S&ME, Inc. (S&ME) on behalf of our client, Merritt-MW1, LLC, is submitting this Work Plan to conduct assessment
activities at the Sir Walter Gun Club Brownfields site (BF ID # 23068-19-092). Merritt-MWI, LLC has purchased the
Site and plans to redevelop the Site under the North Carolina Department of Environmental Quality (NCDEQ)
Brownfields Program (NCBP). This work plan is prepared based on the Letter of Eligibility (LOE) dated January 14,
2020 and the prospective developers plans to redevelop the site. This Work Plan is intended to collect additional
data to establish baseline conditions and address environmental data gaps.

1.0 Introduction

The subject property consists of two parcels totaling approximately 45.50 acres (Figure 1). Parcel 1 is 5.35-acres,
is identified by Wake Co PIN 1744479093, and is located northeast of the Hampton Inn & Suites at 405 Hinton
Oaks Blvd. Knightdale, NC 27545. Parcel 2 is 40.15-acres, is identified by Wake Co PIN 1744566986 and is located
north of Target at 1000 Shoppes at Midway Dr, Knightdale, NC 27545. Parcel information was obtained from the
Wake County GIS website. Initial environmental information for the project was obtained by S&ME, Inc (S&ME)
through the performance of a Phase I Environmental Site Assessment (ESA) in accordance with ASTM E1527-13.
S&ME's Phase I ESA Report, dated November 1, 2019, identified the past use of the property as the Sir Walter Gun
Club as a recognized environmental condition (REC).
The Sir Water Gun Club was previously located on a portion of the subject property. S&ME performed assessment
activities at the former gun club location for the Sir Walter Gun Club in 2010 and 2011, to assess whether the
former gun club operations had impacted soil at the subject property. S&ME's assessment activities documented
the presence of lead and polyaromatic hydrocarbons (PAHs) in the soil of the rife range impact berms on the
subject property at concentrations greater than North Carolina Department of Environmental Quality (DEQ)
Inactive Hazardous Sites Branch (IHSB) preliminary soil remediation goals (PSRGs). Additional assessment of the
subject property was completed by AMEC Environment & Infrastructure, Inc. (AMEC) in February 2012 to
approximate the extent of areas impacted by the former Gun Club operations. Results of the AMEC assessment
indicated soil downgradient of the rifle range was not impacted. Through sieve analysis, AMEC determined that
shot concentration in the soil was estimated to be 770 to 3,500 mg/kg, but did not analyze the soil samples for
total metals as part of the assessment. The subject property is listed as the Sir Walter Gun Club in the IHSB
database (subject property ID# NONCD0000019).
S&ME completed a geotechnical exploration and environmental assessment for the property in November 2019.
This included the installation and subsequent sampling of four groundwater monitor wells, the collection of three
sediment samples, and the collection of three surface water samples from Milburnie Creek. Samples were
submitted for laboratory analysis of volatile organic compound (VOCs), semi -volatile organic compounds (SVOCs),
and total lead. A report documenting the results of the November 2019 assessment was submitted to Mr. Brad
Atkinson on April 8, 2020. The report indicated none of the target constituents were detected above their
respective standards.
On November 18, 2019, Ms. Ms. Mary Katherine Stukes with Parker Poe Law Firm, on behalf of Merritt-MW1, LLC
(Merritt), submitted a Brownfields Property Application to the North Carolina Brownfields Program (NCBP). On
January 14, 2020, the NCBP issued a Letter of Eligibility for the subject property, which was sent to Merritt.
Merritt's proposed future development of the site will include five flex space buildings, along with associated
parking lots, access drives and a stormwater pond. Preliminary grading plans were provided to S&ME, which are
included as Appendix I. Based on the plans, approximate finished floor elevations (FFE) will be 288 feet (Building
Al), 290 feet (Building A2), 296 feet (Building 131), 294 feet (Building 132), and 290 feet (Building 133). This Work
Plan is intended to collect additional data to establish baseline conditions and address environmental data gaps.

