Three surface water sample locations, SW-1, SW-2, and SW-3 are used to monitor surface water quality. Monitoring wells MW-1, MW-2, MW-3, MW-4, MW-5, MW-5D, MW-6, MW-7, MW-8, MW-9 and MW-10 were sampled on April 28 and April 29, 2022. The sampling was conducted in general accordance with North Carolina Solid Waste Management Guidelines. Samples collected from monitoring wells and surface water sample locations were submitted for analysis of the North Carolina Landfill Appendix I volatile organic constituents plus eight RCRA Metals. The samples were analyzed by PACE Analytical Services, Inc., a North Carolina certified laboratory. Analytical results of the eleven groundwater samples report the following exceedances of the corresponding 15A North Carolina Administrative Code (NCAC) 2L .0200 groundwater quality standard (2L Standard) during this monitoring event: Benzene was detected in the groundwater samples collected from monitoring wells MW-2, MW-4, and MW-5 at concentrations greater than the 2L standard of 1 pg/L. 1,4-Dichlorobenzene was detected in the groundwater sample collected from monitoring well MW-5 at concentrations greater than the 2L standard of 6 pg/L. 1,4-Dioxane (p-Dioxane) was detected in monitoring wells MW-2, MW-3, MW-4, MW-5, MW-5D, and MW-7 at concentrations greater than the 2L Standard of 3 pg/L. Mercury was detected in the groundwater samples collected from monitoring wells MW-1, MW-7, MW-8, and MW-10 at concentrations greater than the 2L standard of 1 pg/L. Based on historic site data, the detection of mercury above the corresponding 2L Standard is inconsistent with historic data. Furthermore, mercury was detected in the facility's upgradient monitoring well. On this basis, it was presumed that the mercury detections were most likely a sampling or laboratory related artifact. Monitoring wells MW-2 and MW-4 are located approximately 50 feet beyond the apparent limits of waste for an older landfill unit. During this monitoring event, barium and mercury were detected at a concentration greater than the method detection limit in the three stream sample locations. Barium and mercury were detected in the up -gradient background surface water sample and the down -gradient samples at similar concentrations. The reported concentrations of barium were below the respective 15A NCAC 213 Surface Water Standard for Class C surface waters. The reported concentrations of mercury were above the respective 15A NCAC 2B Surface Water Standard for Class C surface waters. The detection of mercury in surface water samples is inconsistent with historic site data. Consistent with the anomalous detections of mercury in groundwater during this event, mercury in surface water samples is presumed to be a sampling or laboratory related artifact. It is believed that the cause of the 2L Standards exceedances for Benzene, 1,4-Dichlorobenzene and 1,4-Dioxane at the Caswell County Landfill is from percolation of landfill constituents from the waste management units into the uppermost groundwater aquifer. June 23, 2022 Semi -Annual Monitoring Report —April 2022 Caswell County Landfill Permit No 17-01 Yanceyville, North Carolina S&ME Project No. 1584-07-034 Due to benzene and 1,4-Dioxane concentrations exceeding the 2L Standards in the compliance wells, S&ME prepared a Corrective Action Assessment Work Plan dated May 14, 2020, which was approved by North Carolina Department of Environmental Quality (NCDEQ). Monitoring wells MW-5D, MW-7 and MW-8 were installed during August 2020 to provide for additional delineation of the extent of constituents of potential concern in groundwater. These three wells were sampled during subsequent semi-annual monitoring event. Based on analytical results received, S&ME prepared a Corrective Action Assessment Work Plan dated September 15, 2021, to provide for additional delineation of the extent of constituents of potential concern in groundwater. This Work Plan involved installation of monitoring wells MW-9 and MW-10 added a third surface water sampling location (SW-3), and added the sampling of the on -site water supply well. Analytical results for the second sampling event for monitoring wells MW-9, MW-10, and surface water location SW-3 are presented in this report. 2.0 Introduction The Caswell County Landfill (Permit No. 17-01) is located at 162 Landfill Road, Yanceyville, North Carolina 27379 as depicted in Appendix I, Figure 1. The landfill is a closed facility that ceased operation in 1994, and currently monitors water quality under a Post Closure Care Plan on a semi-annual basis. The facility uses a network of eleven groundwater monitoring wells to monitor groundwater quality at the facility, as depicted in Appendix I, Figure 2. The groundwater monitoring network is made up of one up -gradient monitoring well (MW-1) and ten cross -gradient and/or down -gradient compliance monitoring wells (MW-2, MW-3, MW-4, MW-5, MW-5D, MW-6, MW-7, MW-8, MW-9, and MW-10). Monitoring wells MW-5D, MW-7 and MW-8 were installed during August 2020, in accordance with the Corrective Action Assessment Work Plan, dated May 14, 2020. Monitoring wells MW- 9 and MW-10 were installed in