STATUS OF PERMIT:
Life of Site permit was issued for 9102-TRANSFER-1997 on August 27, 2018 and will expire on December 31, 2057.
PURPOSE OF SITE VISIT:
Partial Compliance Inspection
STATUS OF PAST NOTED VIOLATIONS:

OBSERVED VIOLATIONS:
None
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
ADDITIONAL COMMENTS
1. The facility is fenced and is secured by a locking gate when it is not open for operation.

2. The correct signage is at the entrance of the facility listing the facility name, permit number, and emergency contact
information as well as material accepted at the facility.
3. The facility accepts waste Monday through Friday 0530 to 0700 for private operators, Monday through Friday 0730
to 1630 for the public, and Saturday 0730 to 1200.
4. The Permit and Operations Plan were not reviewed during this inspection.
5. Mr. Moseley stated that the push walls have been reinforced with additional concrete and steel. Mr. Moseley also
stated that they were looking into ways to repair the gaps between the push wall and trailer and the deflector walls
and trailer. The repair of the gaps between the push walls, deflector walls, and trailers would possibly help reduce
the amount of waste in the transfer trailer bay. Waste was observed on top of the push walls. Mr. Moseley stated
that the waste would be removed at the end of the day. Mr. Moseley provided the Section with photographs of the
waste having been removed from the push walls on October 27, 2022.
6. The condition of the tipping floor is consistent with daily operations. Some wear was observed near the edge of the
transfer trailer loading bay. Mr. Moseley stated that the edge was being monitored and would be repaired as needed.
7. A large amount of waste was observed within the transfer trailer loading bay. Mr. Moseley stated that the waste
would be removed from the transfer trailer bay prior to the end of the operating day. Mr. Moseley provided
photographs of the cleaned transfer trailer loading bay on October 27, 2022.
8. Windblown waste was actively being picked up during this inspection; however, a large amount was observed in
the riprap and throughout the facility. Some of the windblown waste appeared to have been there for longer that the
day of the inspection. Ms. Thompson reminded Mr. Moseley that the windblown waste needed to be picked up prior
to the end of the operating day. Mr. Moseley provided the Section with photographs of the windblown waste having
been picked up prior to the end of the operating day.
9. During the inspection, Mr. Moseley also stated that they were in the process of obtaining quotes in order to build a
retaining wall adjacent to the transfer trailer loading bay to help facilitate the removal of the waste from the transfer
trailer loading bay.
10. The previously identified low area previously identified at the end of the transfer trailer loading bay had been
repaired and graded to shed water.
11. Digital photographs were taken during the inspection.
