The MSW operations will occur inside the metal building or under roof and will be unaffected during rain events. The C&D waste and C&D like wastes will be unloaded for initial screening and processing onto a concrete pad located outside of the building. These materials will be separated for resale as recovered materials and loaded into containers or trailers for shipment off -site to end use recycling companies or for final disposal. Some materials may be further processed inside the MRF using equipment and hand picking/sort lines. Outside processing of waste materials will cease during precipitation events and a tarp will be deployed over the waste to reduce contact with stormwater. MSW and C&D residuals with no value will be loaded onto transfer trailers or open top containers for transfer to an appropriate permitted C&D or MSW landfill. F e l ix, rr I n c deer. go v 3.3 Facility Operating Hours Normal hours of operation will be 4:00 am to 8:00 pm, Monday through Friday and 6:00 am to 6:00 pm on Saturday. Due to the rise in construction activity in and around the Raleigh market area, this facility has seen an increase in material volumes and will operate on a 24-hour basis to keep up with the demand for this service. Holidays observed will include New Year's Day, Thanksgiving and Christmas. Additional days may be added based on facility demand. The Facility will operate an estimated 310 days per year. 3.4 Facility Access Facility access is from EBY Drive off Garner Road. Entry into the MWP and Transfer Station area is controlled by the scalehouse attendant. Fencing and gates are used to prevent unauthorized access. Roads and/or driving areas are either concrete or asphalt paved and will be maintained in good condition. Wall Recycling, LLC Facility Operational Plan June 2020, Rev. 2022 3 Wall Recycling MWP & TS 3.5 Signage A sign will be posted at the Facility entrance with the Emergency Contact Name and Phone Number, Permit Number, Types of waste accepted, types of waste prohibited and operating hours. Traffic control signs will be used to manage the flow of traffic. 3.6 Personnel Personnel for the site will include a Manager of Transfer Station Operations, responsible for the daily operations of the Facility. In addition, the Facility will have a Site Supervisor, Scalehouse Attendant, Equipment Operators and Laborers. The Owner maintains Managerial and Administrative staff at their offices next door. Third party consultants and contractors may be used as necessary to complete identified tasks. 3.7 Equipment Typical equipment for the MWP and Transfer Station Facility will include an Excavator, Frontend Loader, Maintenance/Fuel Truck, Roll -off Truck, Transfer Trailers and Pick-up Truck. Equipment operations and maintenance will occur as per their respective manuals. 3.8 Health and Safety A Health and Safety Plan for Facility Personnel will be used to provide the necessary training required for compliance with the Occupational Safety and Health Administration (OSHA) and other State Health and Safety standards for this type of operation. 3.9 Waste Acceptance & Traffic Flow The MWP Area will receive C&D wastes and C&D like wastes for processing into resaleable products including recoverable materials and recyclables. MSW materials will be directed inside the metal building, onto the tipping floor area for unloading and loading into transfer trailers for disposal off -site. Wall Recycling, LLC Facility Operational Plan June 2020, Rev. 2022 4 Wall Recycling MWP & TS All incoming waste loads will be received at the scalehouse, noted as to County of origin, and directed to the MWP Area or the Transfer Station tipping floor for processing or loading. Like tons of waste will be directed to a permitted facility with a service area that can accept the waste based on its' origin. A tracking sheet will be developed and maintained as part of the operating record. Traffic flow arrows have been added to the Existing Conditions Drawing (Figure 2). This facility will be able to handle 1,500 tons per operating day with an estimated 200 in -bound truck loads and 75 out -bound transfer trailers. We estimate that 80% of the waste stream will be C&D and 20% MSW. The primary limiting factor to any transfer station is having a sufficient amount of trailers, tractors and drivers to move the waste out of the facility and returning empty trailers for loading. 3.10 Waste Screening & Processing Initial waste screening occurs at the scalehouse with the identification of the type of waste and a visual inspection of the load. Material that is determined to be a C&D waste or C&D like waste will be directed to the MWP Area. MSW will be directed to the Transfer Station tipping floor by the Scale Attendant. Secondary waste screening will occur at the unloading area and will typically be completed by the Equipment Operator. A Debris Screening Form, Appendix A, will be completed on 5% of the incoming loads to the transfer station based on the previous year's average daily intake volume as reported in the Facility Annual Report. Prohibited waste loads will not be allowed to unload at this Facility. In the event that prohibited waste is unloaded on the tipping floor or in the MWP area, it will be identified, kept separate from other acceptable wastes and/or recovered materials and reloaded (if possible) onto the truck that carried it in. If the material cannot be reloaded, it will be kept separated and contained away from the operating area until Site Management or DEQ decides on handling procedures. Notification to NCDEQ will be made for any prohibited waste loads received and a record maintained in the Operating file. The Wall Recycling scale ticket requires that the driver sign the ticket, "Certify that this load does not contain any unauthorized waste." Incoming materials will be unloaded on the MWP