The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
ADDITIONAL COMMENTS
1. Waste Management of Carolinas, Inc. owns the facility, and contracts with Custom Ecology, Inc. (CEI) to operate
the transfer station.
2. The required signage is posted at the entrance of the facility.
3. The facility is secured by a gate at the entrance to prevent unauthorized access.
4. The facility accepts an average of 200 tons of waste each operating day.
5. No unacceptable waste streams were observed.
6. The aggregate had become exposed in the surface of the tipping floor. Please maintain the integrity of the tipping
floor to prevent future deterioration of the surface and plan for any future repairs.
7. The floors and walls of the transfer station are washed daily, and facility staff pressure wash the floors and walls of
the transfer station monthly.
8. A slight amount of waste was observed in the trailer loading bay. Waste observed appeared to be no more than that
is generated from daily activities.
9. The leachate drain at the entrance to the tipping floor was free of debris and flowing properly. The leachate drain
empties into the trailer loading bay.
10. Debris was observed in the leachate drains located along the loading bay push wall. Discussed with facility staff
checking the drains periodically during the day to ensure they are free of debris.
11. The leachate drain along the exterior wall in the trailer loading bay was free of debris and flowing properly.
12. Leachate is discharged into the Rowan County Sanitary Sewer system. The grit chamber and oil -water separator
were inspected and cleaned out by Crystal Clean in September 2022.
13. Zero Waste was on -site August 2022 to pressure wash the inside and outside of the transfer station.
14. An enclosed container is staged beside the transfer station for temporary storage of wooden pallets and tires.
15. Reviewed waste screening records from January 2022 to December 2022. Any unacceptable waste observed was
noted on the waste screening forms along with actions taken to dispose of those waste. The facility is in accordance
with the 15A NCAC 13B .0405(8)(A) in meeting the requirement for screening incoming loads weekly.
16. The transfer station scales were last certified on November 2, 2022, for tolerance by Fairbanks Scales out of
Huntersville.
