Collection Site Permit on February 19, 2022. NCDEQ provided comments by email to
Mr. Jarrett Robinson on September 9, 2022. We have revised the original permit
application based on your comments and have incorporated additional changes to
reflect minor modifications of the proposed scrap tire recycling process since the
original permit application was submitted.

ATD is a wholesaler and distributor of automotive supplies. The Proposed Facility
serves as a Distribution Center for new tires. ATD will collect whole scrap tires from its
retail customers in North Carolina using its own personnel and fleet vehicles or through
subcontracts to properly licensed haulers. Tires awaiting transport to the processor will
be held in secure and fully enclosed trailers or in its secure warehouse. No tires will be
exposed to the elements.
Scrap tires will not be collected or accepted from the general public. ATD expects to stage
one or two standard 53-foot road trailers at the loading dock of the existing warehouse.
When one trailer is full, it will be picked up by the recycler, or transported to the recycler
by ATD personnel. At any one time, the maximum number of tires being temporarily held
at the facility is expected to be less than than about 1,800 tires (approximately 20 tons),
which is the maximum capacity of the two standard 53-foot road trailers. ATD will collect
scrap tires from its customers as a collateral service as new tires are delivered to the
customer. All tires collected will be whole, will have had any weights removed, and will
have been removed from rims. ATD will not perform any processing of the scrap tires
collected.
ATD has established a contract with American Tire Management ("ATM") for
processing of scrap tires. ATM is a permitted scrap tire hauler in NC with permit number
NCTO2771. ATM transports their tires to "Wake County Convenience Center Site 7" at
9008 Depoine Dr, Raleigh, NC 27614. The tires are then taken to Central Carolina
Tires in Cameron, NC, permit number 4304-TIRELF-1992. ATD is continuing work to
identify additional tire processing facilities for a more direct contractual relationship.
ATD has solicited expressions of interest and will select and contract with multiple
processing facilities. ATD's selection process includes a detailed request for information
from candidate facilities from which it will select the facilities with suitable capacity to
handle its business. We can provide the names and addresses of the facilities when the
selection process is complete. We expect the processors to reclaim/recycle and/or
shred as many waste tires as possible for productive re -use.
ATD plans to commence operations upon permit approval.
The existing Facility includes paved parking and loading dock areas. The
trailers/containers used for scrap tire storage will be parked at loading dock bays on paved
surfaces. Trailers will be locked and secured to prevent unauthorized entry or removal
(e.g., glad hand and/or king pin locks). No scrap tires will be stored in the open or exposed

to the elements. On occasion, if a trailer is temporarily not available, for example, a small
number of scrap tires may be held in our existing, secure, new tire warehouse.
ATD will submit to the Division an annual report by August 1 of each year, for the previous
calendar year, as required by section .1107(1). The report will include:
• the facility name, address, and permit number;
• the year covered by the report;
• the total quantity and type of scrap tires received at the facility during the year
covered by the report;
• the total quantity and type of scrap tires shipped from the facility during the year
covered by the report;
• the quantity of scrap tires shipped to each receiving facility identified by name and
address; and
• the total quantity and type of scrap tires located at the facility on January 1 of the
year covered by the report.
The Facility will comply with the following technical and operational standards:
• No open flames or blow torches will be allowed, nor flammable substances stored,
within 50 feet of the scrap tire trailers/containers.
• ATD will ensure a fire safety survey is conducted annually by local fire protection
authorities.
• ATD will maintain communication equipment on site to contact local fire protection
authorities in case of a fire.
• ATD will ensure the area within 10 feet of the scrap tire trailers/containers is free
of accumulation of debris, grass, underbrush, and other potentially flammable
vegetation.
• ATD will maintain an emergency preparedness manual at the Proposed Facility,
as required by section .1107(2)(i). The manual will be updated at least once a year,
or upon changes in operations at the site. The manual will include at minimum:
o a list of names and numbers of persons to be contacted in the event of a

fire, flood, or other emergency;
o a list of the emergency response equipment at the scrap tire collection site,
its location, and how it should be used in the event of a fire or other
emergency;
o a description of the procedures to be followed in the event of a fire, including
procedures to contain and dispose of the oily material generated by the
combustion of large numbers of tires; and
o a listing of all hazardous materials stored on -site, their location, and
information regarding precautions.
• In the event of a fire or other emergency that has the potential for off -site effects
ATD will:
o Notify the Division within 24 hours of the event.
o Within two weeks of any emergency involving potential off -site impact,
submit to the Division a written report describing the cause(s) of the
emergency, actions taken to deal with the emergency, results of the actions
taken, and an analysis of the success or failure of these actions.
• ATD will maintain the following records and make them available for inspection by
the Division at the Division's request:
o a copy of the scrap tire collection site permit;
o records of the quantity of scrap tires and processed tires received at the
site, stored at the site and shipped from the site, including destination (name
and address of facility); and
o all certification forms applicable to any tires received, stored, or shipped
from the site.
Scrap tires will be limited to storage in trailers, as outlined above; the anticipated cost to
close scrap tire operations is approximately $8,100 (for removal of three fully loaded scrap
tire trailers; 150% of the anticipated maximum quantity of tires to be stored on site at any
given time). We understand that once the closure cost estimate has been approved, ATD
will submit financial assurance as directed by NCDENR.