Based on previous environmental assessment reports, the soil impact berms from the rifle range are known to
contain PAHs and lead at concentrations greater than their respective PSRGs. Additionally, through sieve analysis,
AMEC determined that shot concentration in the soil was estimated to be 770 to 3,500 mg/kg, but did not analyze
the soil samples for total metals as part of their assessment. To assess onsite media that may have been impacted
by historical use of the site as a gun range, S&ME proposes to collect additional soil samples for laboratory
analysis. Should the soil sampling indicate impacted media exists beyond the impact berms, additional
assessment may be warranted. The following scope is planned to assess the site.
Environmental Soil Assessment - Soil samples to document potential impacts from historic site operations will
be collected at 30 locations depicted on Figure 2. The locations depicted have been selected to widely cover the
site and to focus on the two areas of concern, the rifle range and skeet and trap field. Samples will be collected
using a decontaminated, stainless -steel hand auger from the ground surface to approximately six inches below
the ground surface (bgs) and from approximately 12 to 18 inches bgs. at each location to be submitted for
laboratory analysis.
Geotechnical Soil Assessment — Typically, surficial topsoil is considered geotechnically unsuitable due to high
organic content. During site development, the top 6 inches of topsoil (or slightly deeper depending on how thick
topsoil is) is typically stripped off and is exported off -site or placed in non-loadbearing locations. Because the
surficial soils at the subject have the most potential to be contaminated from the site's historical use as a gun club,
the geotechnical conditions of the soil will be further evaluated to determine:
1) How much near surface vegetation/ pine straw/rootmatt is present.
2) How thick is the topsoil beneath the surficial materials.
This information will be used to evaluate how difficult it will be to separate the surficial materials from the
underlying topsoil material; to estimate the potential volumes of geotechnically unsuitable material that may be
handled when the surficial topsoils are stripped; and to develop recommendations for the handling of material
that must be stripped from the site prior to construction.
2.2 Project Management, Health and Safety Plan, and Coordination:
Prior to mobilizing to the site to conduct the proposed sampling, S&ME will conduct the following:
Prepare a health and safety plan to comply with currently proposed site activities, in accordance with 29
CFR 1910.120 as required by the Occupational Safety and Health Administration (OSHA);
Contact NC 811 prior to mobilizing to the site to locate public underground utilities at the property
boundaries.
Coordinate with a North Carolina certified laboratory for the proposed soil analyses with Level 2 Quality
Assurance/Quality Control (QA/QC) data package. The laboratory selected will be contacted prior to
sampling to confirm that reporting limits will be below the applicable NCDEQ media standards and
screening levels.

The field assessment activities are planned to begin within one week following approval of this Work Plan and will
be completed within two days once the assessment has begun. S&ME anticipates submitting a draft summary of
findings approximately one week after receipt of final laboratory results. The general site assessment schedule is
presented below.

3.0 Sampling Methodology
Sampling and assessment will be conducted in general accordance with the guidance provided in the NCDEQ
Inactive Hazardous Sites Branch (IHSB), Guidelines for Assessment and Cleanup of Contaminated Sites, dated
January 2020. In addition, field procedures will be in general accordance with the U.S. Environmental Protection
Agency (USEPA) Region IV Science and Ecosystem Support Division (SESD) Field Branches Quality System and
Technical Procedures.
S&ME proposes to collect 60 soil samples from the 30 boring locations depicted on Figure 2. The field activities
for the installation of the soil borings and soil sample collection will be generally conducted as follows:
Soil borings will be conducted using a stainless -steel hand auger that will be decontaminated between
each boring location by removing solids/soils from the sample bucket, rinsing with water, scrubbing the
sample bucket and rod using a nylon brush and a mixture of alconox or liquinox and water, rinse with
deionized water.
At each boring, soils samples will be collected from two intervals
• 0 to 6 inches below ground surface (bgs)
• 12 to 18 inches bgs.
The soil samples selected for analysis will be placed into laboratory -supplied containers, labeled, stored
on ice, and shipped under standard Chain -of -Custody procedures to a North Carolina certified laboratory
to be analyzed for VOCs by EPA Method 8260B, PAHs by EPA Method 8270D, and for total lead by EPA
Method 6010. The samples collected from the 12 to 18-inch interval from each boring will be submitted
to the laboratory on hold to only be analyzed, only if the 0 to 6-inch interval indicates the presence of
contamination.

