PURPOSE OF SITE VISIT: Comprehensive Inspection – Follow Up STATUS OF PAST NOTED VIOLATIONS: NA OBSERVED VIOLATIONS: NA The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. David Powell with the Section inspecting Hoke County landfills for a follow up. Met with April King, representing Hoke County as Hoke County Solid Waste Director. Ms. King walked with Section staff during inspection. Site has an LCID, 2-acre YW staging and processing area and an animal burial unit. 2. Previous inspection indicated Edge of Waste (EOW) markers were needed to mark the 2-acre limits of the YW area. This area should also be in correct positioning to meet the 2-acre limits, with respect to the property line buffer of 100 feet. Ms. King has had a surveyor to come and mark the area along the property buffer, but the 2- acre area and the EOW markers need to be better suited to meet the YW storage and processing area onsite. The area marked isn’t aligning with previous map, onsite operations and how the County wishes to operate. Records show an approved map, “Sheet 3” (FID1472960), dated November 2, 2020, that indicates a general area for the YW and the active areas/limits of the LCID. Based on the inspection, records review and discussion with Ms. King and Section Permitting, the YW area needs a new area marked and a map created documenting the corners. The four corners should be marked, specifically by GPS coordinates for their exact location, that more closely align with the previous approved map, align more closely with current operations onsite and how the County wishes to operate, with respect to buffers and 2-acre limits. The operations onsite are separated by the center road through the 2-acre area, in which on side takes new yard waste and the other side is for windrows after grinding. Refer to Engineering firm/consultant if needed for this task. Hoke County/Ms. King should work with a surveyor and mark out this appropriate 2-acre YW area, with respect to buffers, and install permanent EOW markers, update the map and submit it to the Section. All other items on previous map should be present on new map and indicate/update as to what’s current onsite as well. This should be updated with Hoke Counties records and operations plan. This should alleviate any misunderstandings onsite as to the proper area and clear up any confusion onsite and what the old map may have created. All operations should align with permit, approved operations plan and approved mapping. Partial image of Map dated Nov 2, 2020, needs updating. (FID1472960). Red outlined area is YW area in question. Please keep older cells mowed and trees and shrubs from growing. Must maintain side slopes and inside limits of disposal. Shrubs/trees removed. Shrubs/trees removed. LCID working face has been covered and sloped appropriately. Be sure and cover waste within 30 days of waste acceptance or when waste reaches one acre in size, whichever occurs first. EOW markers were installed or upgraded current ones that were left standing on active LCID. Older Cells need EOW markers as well, marking the limits of disposal on all cells. They should be outside marking the entire LCID limits and doesn’t need to mark each individual cell. Hoke Counties LCID is pretty much square shaped in each cell, and rectangular in its entirety. EOW markers only needed on the four corners of the active LCID. One should be visible to another, suggest tall white PVC pipe. So follow up will be looking for EOW markers around LCID as a whole, old and new cell, and EOW markers on the four corners of the active LCID cell. Working face, covered and sloped. An attendant should be on duty at all times while the landfill/YW area is open for public use to assure compliance with operational requirements and to prevent acceptance of unauthorized wastes. It is recommended that facility staff accompany customers to the LCID and YW areas when dumping to better screen waste to ensure only acceptable waste is received. This would limit unapproved wastes and add more control of where waste is placed onsite. 6. Much has been done to fix issues at Hoke County. Ms. King has made many improvements onsite, thank you and good job. Maps/Documents should be emailed ASAP and EOW markers put in place for LCID and YW area. Operations inside the YW area should be adjusted to fit the new area, once approved and markers in place, and should be kept in this area. Please be sure and keep good windrows, with This may alter the number of times a year the County must grind, process, and haul away waste to proper disposal site. 7. Corrective actions are necessary as result of this inspection. Corrective actions should be completed within 60 days from the date of this inspection report sent. Failure to resolve these matters may result in further enforcement action. Requested documents should be submitted to Ming Chao, Section permitting, and David Powell. A follow up may be conducted once these issues are addressed in the given time frame or shortly after.
