Dear Ms. Graham:
Atlantic Shores Environmental Services, Ltd. (ASE) completed environmental remedial activities for the above
referenced site in April 2022. The results of this work was submitted to the Department on August 8, 2022 (Soil
Removal and Well Abandonment Report, East Side Trucking Service, 510 Judson Church Road, Fayetteville,
North Carolina prepared by ASE dated July 29, 2022). It was discovered that the soil disposal location for the
excavated soils did not conform with the North Carolina Department of Environmental Quality (DEQ)
approved Environmental Management Plan (EMT) for the site dated March 18, 2022.
A total of 27.2 tons of impacted soil was excavated from the impact area under the former concrete slab on the
site on April 19, 2022. The final excavation extended one (1) foot to 3.5 feet deep and encompassed an
approximate 220 square -foot area. The excavated material was placed directly into two, 20 cubic yard roll -
off containers and covered. The roll -off containers remained on the site until they were transported to the
CCI Environmental Services (CCI) facility at 708 Martin Luther King Jr. Drive in Thomasville, North Carolina.
On the day of initial transport it was discovered that one of the roll -offs was overfilled for the weight capacity
of the transport truck sent by the disposal contractor. To remedy this, some soil from the container was
transferred into a third roll off container for transportation purposes by the site general contractor. The roll -off
containers were again covered with plastic once the transfer to the roll -off was complete. CCI transported the
material to the CCI Environmental facility under non -hazardous manifests. These manifests are attached as
Appendix B. The data from the manifests have been included in Table 1. The roll -off containers were hauled
to CCI on May 4, June 1, and June 2, 2022, Respectively. The reason for the delay in the transport of the
remaining material was a result of delays with getting a third roll -off to the site, which was also compounded
by the lack of on -site equipment to perform the transfer.

CCI then transported the soil from the CCI facility to AES of North Carolina (permit No.SRU40014) located
at 3 841 Cunningham Road in Thomasville, North Carolina on June 1 and June 2, 2022. Copies of the manifests
for this transport are attached to this report. There is a 0.4 ton discrepancy (on the heavy side) with one of the
manifests from CCI to AES. When questioned, CCI indicated that they believe that it was a transcription error
with the volume. CCI did not have additional explanation of the discrepancy. According to Scott Keller with
AES, the material was treated with amendments (wood chips, lime, and fertilizer) then placed in a windrow
pile at the AES facility. The material was the last material in on June V and the first material in on June 2"d.
The material was placed together at the end of a windrow. The windrow was covered with plastic where it
remained until it was over excavated (refer to photograph in Appendix A).
The windrow containing the East Side Trucking material was over excavated on September 13, 2022 and
transported to Great Oak Landfill (Permit No. 7607) located at 3597 Old Cedar Falls Road in Randleman,
North Carolina. A total of 34.07 tons of material was transported to Great Oak Landfill. Copies of the disposal
manifests from AES to Great Oak Landfill have been attached to this report.
AES collected two samples (W3A and W3B) on October 24 b, 2002 of the remaining soil in the windrow for
volatile organic compounds (VOCs) by EPA method 8260 to confirm the absence of PCE in the remaining pile
for their own records. VOCs were not identified in the collected samples, confirming that all of the soil from
Eastside Trucking has been removed from the AES facility. A copy of the laboratory data report has been included
in Appendix C.