have been removed from rims. ATD will not perform any processing of the scrap tires
collected.
ATD has established a contract with American Tire Management ("ATM") for
processing of scrap tires. ATM is a permitted scrap tire hauler in NC with permit number
NCTO2771. ATM transports their tires to "Wake County Convenience Center Site 7" at
9008 Depoine Dr, Raleigh, NC 27614. The tires are then taken to Central Carolina
Tires in Cameron, NC, permit number 4304-TIRELF-1992. ATD is continuing work to
identify additional tire processing facilities for a more direct contractual relationship.
ATD has solicited expressions of interest and will select and contract with multiple
processing facilities. ATD's selection process includes a detailed request for information
from candidate facilities from which it will select the facilities with suitable capacity to
handle its business. We can provide the names and addresses of the facilities when the
selection process is complete. We expect the processors to reclaim/recycle and/or
shred as many waste tires as possible for productive re -use.
ATD plans to commence operations upon permit approval.
The existing Facility includes paved parking and loading dock areas. The
trailers/containers used for scrap tire storage will be parked at loading dock bays on paved
surfaces. Trailers will be locked and secured to prevent unauthorized entry or removal
(e.g., glad hand and/or king pin locks). No scrap tires will be stored in the open or exposed

to the elements. On occasion, if a trailer is temporarily not available, for example, a small
number of scrap tires may be held in our existing, secure, new tire warehouse.
ATD will submit to the Division an annual report by August 1 of each year, for the previous
calendar year, as required by section .1107(1). The report will include:
• the facility name, address, and permit number;
• the year covered by the report;
• the total quantity and type of scrap tires received at the facility during the year
covered by the report;
• the total quantity and type of scrap tires shipped from the facility during the year
covered by the report;
• the quantity of scrap tires shipped to each receiving facility identified by name and
address; and
• the total quantity and type of scrap tires located at the facility on January 1 of the
year covered by the report.
The Facility will comply with the following technical and operational standards:
• No open flames or blow torches will be allowed, nor flammable substances stored,
within 50 feet of the scrap tire trailers/containers.
• ATD will ensure a fire safety survey is conducted annually by local fire protection
authorities.
• ATD will maintain communication equipment on site to contact local fire protection
authorities in case of a fire.
• ATD will ensure the area within 10 feet of the scrap tire trailers/containers is free
of accumulation of debris, grass, underbrush, and other potentially flammable
vegetation.
• ATD will maintain an emergency preparedness manual at the Proposed Facility,
as required by section .1107(2)(i). The manual will be updated at least once a year,
or upon changes in operations at the site. The manual will include at minimum:
o a list of names and numbers of persons to be contacted in the event of a

fire, flood, or other emergency;
o a list of the emergency response equipment at the scrap tire collection site,
its location, and how it should be used in the event of a fire or other
emergency;
o a description of the procedures to be followed in the event of a fire, including
procedures to contain and dispose of the oily material generated by the
combustion of large numbers of tires; and
o a listing of all hazardous materials stored on -site, their location, and
information regarding precautions.
• In the event of a fire or other emergency that has the potential for off -site effects
ATD will:
o Notify the Division within 24 hours of the event.
o Within two weeks of any emergency involving potential off -site impact,
submit to the Division a written report describing the cause(s) of the
emergency, actions taken to deal with the emergency, results of the actions
taken, and an analysis of the success or failure of these actions.
• ATD will maintain the following records and make them available for inspection by
the Division at the Division's request:
o a copy of the scrap tire collection site permit;
o records of the quantity of scrap tires and processed tires received at the
site, stored at the site and shipped from the site, including destination (name
and address of facility); and
o all certification forms applicable to any tires received, stored, or shipped
from the site.
Scrap tires will be limited to storage in trailers, as outlined above; the anticipated cost to
close scrap tire operations is approximately $8,100 (for removal of three fully loaded scrap
tire trailers; 150% of the anticipated maximum quantity of tires to be stored on site at any
given time). We understand that once the closure cost estimate has been approved, ATD
will submit financial assurance as directed by NCDENR.
