Area President Meridian Waste North Carolina, LLC 424 Warehouse Drive Raleigh, NC 27610 PARTICIPANTS: Jason Watkins, NC DEQ- Solid Waste Section Josh Daher, Meridian Waste JD Morgan, Meridian Waste – Scale house Attendant STATUS OF PERMIT: The Permit to Operate (9241-TRANSFER-2020) was issued to Meridian Waste North Carolina, LLC and Morrisville Transfer Station, LLC on July 1, 2020, and will expire on August 2, 2077. PURPOSE OF SITE VISIT: Routine Inspection STATUS OF PAST NOTED VIOLATIONS: Violations of 15A NCAC 13B .0203(d) and 15A NCAC 13B .0405(a)(11) noted in the October 12th report were resolved on October 21st via submittal of photos and disposal tickets of removed waste. OBSERVED VIOLATIONS: A. 15A NCAC 13B .0203(d) “By receiving solid waste at a permitted facility, the permittee shall be considered by the Department to have accepted the conditions of the permit and shall comply with the conditions of the permit. From Attachment 3 of the approved permit: 1. Condition Part I (3) Interior roadway must be of all-weather construction and maintained in good condition. Condition Part VI (7) (a)The tipping floor and transfer trailer loading area must be maintained in a clean, sanitary condition at all times and must be cleaned at least daily in accordance with the approved Operational Plan. ADDITIONAL COMMENTS 1. Facility averaged just under 70 tons/day MSW waste during Q3 that was hauled to Lunenburg VA. All C&D waste is being hauled to Shotwell Landfill in Wake County unless diversion is needed, then its hauled to Brownfield Rd. C&D. 2. As noted in the observed violations area above, the area of damaged asphalt shall immediately be repaired to address standing water and waste coming into contact with water. Additionally, the stockpile of scrap metal and concrete in this area is preventing efficient flow of vehicle traffic to/from the tipping pad. All standing water must be collected and removed in accordance with 15A NCAC 13B .0405(b). 3. In addition to the damage area noted above, two other areas of pavement need repair in the near-term to prevent additional issues. One is adjacent to the loading bay for the C&D trailer and the other is at the rear right corner of the transfer station building. Please note that none of these areas were noted as damaged during the June 2021 Damage to the apron area of the C&D tipping pad combined with storage of scrap metal and concrete is causing standing water. Further waste has been allowed to come in contact with this stormwater. The facility allows waste haulers to temporarily store containers along the facility perimeter. Two of these containers were observed to be containing waste. This waste should be immediately removed and properly disposed (photo below). 5. As discussed on site, the manner in which waste containers are being stored on site is prohibiting proper cleanup of litter on a daily basis as require by permit and rule. This is also leading to litter possible getting into storm drains (photo below). Please ensure all waste is collected daily and some type of inlet protection is installed around all storm drains. 6. A fuel tank for facility equipment was observed being stored in a waste container on site. As noted, this container also had other wastes in it, as well as being riddled with holes that do not prevent leaks. Additionally, the container was being stored on a sloped area of the parking lot making runoff potential even greater. Please correct this issue as discuss. 7. Ingress/Egress of trucks coming to the tipping area compounded by the closeness to the scales for exiting trucks is horribly inefficient and dangerous at times. Further, it is creating restrictions on the ability to manage both the MSW and C&D tipping areas simultaneously to ensure that waste types are properly segregated, etc. Extensive and immediate changes in this area of the operation are needed before they result in violations of your permit, or worse, someone is injured due to the uncontrolled movement of people, trucks, and other heavy equipment. 8. The damaged, partially buried in the mud OTR waste trailer needs to be removed, repaired, etc. It’s been on site for several months now and that area is not designated for any type of storage of this nature.
