additional directional and informational signage is posted throughout the
facility to aid customers.
Records Review
5. The permit and operations plan were available upon request.
6. Semi-annual groundwater monitoring was conducted on October 12-14, 2021, November 22, 2021 (retest) and
May 3-4, 2022 and the results were sent to the section for review. Leachate monitoring was also conducted
when groundwater was sampled.
7. Tonnage records from January 2, 2022 to December 6, 2022 were provided by email. The facility has received
34,147.95 tons of waste during that time period.

11. Landfill gas monitoring was conducted on November 22, 2021, January 24, 2022, May 3, 2022, July 26, 2022,
October 19, 2022 and no exceedances were noted. Monitoring was conducted in the office building.
Monitoring should also be conducted in the newly completed scale house.
12. Waste screenings from April 18, 2022 to November 28, 2022 were available for review. The facility conducts
two waste screening per day. Except for some waste screenings conducted in May, the forms showed the final
disposition of any unacceptable waste that was found. Continue to record what is happens with
unacceptable material that is found in incoming loads.
Operations Inspection of MSWLF Unit (8807-MSWLF-1990)
13. The mulch that was placed on the Phase 3 side slopes is breaking down, adding much needed organic matter to
the soil to help grow groundcover on the side slopes. Facility staff plan on removing the top layer of mulch,
exposing the newly created organic matter and then seed, fertilize, lime and mat the area.
14. No exposed waste was observed on the exposed slope, west of the mulched side slope; however, this area needs
to be seeded to prevent the possibility of the intermediate cover eroding and exposing waste.
15. The facility is currently filling in Phase 5.
16. The access roads to the working face were constructed of all-weather material and were being maintained.
17. The working face was of manageable size and no banned material was observed.
18. Windblown waste was minimal and confined to the active cell at the bottom of the eastern interior slope.
Facility staff were actively picking up waste at the time of inspection.
19. The facility was seeding, fertilizing, and matting the western side slopes of Phase 5 during the inspection.
Adding some intermediate berms to cell side slopes was discussed. These berms could help slow down
stormwater and help prevent erosion on the side slopes.
20. Some small rill erosion was observed on the side slopes of Phase 4; however, the rills were confined to the
intermediate cover and no waste was exposed. The facility planned on working on this area after finishing in
Phase 5. Repair the rill erosion to prevent waste from becoming exposed.

21. Two leachate seeps were observed on the side slopes of Phase 4. No leachate was observed leaving the lined
area of the landfill. Landfill staff took immediate action during the inspection and built a soil berm at the
bottom of the slope to ensure that no leachate left the lined disposal area. The facility repaired the leachate
seeps and sent photographs later in the afternoon.
22. The leachate tank was inspected and found to be well maintained, the secondary containment area was clean, free
of debris and the valve was closed and locked.
23. Sediment was observed obscuring the concrete base of monitoring well MW-6. Clean the sediment from
around the well base so that the concrete can be inspected to ensure the integrity of the well.
24. All monitoring wells that were observed were locked with identification tags attached to the above ground case.
Other Comments
25. Two van trailers were staged to the east of the scale house to accept scrap tires and no scrap tires were stored
outside the trailer.
26. Electronics are stored undercover on a concrete pad with chain -link fencing and a locking gate to prevent
unauthorized access. Electronics that are collected are stacked on pallets or placed in gaylord boxes, loaded
into a van trailer and sent for recycling.
27. Household hazardous waste (HHW) is collected to the south of the scale house. Materials were observed sitting
outside exposed to the weather. Water was observed sitting on the tops of barrels that were outside. It is
recommended that materials be stored undercover to prevent water collection and the possibility of the
degradation of containers which could release chemicals into the environment.
28. Solidification of latex paint was also discussed during the inspection. If the county wishes to proceed with
the exploration of solidification of latex paint, please contact Allen Gaither, Permit Engineer. Mr.