November 2021, as proposed in the Corrective Action Assessment Work Plan dated September 15, 2021, to provide for additional delineation of the extent of constituents of potential concern in groundwater. The latest Work Plan also included the addition of a third surface water sampling location SW-3, and sampling of the on -site water supply well. The collected groundwater samples were analyzed in accordance with 15A NCAC 13B .0500 et seq for the North Carolina Landfill Appendix I volatile organic constituent suite plus the eight RCRA metals. The monitoring wells were purged and groundwater samples collected using new a sterile peristaltic pump with new Teflon lined tubing or a non -dedicated bladder pump. The facility monitors surface water quality at the stream that crosses the down -gradient region of the facility. As conditions allow, during each semi-annual monitoring event, three surface water samples are collected from this stream at designated sampling points. Stream sampling location SW-1 is the upstream sampling location to the south of the waste management unit. Stream sampling location SW-2 is the downstream sampling location, down -gradient of monitoring well MW-5/MW-5D, new stream sample location SW-3 is further downstream and down -gradient of monitoring well MW-7. This report summarizes our understanding of the project, our field services, and the results of laboratory analyses performed on the samples June 23, 2022 Semi -Annual Monitoring Report —April 2022 Caswell County Landfill Permit No 17-01 I I Yanceyville, North Carolina S&ME Project No. 1584-07-034 collected for the first semi-annual water quality monitoring event for 2022 and additional Corrective Action Assessment activities. 3.0 Scope of Services S&ME has performed semi-annual groundwater sampling of the groundwater monitoring wells and surface water samples. The groundwater monitoring wells were purged, sampled, and the groundwater samples collected from the monitoring wells were analyzed for the North Carolina Appendix I volatile organic constituents and the eight RCRA metals. This semi-annual groundwater monitoring report has been prepared to document the spring 2022 water quality monitoring event and includes: Summary Tables of the laboratory analytical data from each sampling event, Development of a current potentiometric map, A discussion of findings and results, An electronic copy of this report will be sent to the NCDEQ 4.0 Methods Employed 4.1 Monitoring Well Sampling Groundwater monitoring well sampling took place on April 28 and April 29, 2022. The monitoring well locations with respect to the facility layout are shown on Appendix I, Figure 2. Prior to sample collection each well was opened and the static water level measured relative to the top edge of the PVC well casing. The total well depth was used to determine the volume of water in the wells at the time of sampling. These data are summarized in Appendix II, Table 1 and Table 2. Monitor wells were purged using non -dedicated pumps prior to collecting the water samples. The wells were purged until field parameters stabilized or purged until the well went dry prior to the collection of the groundwater samples. The purge water was monitored for temperature, pH, conductivity, dissolved oxygen, and oxidation reduction potential. Sample turbidity measurements (quantitative) were also obtained. Appendix II Table 2 provides a summary of the measured field parameters. The field data collected during sampling was recorded on the groundwater sampling field data sheets included in Appendix III of this report. Upon collection, each groundwater sample was placed in laboratory supplied containers, place in a cooler with ice, and placed under chain -of custody. The sampling technician wore new nitrile gloves that were changed between wells to reduce the possibility of cross contamination. All groundwater samples were then sent to PACE Analytical Services, Inc. (PACE) in Huntersville, North Carolina to be analyzed for Appendix I volatile organic constituents, 1,4-Dioxane, and the eight RCRA metals. June 23, 2022 4 Semi -Annual Monitoring Report —April 2022 Caswell County Landfill Permit No 17-01 Yanceyville, North Carolina S&ME Project No. 1584-07-034 4.2 Groundwater Flow Direction The static water levels in the monitoring wells were measured on April 28 and April 29, 2022. On the sampled dates, the depths to the water table ranged from 7.13 feet below top of well casing at MW-10 to 23.91 feet below the top of well casing at MW-8. Groundwater elevation data are presented in Appendix II, Table 1. A groundwater contour map was constructed using the calculated groundwater elevation data from the April 2022 sampling dates and is presented as Appendix I, Figure 3. Groundwater elevation data for wells MW-4 and MW- 5D were not used in the generation of the groundwater contour map. The groundwater elevation data collected during this monitoring event indicates that the shallow groundwater beneath the landfill is estimated to flow easterly toward the unnamed tributary of Bear Branch. This estimated flow direction is consistent with observations made during prior monitoring events. 