Dear Ms. Smith:
Pursuant to authorization of Bunnell-Lammons Engineering, Inc. (BLE) Proposal Number J22-14175-08, dated
April 22, 2022, BLE has prepared this report of limited assessment of the area near groundwater monitoring
well MW-7. The purpose of this work was to identify the nature and extent and potential source of volatile
organic compound (VOC) impacts in groundwater near MW-7. The enclosed report describes the work
performed and includes the findings and recommendations.

1.0 PROJECT INFORMATION
The subject landfill site is located in Buncombe County, North Carolina, approximately five miles north of
the city of Asheville with a physical address of 2726 Riverside Drive in Woodfin, North Carolina (Figure 1).
Buncombe County provides post -closure care for the Pre -Subtitle D MSWLF (unlined) which included waste
units designated Area A through Area D. The landfill stopped receiving waste in September 1997 and is now
closed.
Groundwater and surface water monitoring is performed at the site in accordance with four (4) documents:
1. DWM approved Corrective Action Plan (CAP) dated September 3, 2014 [DIN 21838 (SCS Engineers
File No 09204072.06)];
2. DWM approved Request for Reduction of MNA Parameters dated November 30, 2016 [DIN 27144
(SCS Engineers File No 09204072.14)];
3. DWM approved Report of 1, 4-Dioxane Sampling and Analysis - November 2018 to April 2020 dated
September 1, 2020 [FID 1450547 (BLE Project No. J20-14175-04)]; and
4. DWM approved Corrective Action Evaluation Report, Water Quality Data Through October 2021
dated March 30, 2022 [FID 1661864 (BLE Project No. J20-14175-03)].
The facility requires semi-annual groundwater and surface water monitoring and reporting in accordance with
the CAP, et seq. Semi-annual sampling is typically conducted each April and October and those events are
designated "Spring" and "Fall," respectively.
Buncombe County retained BLE to prepare the aforementioned Corrective Action Evaluation Report
(CAER) which describes the site's remedial progress on a 5-year schedule. It was noted in the March 2022
CAER that monitoring well MW-7 was reported to be dry starting spring 2015 and was not sampled until
late 2019 when the water level rose and sampling resumed. Sampling results from late 2019 to the present
indicated that VOCs had impacted the groundwater at the MW-7 location. The source of these detections
and the nature and extent of the impacts were not known.
BLE recommended performance of an assessment of the nature and extent and potential source of the
impacts in the CAER. The recommended assessment included sampling of inactive downgradient
groundwater monitoring wells and downgradient surface water (if present) for the presence of VOCs. We
recommended preparation and submittal of an assessment status update to the SWS per the schedule in the
CAER. The assessment actions were approved by the DWM. The due date for the status update was
changed from March 30, 2022 to October 31, 2022 as the result of a delay in analytical laboratory services.
This report describes the results of the landfill gas, groundwater, and surface water sampling and analysis
conducted as part of the limited assessment.

