ADDITIONAL COMMENTS: 01 - This Facility has several Locking gates and fencing for security. 02 - Signage is posted and has required information. 03 - Roads are constructed off all-weather materials and are maintained.
04 - Facility is permitted to receive waste from Edgecombe, Nash, Halifax, Wilson, Martin and Pitt Counties. 05 - The Waste from this Transfer Station is permitted to be taken to The East Carolina Regional Landfill (08-03) and/or to Sampson County Disposal, LLC (82-02). 06 - This facility has 4 Certified Transfer Station Operations Specialist: Travis D. Hudson: expires 12/08/2024, Gloria A. Moseley: expires 10/20/2023, William Exum, expires 9/21/2023 and Brandon Kelly, expires 7/9/2024. 07 - Facility has 2 loaded trailers and 5 empty trailers stored on-site during this inspection.
08 – No leaks were noted on loaded trailers during this inspection. 09 - Windblown trash was not an issue during this inspection. 10 - Facility on had 1 operator working the transfer station during this inspection. 11 -The tipping floor only had 1 operator to load trailers and pulling out loaded trailers and replacing with another empty to be loaded. 11 - Behind the push walls were clean and free of debris. 12 - 1 truck had unloaded and not closed the dump bed down and leachate spilled out onto the tarmac. Stop this. 13 - Need to ensure incoming waste is halted during times when 1 operator is not at the tipping floor. 14 - Staff stated that a cable and sign will be place at the entry to stop incoming loads during this type of issue. 15 - Leachate system appears to be working properly and storage tanks have plenty of storage. 16 - Leachate removal records were not reviewed during this inspection. 17 - Transfer Station screening records were not reviewed during this inspection. 18 - Incoming load receipts were not reviewed. 19 - Be sure to monitor your fuel barrel. Slight spillage. Need to clean up contaminated soil if happens.

The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
