Fremont, NC 27830 PARTICIPANTS: David Newsome – Owner John College – NCDEQ-DWM-SWS-FOB STATUS OF PERMIT: Active. Permit was issued on December 16, 2016. The Permit to Operate expired on December 16, 2021. Renewal Application has been sent to DWM and has been received, per Donna Wilson. PURPOSE OF SITE VISIT: Comprehensive Facility Compliance Inspection. STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: 15A NCAC 13B .1406 (19) (a) (d). and/or 130A-309.25 and 15A NCAC 13B .1408 (a) (2) & (a) (6). The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 5 ADDITIONAL COMMENTS: 01 - The properties approved for this facility are recorded in the Wilson County Register of Deeds office, Book 2468 – page 881 and Book 2508 – page 955. Wilson Co. PIN# 3637-35-1432. 02 - The total property acreage is 325 acres. The actual composting area is approximately 7.7 acres. 03 - The Permit to Operate – Large Type 3 Compost, was issued 12/16/2016 and expired on 12/16/ 2021.Donna Wilson (919-707-8255) (project engineer) with the DWM Engineering Branch has confirmed (11/16/2022 - email) your permit renewal is in process. 04 - This facility also has an adjoining SDTF 98-08 and an SLAS 98-08 permitted facilities. 05 - Facility has a permanent sign posted with all required information. New signs have been installed to replace the faded ones. 06 - Facility has a locked gate at the entrance and a chain link fence on the road frontage. 07 - Interior roads are made of all-weather construction (gravel & sand) and are being maintained. 08 - No Leachate observed outside of permitted footprint. Edge of waste markers installed but 1. 09 - Windrows do not exceed size requirements of 6’ high and 10’ wide. 10 - Has adequate fire lanes between windrows and looks good. 11 - Holding tank area is well maintained. 12 - Non-conforming waste in compost piles has increased. Need to remove from feedstocks before the compost process. 13 - Temperature records and windrow turning records were reviewed and found to be up to date. On same information sheet. 14 - Incoming records were reviewed. Grease only. Have land application (removal) records available as well per 15 - Facility has bailed hay and mulch stockpiled for feedstock onsite. Need documents.15A NCAC 13B .1408 (a) (6). (attached to inspection email) 16 - The new surface water swales and seeding of those areas are looking good. 17 - BE SURE TO CALIBRATE TEMPERTURE PROBE. Keep documentation of this. Can put multiple years on same sheet. 18 - Facility has fire suppression equipment available.2 B/C fire extinguishers, hoses and a water tanker. 19 - Water tanker also used for dust control. 20 - Facility has vector control in place. 21 - Need to update records with required compost (waste) analysis. Permit condition on page 6, #16 of expired permit. Has taken to Lab. 15A NCAC 13B .1408 (a) 2. (attached to inspection email) 22 - Mr. Newsome has not been to the compost training class. Need to get ASAP. 15A NCAC 13B .1406 (19) (a) (d) (i). And/or 130A-309.25 (attached to inspection email). 23 - Digital pictures were taken and some attached to this report. 24 - Overall management of this facility appears to be good.