2.0 FIELD ACTIVITIES, SAMPLING, AND ANALYSIS
2.1 Groundwater Sampling and Analysis
BLE retained Pace Analytical Services (Pace) as a subcontractor to conduct field sampling and laboratory
analysis for the following six (6) inactive groundwater monitoring wells: MW-8, MW-14, MW-22-78, MW-
22-143, MW-23-119, and MW-23-186 (Figure 2). The six wells are listed as inactive and are not sampled as
part of the current SWS Approved Groundwater Sampling and Analysis Matrix (Table IA). The six wells
were sampled on April 27, 2022 and analyzed for Appendix I VOCs by EPA Method 8260D.
2.2 Surface Water Sampling and Analysis
BLE retained Pace to conduct field sampling and laboratory analysis for the following three (3) surface water
locations (SW-10, SW-11, and SW-12) and three (3) groundwater -surface water interface locations (SW-10I,
SW-11I, and SW-12I) (Figure 2). The six locations are not sampled as part of the current SWS Approved
Surface Water Sampling and Analysis Matrix (Table 113). The six locations were sampled on April 27, 2022
and analyzed for Appendix I VOCs by EPA Method 8260D. Please note that the interface samples are shallow
groundwater samples collected at the groundwater -surface water interface and are not surface water samples.
2.3 Landfill Gas Sampling and Analysis
BLE personnel performed twelve (12) bar hole punches (BHP) in the suspected source area, upgradient of
MW-7 (Figure 2). This area is known as the Tire Disposal Area. The BHPs locations were hand augured to
depths of up to 3 feet below ground surface. BLE observed the presence of municipal waste in the subsurface
of the gas assessment area. Field screening for the presence of methane gas was performed at each BHP using
a GEM 5000. We observed the presence of methane gas in 13HP-1, BHP-3, BHP-4, BHP-5, BHP-7, BHP-8,
and BHP-12. The highest methane gas concentrations were observed in BHP-3, BHP-8, and BHP-12.
BLE collected three (3) grab landfill gas samples from the designated locations, BHP-3, BHP-8, and BHP-12
on August 5, 2022. The samples were collected from each BHP via manually operated SUMMA canisters.
The landfill gas samples were submitted to Pace for analysis of VOCs by EPA Method TO-15.
3.0 RESULTS
A copy of the laboratory analytical data from the April 27, 2022 groundwater and surface water sampling
event is included in Appendix A. A copy of the laboratory analytical data from the August 5, 2022 gas
sampling of the BHPs is included in Appendix B. A summary of detected compounds which are found on
both the Appendix I 8260D VOC list (water analysis) and TO-15 list (gas analysis) is shown on Table 3.
Additionally, a summary of groundwater VOC results from MW-7 from November 2019 through April 2022
(6 sampling events) are presented on Table 3 for reference.
Concentrations of VOCs were detected in the landfill gas, groundwater, and groundwater -surface water
interface samples. The compound / analyte list on Table 3 includes all compounds which are on the target
analyte list of both methods (TO-15 and 8260) and were detected by either method.
The results show that twenty-seven (27) compounds on the shared analyte list were detected in either the
landfill gas or water samples. Eleven (11) of the twenty-seven (27) compounds were detected in both the
landfill gas and water samples. Every VOC detected in the groundwater or surface water locations were also
detected in the landfill gas.

Impacts to the groundwater as a result of the landfill gas were limited to MW-7, MW-8 (1,4-dichloroethane
only), MW-23-119 (acetone and 1,4-dichloroethane), SW-11I (acetone and 2-butanone), and SW-121(acetone
only). No impacts to the surface water (SW-10, SW-11, and SW-12) or to the other sampled groundwater
monitoring wells (MW-14, MW-22-78, MW-22-143, and MW-23-186) were observed.
4.0 CONCLUSIONS AND RECOMMENDATIONS
The results from the gas assessment indicate that a source of landfill gas is present upgradient of MW-7. The
data indicates that the landfill gas is the probable source of VOCs which have impacted the groundwater near
MW-7.
The VOC impacts to groundwater as the result of the landfill gas appear to be limited in extent. Impacts have
not migrated north of the surface water boundary downgradient of MW-7 monitored by MW-22-78 and MW-
22-143. The interface sample data indicates that the surface water feature is a discharge boundary.
Additionally, the impacts have not affected deep well MW-23-186 indicating that the VOC are not migrating
downward and/or have attenuated in the shallow groundwater. Additionally, the data indicates that the VOCs
have attenuated prior to reaching downgradient monitoring well MW-14.
Based on these data we recommend modifying the groundwater and surface water matrices to add two
additional wells (MW-8 and MW-23-119) and one additional surface water sampling location (SW-10) for
semiannual sampling. The additional sampling points are correctly positioned to effectively monitor the areas
downgradient of MW-7. The proposed sampling matrices are included as Table 2A and Table 211.
5.0 QUALIFICATIONS OF REPORT
The activities and evaluative approaches used in this assessment are consistent with those normally employed
in hydrogeological and environmental assessments of this type. Our evaluation of site conditions has been
based on our understanding of the site and project information and the data provided to BLE.
This report has been prepared on behalf of and exclusively for the use of Buncombe County, North Carolina.
This report and the findings contained herein shall not, in whole or in part, be used or relied upon by any other
party (excluding the SWS) without BLE's prior written consent.

VOCs by GUMS
The following sample were received with solid in the sample vial: XD30001-006, XD30001-008. The liquid
was decanted from vial and analyzed on instrument.
The laboratory control sample (LCS) and / or laboratory control sample duplicate (LCSD) for analytical
batch 41174 exceeded acceptance criteria for 4-methyl-2-pentanone, Acrylonitrile, 2-butanone, and 2-
hexanone. These analytes were biased high and were not detected in the samples affected.
Reanalysis of the following sample was performed outside of the analytical holding time: XD30001-009, .
Run 1 CCV failed acetone recovery high. Run 2 passes acetone QC.