Area tipping floor. An excavator with a thumb attachment will remove, sort and reload metals and other Wall Recycling, LLC Facility Operational Plan June 2020, Rev. 2022 5 Wall Recycling MWP & TS recoverable and recyclable materials (including but not limited to, clean wood, concrete, unpainted brick/block, cardboard) from the waste stream for sale. Residual materials and materials with no value will be loaded into transfer trailers for permitted disposal locations off -site. C&D waste materials have a greater potential for containing asbestos. Known asbestos containing materials will not be processed at the MWP area and will be directed to a landfill facility that can receive this type of waste. The Guidelines for Handling Asbestos Containing Building Materials at C&D Recycling Centers in North Carolina is included in Appendix D. MSW will be unloaded onto the tipping floor and reloaded into transfer trailers using an excavator with a thumb attachment or a frontend loader. Loads that contain significant quantities of a recoverable or recyclable material (aluminum, steel cans, glass bottles and cardboard) will be separated using the excavator and reloaded into transfer trailers or open top containers for sale off -site. Residuals and waste with no value will be loaded onto transfer trailers for disposal at a permitted, MSW Landfill. The MSW tipping floor will be washed on a regular basis to maintain the facility in a sanitary condition. Wash down water and other waste generated liquids will be collected via the floor drain and the leachate storage tank for off -site treatment at a POTW. Any recovered or recyclable materials will be removed in quantity within a 1-year time frame from initial receipt at the Facility. 3.11 Waste Disposal C&D waste, C&D like waste or MSW that is processed at this facility will either be loaded into open top containers for resale or recycling off -site or will be loaded into transfer trailers for disposal at an appropriate, off -site, permitted landfill. All loads will be identified as to their County of origin so that "Like" tons can be directed to a disposal facility that can receive wastes from that County. Permitted C&D landfills that will be used for disposal include Gold Hill Road C&D (#7606), Red Rock Disposal (#9228), Brownfield Road (#9231) and Greenway Waste (#9230). Permitted MSW landfills that will be used for disposal of MSW and/or C&D include Upper Piedmont (#7304), Great Oak (#7607), Sampson County (#8202) and South Wake (#9222). Crushed concrete, stone and clean soils may be stockpiled onsite for sale to various landfill facilities and other customers in the area. 3.12 Stormwater Management Stormwater will be managed according to the Facility's General Stormwater Permit. Run-on will be directed away from the MWP Area using berms, stormwater channels or trench drains. A metal building with a concrete floor will be used for the MSW area. The trench drain was updated, based on NCDEQ comments received, to direct stormwater away from the waste material and to prevent additional leachate from being generated. Access roads will be concrete or asphalt. MWP areas for inert debris items may occur off the concrete or paved areas. These areas will have perimeter vegetative buffers and other measures as per the requirements of a general stormwater permit. 3.13 Erosion and Sediment Control No land disturbance activities are anticipated for this Facility. 3.14 Emergency Response In the event of an emergency, the Facility Manager will be notified. If outside assistance is required, 911 will be contacted. In most fire instances, on -site equipment will be utilized to control, contain and extinguish the fire if it occurs outside the building. Dirt covering is the preferred method for extinguishment. Water may also be used if dirt or an excavator is not available. If a fire occurs inside the building, 911 will be contacted to summon the City of Raleigh F.D. All fire events must be verbally reported to NCDEQ within 24 hours of the event with written notification on the prescribed form within 15 days. See Appendix B. Wall Recycling, LLC Facility Operational Plan June 2020, Rev. 2022 7 Wall Recycling MWP & TS 3.15 Windblown Litter MSW unloading will be protected from the wind by unloading and reloading MSW inside the metal building. The MWP` area is protected from the wind on two sides by other Facility buildings. The Facility also has a perimeter chain link fence and a recovered material berm to protect the railroad right of way from windblown litter. If windblown litter does occur, these materials will be collected and returned to the processing area at the conclusion of daily operations. 3.16 Vector Control Vectors will be controlled with specific traps for either insects or rodents. MSW materials will be loaded into transfer trailers or open top containers daily. No MSW will be allowed to remain on the floor of the transfer station overnight. 3.17 Personnel Training An NCDEQ, certified operator will be onsite during operating hours. Additional training will be conducted in-house or by third party consultants/vendors on an annual and as needed basis to educate current and new employees on the requirements contained within the NCDEQ Solid Waste permit, NCDEQ Stormwater permit, this Operations Plan and OSHA safety regulations. 3.18 Operating File An operating file will be maintained at the Facility and will include at a minimum, a signed copy of the Permit to Operate, the Operations Plan, other Facility permits, scale house records including tons received by type, origin and amount of waste received by County, disposal records, amount and type of material recovered or recycled, sale of material records, waste screening forms, inspections, correspondence, site drawings and other documents pertinent to the operation and compliance of this Facility.
