The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
ADDITIONAL COMMENTS
1. The facility consists of a transfer facility, convenience area for recyclables, tires, cardboard, metal, construction
and demolition debris, brush, rigid plastic, white goods, batteries, antifreeze, used oil and electronics.
2. The required signage is posted at the entrance of the facility to prevent unauthorized access.
3. The facility if secured by an automatic gate at the entrance of the facility.
4. The facility is permitted to receive solid waste generated from within Iredell County.
5. All waste is taken to the Iredell County MSWLF (Permit # 49-03).
6. No unacceptable waste streams were observed.
7. The aggregate had become exposed in the surface of the tipping floor. Please maintain the integrity of the
tipping floor to prevent future deterioration of the surface and plan for any future repairs.
8. The tipping floor slopes towards the lower trailer loading bay. The floors and walls of the transfer station are
washed daily. The wastewater is collected by drains in the lower trailer loading bay.
9. Facility staff pressure washed the tipping floor, push walls and trailer loading bay on November 11 & 15, 2022.
10. No waste was observed in the drain at the end of the truck turn around area.
11. A slight amount of windblown waste was observed around the entrance and exit to the trailer loading bay.
Windblown observed appeared to be no more than that is generated from daily activities.
12. A slight amount of waste was observed in the trailer loading bay. Waste observed appeared to be no more than
that is generated from daily activities. At the end of each working day all trash is picked up and the trailer
loading bay is washed down.
13. The leachate drain closest to the entrance to the trailer loading bay was not draining properly. Facility staff
cleared the debris and the drain began flowing freely. Discussed with facility staff checking the drains before
the next empty trailer is pulled into the loading bay.
14. The drains from the trailer loading bay flow into an oil -water separator. The grit chamber and oil water
separator were last pumped February 2022 by Universal Environmental Services, LLC. and they removed 887
gallons.
15. Leachate is discharged into the Town of Mooresville Sanitary Sewer system.
16. Eight fire extinguishers are available throughout the facility and located in heavy equipment for fire
suppression.
17. White goods are staged on a concrete loading dock. CFC's are removed by facility staff and then loaded into a
container. All metal is taken to Gordon's Metal in Statesville.
18. Observed electronics palletized and staged for Powerhouse in Salisbury to pick-up.
Records Review
19. The average daily tonnage from October 2021 to December 2021 was 201.24 tons per day and from January
2022 to October 2022 was 198.69 tons per day. The facility received 51,866.05 tons and transferred 51924.6
tons of waste from January through October 2022.
20. Reviewed waste screening records from January 7, 2022 to November 10, 2022. Any unacceptable waste
observed was noted on the waste screening forms along with actions taken to dispose of those waste. The
facility is in accordance with the 15A NCAC 13B .0405(8)(A) in meeting the requirement for screening
incoming loads weekly.
