ADDITIONAL COMMENTS
On November 03, 2022 Chuck Kirchner met with Clyde Harding and Wallace Owens to conduct a comprehensive
inspection of the Guilford County Scrap Tire and White Goods Collection Center on Bishop Road, Greensboro in Guilford County. 1. The facility is a scrap tire and scrap metal, electronics and white goods collection center. The facility no
longer accepts rechargeable and lead acid batteries. A small amount of resident drop-off commingled recyclables is collected in a covered dumpster at the north side of the facility. 2. The facility is open Monday through Friday 8:00 am to 4:00 pm and may operate Saturday as needed.
3. The facility permit, site plan, and operations plan were discussed. 4. The facility shall only accept wastes generated from Guilford, Forsyth, Davidson, Alamance and Randolph Counties.
5. Facility records retention is located at the Guilford County Planning and Development Department, Independence Center, 400 W. Market Street, Greensboro, NC 27402.
6. The facility operational area is a raised concrete pad covered with an awning. Transfer trailers dock at the concrete pad. The facility generally has four scrap tire trailers and one electronics trailer available. White
goods that do not contain chlorofluorocarbons (CFCs) are placed in a scrap metal roll-off container stored adjacent to the concrete pad. White goods that contain CFCs are stored upright in an area adjacent to the concrete pad. When the CFCs have been removed the white goods are placed in the scrap metal roll-off
container.
7. Mr. John Hemrick received his Certified Transfer Station Operations Specialist certificate, # TS-2018022,
which expires on March 21, 2024.
8. Commingled recyclables are collected in a front load container. Mr. Harding stated that usually only
cardboard boxes are collected here. The container is picked up once a week by Republic.
9. Scrap tires are laced in the trailers upon receipt by facility personnel. Scrap tires are not stored on site unless in trailers.
10. Four trailers for scrap tires were on site during this inspection. Two were full and ready for pick-up. 11. Tires with rims are kept on the north side of the awning. A wedge crusher is brought out from a shed next to the concrete pad and crushes the rims off the tires. The crushed rims are loaded into a crushed rim dumpster near the rimmed tires on the north side of the facility and the tires are loaded onto one of the tire trailers. 12. It is common that four to six scrap tire trailers are hauled-off a week, according to Mr. Owens. 13. The scrap tire trailers are hauled to Central Carolina Tire Disposal, Inc. (permit no. 43-08TP). 14. Scrap tire certification forms were observed for October 2022. 15. 136,985 Tires have been sent to Central Carolina Tire Disposal from July 2022 through October 2022. An average of 34,246 tires per month.
16. Scrap tires are not stored on the concrete pad/operational area. Although, if required, the concrete pad is designated for scrap tire storage. 17. Scrap tires are not stored outdoors. Although, if required, a grassed area in front of the office/facility has been designated for scrap tire storage. SWS must be contacted within 24 hours in the event of outdoor storage.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

18. Electronics are staged on the concrete pad and/or placed onto pallets and into totes. The electronics are shrink wrapped and placed in the trailer. 19. The electronics trailer is hauled to Synergy Recycling, LLC in Madison, NC.
20. The electronics are typically picked up once to twice per month according to Mr. Owens. Records for July 1, 2022 through September 30, 2022 were provided. During that period, 69.20 tons of electronics were hauled off for recycling. 21. The commingled recyclables container is picked up ~ twice a month by Republic and hauled to Republics recycling center (Re-community) at 706 Patton Avenue in Greensboro, NC. 22. The scrap metal container is hauled to D.H. Griffin Companies. Mr. Owens stated that this container is picked up as needed but typically at least once per week. 23. Scrap metal and white goods records were observed for July 1, 2022 through September 30, 2022. During that
period, 63.43 tons was hauled off for recycling.
24. The scrap metal container is picked up ~ four to six times a month. The tire rim container is picked up as needed but typically once every six months according to Mr. Owens. 25. The CFCs are removed from white goods by Carolina Refrigerant Recovery (EPA license No.: 037868435680). 26. Chlorofluorocarbons (CFCs) extraction records were observed for July 11, 2022 through October 14, 2022. 27. Chlorofluorocarbons are removed from White Goods usually every other week according to Mr. Owens.
28. 94 items had CFCs removed from them in October. 29. The facility annual report (FAR) was received by the SWS dated July 27, 2022. The tonnage of scrap tires received and shipped-out for July 2021 through June 2022 is 5,894.25 tons. Recyclable materials are not reported on the annual report. 30. The facility maintains a copy of the emergency preparedness manual on site. This manual was last updated in June of 2022.
31. The Pinecroft-Sedgefield Fire Department can be contacted to address an emergency at the facility.
32. The facility annual fire safety survey was conducted by the Fire Marshal’s Office on March 2, 2022.
33. No windblown litter was observed on site during this inspection.
34. Stormwater from the facility passes through a sand filter prior to discharge. Sand-filter basin appeared in good condition.
35. The facility access road is paved with asphalt.
36. No standing water was noted on site except for the sand filter which appears to be functioning as designed.
37. A concrete curb runs along the access road perimeter. 38. The facility is secured by a locked gate. Personnel are on site during operating hours. 39. The facility has proper signage.