4.3 Surface Water Sampling Surface water sampling took place on April 28 and April 29, 2022. Three stream samples (SW-1, SW-2, and SW-3) were collected from an unnamed tributary of Bear Branch, which flows along the eastern portion of the facility and flows toward the north away from the Landfill. Surface water sample (SW-1) was collected from an upstream position with respect to the waste management unit and SW-2 was collected downstream of the waste management unit. Stream sample SW-3 is located downstream of SW-2. The location of each stream sample location is presented on Appendix I, Figure 3. The surface water samples were collected by immersing laboratory supplied containers directly into the stream at the locations to be sampled. After collection, the surface water samples were placed in a cooler with ice and placed under chain -of -custody. All stream samples were analyzed for the North Carolina Appendix I volatile organic constituents, 1,4-Dioxane, and the 8 RCRA metals by PACE Analytical Services, Inc.; a North Carolina certified laboratory. 4.4 On -Site Water Well Sampling The on -site water supply well was not sampled during this monitoring event. 5.0 Corrective Action Assessment Activities Groundwater monitoring wells MW-9 and MW-10 were installed between November 1 and 3, 2021, in accordance with the approved Corrective Action Assessment Work Plan. Following installation, the new groundwater monitoring wells were developed to remove clay, silt, and sand particles that may have been introduced into the formation or filter pack during installation. To evaluate hydrogeological characteristics of the subsurface materials, S&ME performed in -situ permeability tests (slug tests) in new groundwater monitoring well MW-9. Monitoring well MW-10 was not slug tested due to an apparent very low yield. Data collected from slug testing will be analyzed to calculate horizontal permeabilities for well screen intervals. Horizontal permeabilities calculated from slug tests will be used to calculate groundwater flow velocities. This and other hydrogeologic information will be incorporated into a Corrective June 23, 2022 Semi -Annual Monitoring Report -April 2022 Caswell County Landfill Permit No 17-01 I I Yanceyville, North Carolina S&ME Project No. 1584-07-034 Action Assessment Report, which will be a stand-alone report, to be submitted subsequent to this first semi-annual monitoring report for 2022. 6.0 Results The following sections provide a discussion of the groundwater and surface water sampling results for the spring 2022 semi-annual monitoring event. The laboratory analytical reports are included in Appendix IV. The NCDEQ electronic data deliverable (EDD) for select field and analytical laboratory data have been submitted to NCDEQ. 6.1 Groundwater Analytical Results The results of the laboratory analyses for the groundwater monitoring well samples are summarized in Appendix II, Table 3, which also provides the corresponding 15A North Carolina Administrative Code (NCAC) 2L .0200 groundwater quality standards (21- Standard) for reference. Appendix II, Table 4 provides a summary of the constituents detected at concentrations greater than their respective 2L Standards. The following summarizes detections for the groundwater samples obtained for the eleven monitoring wells (MW-1, MW-2, MW-3, MW-4, MW-5, MW-51D, MW-6, MW-7, MW-8, MW-9, and MW-10) on April 28 and April 29, 2022. 6.1.1 Metals (8-RCRA): Arsenic was detected (at an estimated concentration) in the sample obtained from MW-51D. The arsenic concentration detected in this well was less than the corresponding 2L Standard; Barium was detected in samples collected from each monitoring well at concentrations less than its corresponding 2L Standard; Selenium was detected in the samples collected from MW-2, MW-3, and MW-7 at concentrations less than its corresponding 2L Standard. Mercury was detected in the samples collected from the facility's background well MW-1 along with compliance wells MW-7, MW-8, and MW-9 at concentrations that exceed the corresponding 2L Standard established at 1 pg/L. The analytical results for the detected metals (totals) are summarized in Appendix II, Table 3. 6.1.2 Volatile Organic Compounds: Benzene was detected in the groundwater samples collected from monitoring wells MW-2, MW-4, and MW-5 at concentrations greater than its 2L Standard established at 1 pg/L. Benzene was also detected at monitoring wells MW-3 and MW-51D at estimated concentrations less than the 2L Standard. 1,4-Dichlorobenzene was detected in the groundwater samples collected from monitoring well MW-5 at concentrations greater than the 2L standard of 6 pg/L. 1,4-Dichlorobenzene was also detected at monitoring wells MW-2, MW-3, MW-4, and MW-51D at estimated concentrations less than the 2L Standard. 