STATUS OF PERMIT:
LCID Notification issued March 15, 1995. The Notification is described by the deed recorded in BOOK: 708 PAGE:
931. 660 1 -MSWLF- 1982 landfill has closed.
PURPOSE OF SITE VISIT:
Compliance Inspection
STATUS OF PAST NOTED VIOLATIONS
None.
OBSERVED VIOLATIONS
A. 15A NCAC 13B .0566 (2), "Solid waste in the landfill shall be compacted. Slopes shall not exceed a ratio of
three horizontal to one vertical at any time."
RESOLVED: During this inspection, the working face was small and compact. The side slopes had been sloped
to a three horizontal to one vertical ratio. Continue to compact, cover and slope the waste.
B. 15A NCAC 13B .0566 (3), "All waste shall be covered with no less than six inches of soil monthly, or when
the working face reaches one acre in size, whichever occurs first."
RESOLVED: The waste had been covered and sloped, with the exception of a small and compact working face.

Cover soil was staged at the facility. Continue to ensure that the waste is covered monthly, or when the working
face reaches one acre in size, whichever occurs first.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
ADDITIONAL COMMENTS:
A copy of the new LCID rules, which became effective on January 1, 2021, are provided with this report. Please
read through the rules and contact me if you have any questions. Based on rule 15A NCAC 13B .0563 (6), within
5 years of the effective date, notified LCID landfills will need to be properly closed or obtain a permit from the
Division of Waste Management.
1. The site has signage posted at the entrance of the facility.
2. The access road is of all-weather construction and appears to be properly maintained.

3. The working face was identified to be small and compact. A stockpile of cover soil was observed near the working
face.
4. Numerous piles of soil or ditch cleanings generated by NCDOT, were observed to the south of the working face.
Mr. Pernell stated that NCDOT would be removing the soil/ditch cleanings from the facility.
5. 15A NCAC 13B .0201 (g), "Disposal area boundaries for landfills permitted in accordance with Section
.0500 or .1600 of this Subchapter shall be delineated with stationary markers affixed to the ground. The
markers shall be of height and spacing so that they are distinguishable from the surrounding landscape,
and so that the adjacent markers are visible when standing at a marker." Edge of waste markers were not
observed at the facility. Permanent, clearly visible edge of waste markers must be established at the site,
showing the under two -acre disposal boundary.
6. The LCID had been graded and no areas of standing water were observed.
7. The LCID had been mowed since the last inspection.

8. A convenience site is located at the closed MSWLF and is used for tires, used pesticide containers, white goods and
C&D waste.
9. Numerous electronic goods were being stored on the ground, outside of the maintenance building. Several of the
televisions were lying face down on the gravel. Several pallets of electronic goods stored were within the
maintenance building. Mr. Pernell state that the electronics are picked up approximately once a yeat. The electronic
goods should be stored upright to prevent glass breakage and under cover to protect the recycling value.
10. White goods are stored upright on the concrete pad. Metal recyclables were stored on the concrete pad, adjacent to
the white goods, and is of manageable size. Continue to ensure that all metal recyclables and white goods are stored
on the concrete pad and recycled in a timely manner.
11. The shingle recycling area was clean. The shingles are picked up by a recycler on an as needed basis.
12. Open roll -off containers of C&D waste are located to the east of the concrete pad. Mr. Pernell stated that GFL
Environmental picks up the containers of C&D waste as needed.
13. The pesticide containers to be recycled are being stored within an enclosed trailer.
14. Tires are placed within an enclosed trailer. The tires should be laced together so that more tires may be place within
the trailer.
15. Edge of waste markers were observed around the closed MSWLF and yard waste area.
16. The closed MSWLF has been mowed.
17. The monitoring wells were locked and properly labeled.
18. Digital photographs were taken during the inspection.