A geotechnical professional will visually classify the soils encountered in each of the proposed 30 environmental
soil sample borings, with specific focus on the thickness of the topsoil layer is at each location.
After completion of the environmental soil sampling and geotechnical soil analysis, the borings will be located
using a handheld GPS capable of sub -meter accuracy and the borings will be abandoned by filling with the
remaining soils removed during advancement.
4.0 Laboratory Analysis
As specified in EPA SW-846 methods, soil samples will be analyzed for VOCs by EPA Method 8260B, PAHs by EPA
Method 8270D, and for total lead by EPA Method 6010.
The laboratory selected to perform the sample analyses will be a North Carolina certified laboratory. Reporting
Limits/Method Detection Limits will meet applicable screening criteria (to the extent feasible). Laboratory reports
will include reporting of J-Flags to meet criteria. Analytical Support Level II QA/QC data packages will be specified
for all samples submitted to the laboratory.
5.0 Quality Assurance/Quality Control
Quality control samples will be collected and analyzed as follows:
Background: One background sample will be collected at a located away from the historical gun club
activities. The background sample will be analyzed for total lead by EPA Method 6010.
Duplicates: One duplicate sample will be collected for each media sampled and analyzed for the same
parameters as the record samples.
Trip Blanks: One trip blank water sample will be used for each shipment of soil VOC analysis. The laboratory
will include a trip blank VOC vial (filled with water at the laboratory) with the sample jars and coolers shipped
to S&ME. The trip blank samples will be kept with the sample coolers for the entire trip; from the laboratory,
to the field, and back to the laboratory. The trip blank samples will be analyzed for VOCs by EPA Method
8260B.
The laboratory will conduct USEPA quality assurance and quality control procedures and reporting as required
for laboratory analysis according to USEPA Level II Protocols.
Sufficient sample volume will be collected for both the record samples and the duplicate samples so that the
laboratory may run Matrix Spike/Matrix Spike Duplicate (MS/MSD) analysis on random samples of their
choice.
The soil and groundwater samples selected for laboratory analysis will be fully documented in the field records, on
the chain -of -custody forms, and on the sample container labels. Sample tags or labels shall be completed for
each sample using waterproof non -erasable ink and include the sample designation, and date and time of sample

collection. All samples will be sealed upon collection or sample preservation and consolidated into coolers for
shipment with packaging material placed between sample containers. Ice will then be placed into doubled,
heavy-duty plastic or garbage bags and closed to minimize melting ice draining into the cooler. Plastic bags, such
as Zip-LockO or similar, will be used when small containers (e.g. Volatile Organic Compound (VOC) vials are
placed into coolers). In addition, the coolers will be checked periodically to replenish the ice, if needed. Shipping
containers will be secured by using nylon strapping or similar shipping tape to ensure that the cooler may not be
opened without evidence of the seal being compromised.
The possession of samples shall be traceable from the time they are obtained until they have been submitted to
the analytical laboratory. Chain -of -custody documentation will be shipped in each cooler. An original duplicate
chain -of -custody will be maintained by S&ME.
6.0 Investigative Derived Waste (IDW) Management
Investigative derived waste (IDW) extracted from a boring will be placed back in the boring. Hydrated bentonite
will be used to fill voids, if necessary. Left -over cuttings not used as fill will be drummed. Drums containing IDW
will be sealed and labeled. If needed, composite samples of stored IDW will be collected for laboratory analysis. If
it has been determined that the drummed IDW does not require off -site disposal, the IDW will be properly
disposed offsite. If sampling results indicate the IDW is hazardous, S&ME will subcontract a waste hauler to
dispose the drums off -site within 90 days after field activities are concluded. If off -site disposal of the IDW is
required, S&ME will prepare a proposal for subcontracted services to dispose of the drums and submit it to the
NCBP for review and approval.
7.0 Reporting
The assessment results will be compiled into a Limited Environmental Sampling Report and will include the
following information:
Introduction: Site conditions as the time of the field activities will be described.
♦ A summary of the work performed, including methodology, and any variation from the methods
proposed in this Work Plan.
Results: S&ME will review and tabulate the laboratory analytical results and compare them to applicable
screening levels and regulatory standards. S&ME will provide figures showing sample locations and
analytical results.
♦ Quality control data will also be presented and discussed with regard to data quality.
♦ A written summary of findings will be presented, based on analytical and field data, with
recommendations for further actions, if necessary.
Appendices: S&ME will provide completed field logs, photographic logs, and a copy of the laboratory
analytical reports and chain -of -custody records.
The report will be prepared under the supervision of a North Carolina Licensed Professional Geologist
(PG), or Professional Engineer (PE), and will bear both the firm PG/PE license numbers and individual
license numbers and seals.