1,4-Dioxane was detected in monitoring wells MW-2, MW-3, MW-4, MW-5, MW-51D, MW-7, and MW-10 at concentrations greater than its 2L Standards established at 3 pg/L. June 23, 2022 Semi -Annual Monitoring Report —April 2022 Caswell County Landfill Permit No 17-01 Yanceyville, North Carolina S&ME Project No. 1584-07-034 Chlorobenzene, Chloroethane, 1,2-Dichlorobenzene, 1,1-Dichloroethane, Cis-1,2-Dichloroethene, Toluene, and Xylene (Total) were detected in one or more groundwater samples during this monitoring event; however, each of the reported concentrations of these constituents was less than their respective 2L Standard or an estimated concentration. No other volatile organic compounds were detected above their respective method detection limit in the monitoring wells sampled during this event. The analytical results for the detected volatile organic compounds are summarized in Appendix II, Table 3. Appendix II, Table 4 provides a summary of the constituents and concentrations which appear to exceed to the corresponding 2L standards. 6.2 Surface Water Analytical Results There were no volatile organic constituents, including 1,4-Dioxane detected above the method detection limits in stream samples SW-1, SW-2, and SW-3 collected on April 28 and April 29, 2022. Barium and mercury were detected at relatively similar concentrations in each sample. The reported concentrations of barium were below the respective 15A NCAC 2B Surface Water Standard for barium for Class C surface waters. The reported concentrations of mercury were above the respective 15A NCAC 2B Surface Water Standard for Class C surface waters. There were no other metals detected above the method detection limits in the surface water samples collected during this sampling event. The results of the surface water sample analyses are summarized on Appendix II, Table 5 and Table 6. 6.3 On -Site Water Supply Well Analytical Results The on -site water supply well was not sampled during this monitoring period. The location of the water supply well is presented in Appendix I, Figure 4. 6.4 Quality Control A qualitative review of the data was performed to verify that the detected concentrations in the laboratory report were of known quality. A formal, quantitative data validation was not performed. Laboratory -assigned data qualifiers were evaluated to verify that rejected or unsupportable data were not included in the dataset. Quality control data provided in the laboratory reports were also reviewed. No rejected or otherwise unacceptable quality data were reported from the laboratory. During this event a duplicate sample was collected from monitoring well MW-5 and the sample was analyzed for the Appendix I Volatile Organic Compounds and the 8-RCRA metals. The detected analytes and their concentrations in the sample identified as MW-5 exhibit relatively good correlation with the analytes and concentrations reported for the duplicate sample. A Trip Blank accompanied the sample kit during shipment, sample collection, and shipment of the collected samples back to the laboratory. The Trip Blank sample was analyzed for Appendix I Volatile Organic Compounds. The results of the duplicate and trip blank sample analyses are included in Appendix IV. June 23, 2022 Semi -Annual Monitoring Report —April 2022 Caswell County Landfill Permit No 17-01 I I Yanceyville, North Carolina S&ME Project No. 1584-07-034 6.5 Preliminary Analysis of Cause and Significance of 2L Exceedances It is believed that the cause of the 2L Standard exceedances reported for benzene, 1,4-dichlorobenezne, and 1,4- Dioxane within the hydrogeologic regime at the Caswell County Landfill is caused from percolation of landfill constituents from the waste management units into the uppermost groundwater aquifer. The Spring 2022 monitoring event represents third monitoring event utilizing low -flow sampling methods and the collection of quantitative measurements of sample turbidity. Mercury was detected in the groundwater samples collected from monitoring wells MW-1, MW-7, MW-8, and MW- 10 at concentrations greater than the 2L standard of 1 pg/L. Based on historic site data, the detection of mercury above the 2L Standards is inconsistent with historic data. Furthermore, mercury was detected in the facility's upgradient monitoring well. Accordingly, it was presumed mercury is most likely a sampling or laboratory artifact. As part of the Corrective Action Assessment activities, Caswell County's Environmental Health Department staff completed a survey of water supply wells located within approximately 0.5 mile of the landfill limits of waste. With one exception, the water wells identified are on opposite sides of Bear Branch. Given the documented concentrations of volatile organic compounds originating from the landfill, physical separation distances between site groundwater impacts and off -site water wells, and existence of natural hydraulic divides between impacted groundwater and the water supply wells, the potential for impacts to water supply wells appears to be low. Due to prior exceedances of the 2L Standard, Caswell County submitted to the NCDEQ Corrective Action Plan Assessment Work Plans, which were focused on delineation of extents of 2L Standard exceedances, and the collection of other data to support development of a Corrective Action Plan for the facility. Installation of new groundwater monitoring wells MW-5D, MW-7, MW-8 in August 2020 and MW-9 and MW-10 in November 2021, were key elements of these Work Plans.
