The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. The purpose of this inspection was to conduct a comprehensive audit of the Bladen County notified land
clearing and inert debris landfill (LCID). New rules for LCID’s starting January 2021. 2. Signage needs updating to reflect new rule requirements. This site has a NLCID N0750 and a Closed CDLF and is not the 0905 Transfer Station as indicated on the signage. Please update and additional emergency contact information is needed other than just “911”.
15A NCAC 13B .0566 (14) - A sign shall be posted at the site entrance showing the site contact's name and phone number, the permit number, emergency contact information, and the waste types accepted for disposal at the site.

3. LCID working face was spread out with additional areas of uncovered wastes along top perimeter. Working face should be much smaller and more compact. This will assist with keeping up with covering and sloping. Mush waste onsite needed cover. Cover should be applied once working face reaches one acre or after thirty days, whichever is first. Be sure and keep 3:1 slope. Some soil waste staged but with working face spread out so much it is difficult to cover it all with minimal time available with staffing issues, so control the dumping are the public has access too. Be sure and establish vegetation in currently unused areas for erosion control.
15A NCAC 13B .0564 (7) - The site shall establish and maintain an access road around the waste boundary for access by emergency or fire-fighting vehicles and equipment. 15A NCAC 13B .0566 (2) - Solid waste in the landfill shall be compacted. Slopes shall not exceed a ratio of three horizontal to one vertical at any time. 15A NCAC 13B .0566 (3) - All waste shall be covered with no less than six inches of soil monthly, or when the working face reaches one acre in size, whichever occurs first. Any soils used for cover at the site shall meet unrestricted use standards for soils as defined in G.S. 130A-310.65. 15A NCAC 13B .0566 (7) - Access roads shall be of all-weather construction and shall be maintained to allow access by vehicles transporting waste, Department staff, and fire-fighting vehicles.

Part of working face, control dumping area with traffic control devices 4. Unapproved waste was visible on the NLCID, such as painted dimensional lumber and plastic. Please remove and dispose of at appropriate LF. 5. Also, be sure to keep all waste inside the 2-acre notification. EOW markers should be in place to assist
onsite staff with keeping inside this area and for Section staff for knowing where the pre-approved area is located. Some EOW markers were visible during inspection. Some erosion around perimeter as well needs addressing. EOW markers were added, and photos submitted, via email to David Powell before sending inspection report. Good job.

6. New LCID rules were discussed and the effects this will have on Bladen Counties NLCID and future LCID operations. New LCID rules were sent via email to Mr. McClary on 6/2/2021. 7. Corrective actions are necessary as result of this inspection. Corrective actions should be completed within 30 days from the date of this inspection report sent. A follow up inspection will be conducted at that time or shortly after. Failure to resolve these matters may result in further enforcement action.
