Hodges, Harbin, Newberry & Tribble, Inc. (HHNT) is in receipt of your email, dated September 16, 2022,
regarding the revised closure cost estimate for the Morrisville Transfer Station. Below are your comments
in italics and our responses in bold.
1. Comment: The Section appreciates the cost submittal for Morrisville TS. The Section is going
to reject this estimate at this time. We would appreciate a further understanding
why the current estimate of $64,350 is significantly lower than the existing 2022-
year financial assurance estimate of $234, 501.00. The existing financial assurance
cost is for 5, 000 tons of excess waste. It appears the current cost estimate is only
for 1,650 tons of waste disposal.
Response: The updated closure cost estimate of $64,350.00 accounts for 1,650 tons of
excess waste disposal. This value equates to the approximate total tons that
would be received in one operating week based on the tonnage intake
documented on the 2021-2022 Annual Report and 286 operating days per
year. One week's worth of tons is considered the maximum number of tons
that would exist on -site in the event the facility closed.
The $29.00 rate of disposal used for this calculation is based on the
transportation rate by the contracted third party for the site, plus the disposal
fee blended for MSW and C&D waste that Meridian receives at each landfill
where Meridian is guaranteeing the airspace for disposal. This is the rate that
would be used in the event the facility closes. The gate rate that is posted at the
site is the rate that small haulers pay, which do not have contracts with
Meridian, should they use the transfer station un-announced.
