The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. The facility is a permanent household hazardous waste (HHW) collection facility owned by Davidson County. 2. The facility’s Household Hazardous Waste Generator Identification Number is NCPH 02901001 3. The facility at the Davidson County convivence center located adjacent to the white goods collection area in the Phase 1 side of the Davidson County landfill. 4. The facility is open from 9:00a.m through 3:00p.m. on the first Saturday of every month. 5. Davidson County contracts with 3RC Environmental for the operation of the HHW facility. 6. The facility is permitted to only accept HHW from Davidson County residents. Resident zip codes are recorded on log sheets when the resident drop off HHW. Records were reviewed through September 2022. 7. A complete inventory log is kept on site by contractors and was reviewed during the inspection. Inventory logs for July 2022 through September 2022 were reviewed. 8. The facility annual report was received by the SWS, dated July 21, 2022. Facility total output for July 2021 through June 2022 is 62,081.00 lbs. Records for July and August of 2022 were reviewed with 6,781 lbs. and 47 participants, and 5,043.00 lbs. with 37 participants respectively. 9. Residents are directed to pull their vehicles into a secondary containment area where trained contractor staff unload the HHW material. Contractor personnel perform the initial waste identification, separation, and record recording. 10. If a misinformed resident brings such wastes to the facility, County or contractor personnel will consider taking the wastes to avoid improper disposal or recommend a licensed facility where it may be sent. 11. HHW is stored inside a three-compartment chemical storage building. The building is equipped with secondary containment and an indoor fire suppression system. 12. HHW material is sorted into 55-gallon drums or sorted inside their containers into an appropriate container. All containers were observed to be properly labeled. 13. Waste ready to be shipped is stored under a metal awning west of the chemical storage building. All containers ready for shipping were observed to be properly labeled. The oldest container observed was marked with a start date in April 2022. 14. Paints are stored under a metal awning. Latex based paints are poured into a lined roll-off container for solidification and transportation. Oil based paints are stored separate in their original containers. 15. Mr. Sink stated that the contractor usually transports HHW material off site twice a year and can be done more if needed. 16. The facility has a portable fire extinguisher located on site along with a eye wash station. 17. The facility was observed to be clean and well organized. 18. The facility’s roadways were of all weather construction and in good condition. 19.
